Assessment of Development Needs of Refugees and Internally Displaced Persons in Eastern Sudan

Abstract
East Sudan has received a continuous influx of internally displaced persons (IDPs) and refugees over the last forty years. Mass influxes were witnessed during years when the region experienced natural catastrophes as droughts and floods, or an escalation of tensions and conflict in neighboring countries, mainly Eritrea and Ethiopia. Presently there is still a steady but smaller in numbers influx of refugees, mostly from Eritrea, but with an apparent change in their social composition and expectations. Present day internal population movements relate to more conventional forms of migration within Sudan, that is, households in search of work and economic opportunities. Still, the situation of the large number of IDPs that moved to the area over 15 years ago and are living in camps is precarious and needs urgent attention. Presently there are not the basic conditions required to provide a durable solution to the refugees in a protracted situation in eastern Sudan. To a large extent that also applies to IDPs with long permanence in camps; there are not conditions to achieve self-reliance by most of the displaced population given the situation of their locations in eastern Sudan in terms of natural environment and its capacity to support sustainable agriculture and other urban and rural economic activities. Within the overall mission of the World Bank, its strategic objective in contributing towards the durable solution of forced displacement situations is to bring the affected countries and displaced population back to the path of peace and development, enabling the application of pro-poor policies and fostering economic growth. Under these conditions, the World Bank will be in a better position to engage the affected countries through its regular operations.

    Forced Displacement in the Great Lakes Region

    At the end of 2013, there were about 3.3 million people who remained forcibly displaced within the Great Lakes Region (GLR) of Africa. Of these, 82 percent were internally displaced persons (IDPs) and 18 percent refugees; 64 percent were under 18 years old. This Report analyzes the extent, causes, and character of this forced displacement, with particular attention to certain situations.

    Republic of Yemen - Joint Social and Economic Assessment

    This Joint Social and Economic Assessment (JSEA) has been prepared in response to a request from the Ministry of Planning and International Cooperation (MoPIC), and was undertaken jointly by the World Bank, the United Nations, the European Union, and the Islamic Development Bank. The JSEA's main purpose is to assess the social and economic impact of the crisis in Yemen, and to identify challenges and key priorities for early interventions, primarily for the transition period, which is expected to stretch into the first half of 2014. Putting Yemen on a path of recovery to prosperity will not only require a strong commitment and ownership from the Government and People of Yemen, but also coordinated support and significant financial resources from all partners and friends of Yemen. While the JSEA provides analysis of Yemen's most pressing needs, it is the Government's Transition Plan that will offer the roadmap by which Yemen can emerge from crisis stronger and better able to ensure equitable and sustainable development for its people. The implementation of the Transition Plan and donor support should balance humanitarian assistance, early recovery, reconciliation, and peace-building efforts in the short run, with support to decisive policy actions and reforms that will underpin sustainable and inclusive development, improved governance, and social protection in the medium to long term.

    Assessing the Impacts and Costs of Forced Displacement : Volume 1. A Mixed Methods Approach

    Globally, over 40 million people have been forced to leave or flee their homes due to conflict, violence, and human rights violations either as refugees outside their country of origin or Internally Displaced Persons (IDPs). A substantial number live in protracted displacement where return has not been possible.Forced displacement is a humanitarian crisis: but it also produces developmental impacts - short and longer term, negative and positive - affecting human and social capital, economic growth, poverty reduction efforts, environmental sustainability and societal fragility. A prevailing view is that refugees are a burden on the development aspirations of host countries and populations and that negative socio-economic and environmental impacts and costs outweigh the positive contributions (actual or potential) that forcibly displaced people might make. The losses incurred by the displaced populations themselves reinforce perceptions of vulnerability and dependency and thus assumptions of the burden they might impose. This study provides such a methodology. The development and drafting of the methodology and the state of the art literature review was conducted by the refugee studies centre, with valuable and constructive inputs from the partner organizations.

    Political Economy and Forced Displacement : Guidance and Lessons from Nine Country Case Studies

    This report was produced for the Global Program on Forced Displacement and describes why and how to conduct political economy analysis (PEA) of forced displacement. It also illustrates how PEA may contribute to understanding forced displacement crises with nine case studies: Casamance (Senegal), Colombia, Cote dapos;Ivoire, Democratic Republic of Congo, Liberia, the Philippines, Somalia, South Sudan, and Zimbabwe. Forced displacement is understood here as a situation where persons are forced to leave or flee their homes due to conflict, violence, or human rights violations. The key elements of forced displacement PEAs include: i) a review of the historical context and displacement characteristics; ii) durable solutions prospects; iii) environmental, geographic, social, political, and economic drivers, constraints and opportunities; (iv) needs of the displaced and hosts; v) existing policies, government/institutional context, and operations; and vi) recommendations. Recommendations on development policies and programs that result from a PEA characteristically fall into at least four categories, namely: i) improving access to land, housing and property; ii) reestablishment of livelihoods; iii) improving delivery of services; and iv) strengthening accountable and responsible governance. PEAs of forced displacement analyze the contestation and distribution of power and resources along with the development challenges associated with forced displacement crises. By nature of their marginalization and the frequently protracted nature of their exile, the forcibly displaced are especially vulnerable as power and resources are disputed. The purpose of conducting a PEA on forced displacement is to inform policy dialogue and operations so that the interests of vulnerable forcibly displaced populations and their hosts are effectively accommodated in resource allocation decision-making and in poverty alleviation initiatives. From the earliest design phase to dissemination of the results, the PEA is essentially an exercise in effectively collecting relevant data, analyzing these, and then marketing the analysis and its operational implications to the right stakeholders. This report is intended to be an aid in navigating these decision points and activities and to encourage more frequent and better use of political economy analysis in evaluating and addressing forced displacement.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.

    Guide to the Debt Management Performance Assessment Tool

    The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.
