Abstract
The report assesses the "Bolsa Escola" programs in Brazil, which are poverty-targeted social assistance programs, that provide cash grants to poor families with school-age children between the ages of seven to fourteen. These programs aim at increasing educational attainment, to reduce current, and future poverty, as well as child labor, and, implicitly, to act as a partial safety net. The rationale for these programs should be considered in the context of the current picture of poverty in the country, where the strongest correlates of current poverty is low education. The programs under discussion have widespread support, and fit well into Brazil's larger social protection, and poverty reduction strategies, because they explicitly target the poor, with sound criteria for beneficiary selection, based on a score system, comprising living standards indicators. Preliminary evidence suggests the programs have been reasonably successful in targeting, and points to improvements in education, and poverty outcomes, although evidence on child labor reduction, is inconclusive. The need to reach the "non-covered" population is suggested, as well as the level of cash transfers needs to be determined carefully, while the "Bolsa Escola" programs should not be seen by local governments, as substitutes for investments in schools. Probably the biggest consideration in the successful expansion of these programs, is their fiscal affordability, bearing in mind the programs protect the structurally poor during crisis, equipping the next generation with risk reducing human capital.

Publication Bangladesh - Poverty Assessment : Assessing a Decade of Progress in Reducing Poverty, 2000-2010(World Bank, Dhaka, 2013-06)The purpose of this report is to document some of the aforementioned achievements over the 2000-2010 decade and to illustrate their collective impact on poverty in Bangladesh. Analysis is undertaken to identify which factors contributed to the rapid decline in poverty over time. The main limitation of this report is that the analysis is based on a limited number of data sources, which do not cover all aspects of the poverty reduction process. Nevertheless, to the extent possible, the analysis covers the key drivers of poverty reduction over what has been a remarkable decade for Bangladesh. The report is organized into four parts. Part one focuses on explaining poverty patterns observed over the 2000-2010 period, noting qualitative differences between the first and second half of the decade. The analysis in chapter one offers poverty projections based on survey data from this period. Chapter two describes some key characteristics of the poor. Using poverty decomposition methodology, part two identifies the main drivers of the poverty reduction experienced over the last decade. Chapter three shows that the two most important contributors to poverty reduction over the 2000-2010 periods were the growth of labor income and the declining dependency ratio. The remaining two chapters in this section focus on labor income and demographic factors to understand their respective linkages to poverty. The past few years have underscored the importance of global factors affecting country-level outcomes. However, the series of shocks that affected Bangladesh in 2007-2008 did not significantly slow down the speed of poverty reduction. In Chapters six and seven of part three, the report attempts to uncover some of the reasons underlying Bangladesh's resilience to these global shocks as well as the way in which poor households cope with seasonal shocks, which are a permanent feature of some rural parts of the country, namely Rangpur. Chapters eight and nine explore the role of safety nets and microfinance in helping households deal with shocks and poverty. In part four, chapter ten revisits one of the key findings of the World Bank poverty assessment of 2005 (published in 2008).Publication Jordan : Poverty Assessment Executive Summary, Volume 1(Washington, DC, 2004-12-01)This report assesses poverty in Jordan in 2002-03, and examines the changes that have occurred since 1997 as a result of economic growth and the income distribution policies of the Government of Jordan. The study concludes that poverty declined in Jordan in that time period, no matter which poverty line one chooses to use, and was made possible with an equally remarkable growth in per capita private consumption, in which the poor participated, at about 3.5 percent a year. The fast rise in private consumption appears to be due to a recovery in consumption trends that is mainly policy driven. The report, however, identifies some concerns about the sustainability of poverty reduction, and recommends that long-term policy focus more on regional imbalances in development; improve access of the poor in education, health, and jobs; plug the leakage in government transfer programs; and institute poverty monitoring systems for timely remedial action.Publication Zambia : Using Social Safety Nets to Accelerate Poverty Reduction and Share Prosperity(World Bank, Washington, DC, 2013-03)Despite robust annual growth of 5.7 percent in the recent past, poverty in Zambia remains stubbornly high. The poverty headcount rate is 60 percent (as of 2010), and 39 percent of the population live in extreme poverty, with insufficient consumption to meet their daily minimum food requirements. Chronic malnutrition remains very high, with 47 percent of children under the age of 5 being stunted in 2010, close to the high levels of the early 1990s. The report recommends a unified National Safety Net Program comprising cash transfers and public works to reach the poorest 20 percent of the population. The estimated cost is about US$100 million per year. This is less than 2 percent of public spending and around 15 percent of the current subsidies programs benefiting the non-poor.Publication Botswana Social Protection(World Bank, Washington, DC, 2013-12)The report lays out options to use social safety nets to meet the goal set by the Government of Botswana to eradicate extreme poverty by 2016 and in a budget neutral way. Introducing a Family Support Grant is argued to be a more efficient way to address absolute poverty by offering a family benefit to all the families in absolute poverty. Reforms in the Ipelegeng public works program would allow addressing existing shortcomings associated with coverage, targeting, generosity, and wrong labor incentives. The combination of the above will allow for a better weaving of the Social Safety Nets to ensure that the goal of lifting 16% of population from absolute poverty by 2016 is achieved.Publication Botswana Social Protection Assessment(Gaborone, Botswana, 2013-12)Botswana is a small, landlocked, upper-middle-income country with a gross domestic product (GDP) of United States (U.S.) 17.3 billion dollars in 2011. Despite high levels of economic growth over the past two decades, poverty and inequality persist in Botswana and unemployment is high. The Government of Botswana (GoB) has developed and approved key strategic documents that articulate its long-term development objectives, including those in the social protection sector. The purpose of this assessment is to inform Botswana's future social protection and labor strategy and policies and help to achieve the goals of vision 2016. The assessment concentrates on social assistance programs as major reforms are already taking place or being considered for active labor market programs (ALMP) and social insurance programs. As social assistance programs are a significant draw on the GoB's budget and revenues from mining are projected to decline over the medium term, it will inevitably be necessary to increase the cost-effectiveness of existing programs. This assessment draws on the World Bank's Africa social protection strategy for 2012-2022 which, in addition to the issues addressed by the overall World Bank social protection strategy, stresses the need to focus on the targeted delivery of social services and on issues of good governance, efficient program design and delivery, and country-driven system development. To meet its objectives, the assessment is organized as follows: chapter one gives a brief discussion of the conceptual framework, chapter two discusses the principal vulnerable groups in Botswana and the risks that they face. Chapter three reviews the principal policies and programs that are already in place to address the risks that have been identified as well as the existing informal social protection arrangements. Chapter four assesses the adequacy of the social protection system by analyzing spending; program coverage, overlaps, and gaps; program generosity; targeting efficiency; cost-effectiveness; incentive compatibility and sustainability; monitoring and evaluation; and institutional arrangements. Chapter five contains recommendations.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Mexico Poverty and Equity Assessment(Washington, DC: World Bank, 2025-02-20)This Mexico Poverty and Equity Assessment reviews the evidence about poverty and equity in Mexico over the last two decades, compares it to comparable international experience, and identifies a set of critical areas of policy intervention to answer the opening question. The report aims at contributing to an open conversation in Mexico about how to achieve this essential policy objective. This report postulates three main policy areas needed for poverty eradication in Mexico: inclusive growth, efficient social policy, and infrastructure to confront vulnerability. The report includes four sections, the first three of which collect evidence about poverty, social deprivations, and vulnerability and how the evolution of these three correlates to patterns of economic growth, social protection policy and territorial development. The fourth section provides some quantitative benchmarks of what it would take to eradicate extreme poverty in Mexico. Poverty in Mexico is defined not only in monetary terms, but also in a multidimensional manner that includes social deprivations. These are social deprivations that often define formal-vs-informal employment, so policy changes that close these carencias, as they are called in Mexico, will also reduce the informality gap. This report documents the evolution of poverty, social deprivations, and vulnerability to poverty. It explains the main forces that have driven this evolution and advises that many of these forces may not operate the same in the future as they did in the past. It provides the basis to argue that short to medium term extreme poverty eradication requires newer policy actions in terms of inclusive growth, more efficient social policy, and investments in physical and social infrastructure to reduce vulnerability. The report indicates that short to medium term eradication to extreme poverty is a major, but within reach, development challenge for Mexico.Publication The Mexican Social Protection System in Health(World Bank, Washington DC, 2013-01)With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes. Today, the PHI covers all of its intended affiliates, about 52 million peoplePublication Guide to the Debt Management Performance Assessment Tool(Washington, DC, 2008-02-05)The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.Publication Financing Firm Growth(Washington, DC: World Bank, 2025-03-13)Well-functioning capital markets can foster economic growth and allocate resources efficiently. Firms can tap into a broader funding base by issuing debt and equity in capital markets, often at cheaper rates and longer tenors than through other sources of external finance, such as banks. However, capital markets in low- and middle-income countries have lagged those in high-income countries. Accordingly, the firms in those countries have more often relied on bank financing or retained earnings to fund investment and expansion, and they have experienced greater financial constraints than their counterparts in high-income countries. Financing Firm Growth: The Role of Capital Markets in Low- and Middle-Income Countries shows that the gap in capital market financing between low- and middle-income countries and high-income countries has narrowed, with resulting benefits for both the firms accessing those markets and for the countries in which they operate. The analysis reveals greater participation by firms from low- and middle-income countries in capital markets since the 2000s. Most of these firms are new participants in capital markets, and they tend to be smaller, younger, and more productive than those already participating. Firms are deploying capital raised in markets to become more productive—investing in physical assets, hiring more workers, and expanding operations, spurring growth both at the firm level and within their economies. To reach these findings, the analysis used a novel database of the universe of bond and equity issuances from companies between 1990 and 2022.
