Abstract
The economic crisis caused by the Coronavirus (COVID-19) pandemic sharply reduced mobility and economic activity, disrupting the lives of people around the globe. This brief presents estimates on the crisis’ impact on labor markets in thirty-nine countries based on high-frequency phone survey (HFPS) data collected between April and July 2020. Workers in these countries experienced severe labor market disruptions following the Coronavirus (COVID-19) outbreak. Thirty-four percent of respondents reported stopping work, twenty percent of wage workers reported lack of payment for work performed, nine percent reported job changes due to the pandemic, and sixty-two percent reported income loss in their household. Measures of work stoppage and income loss in the HFPS are generally consistent with gross domestic products (GDP) growth projections in Latin America and the Caribbean but not in Sub-Saharan Africa, indicating that the phone survey data contributes valuable new information about the impacts of the crisis. Ensuring availability of such critical data in the future will require investments into statistical and physical infrastructure as well as human capital to set up Emergency Observatories, which can rapidly deploy phone surveys to inform decision makers.

Stopping work was more prevalent in the industrial and service sectors than in agriculture. Measures of work stoppage and income loss in the high-frequency phone survey are generally consistent with gross domestic product growth projections in Latin America and the Caribbean but not in Sub-Saharan Africa. Previous analysis showed that between April and July 2020, across a sample of 39 countries, an average of 34 percent of workers stopped work, 20 percent of employees experienced partial or no payments for work performed, and 9 percent changed jobs during the early part of the pandemic. This brief discusses how labor markets have evolved since the initial phase of the crisis in the spring and early summer of 2020. It uses harmonized data from high-frequency phone surveys (HFPS) conducted in 33 developing countries and provides information on the changing labor market impacts of the crisis in these countries from the initial phase of the pandemic in April 2020 through December 2020.Publication How Did the COVID-19 Crisis Affect Different Types of Workers in the Developing World?(World Bank, Washington, DC, 2021-07)This paper investigates the impacts of the economic shock caused by the COVID-19 pandemic on the employment of different types of workers in developing countries. Employment outcomes are taken from a set of high-frequency phone surveys conducted by the World Bank and National Statistics Offices in 40 countries. Larger shares of female, young, less educated, and urban workers stopped working. Gender gaps in work stoppage were particularly pronounced and stemmed mainly from differences within sectors rather than differential employment patterns across sectors. Differences in work stoppage between urban and rural workers were markedly smaller than those across gender, age, and education groups. Preliminary results from 10 countries suggest that following the initial shock at the start of the pandemic, employment rates partially recovered between April and August, with greater gains for those groups that had borne the brunt of the early jobs losses. Although the high-frequency phone surveys greatly over-represent household heads and therefore overestimate employment rates, case studies in five countries suggest that they provide a reasonably accurate measure of disparities in employment levels by gender, education, and urban or rural location following the onset of the crisis, although they perform less well in capturing disparities between age groups. These results shed new light on the labor market consequences of the COVID-19 crisis in developing countries, and suggest that real-time phone surveys, despite their lack of representativeness, are a valuable source of information to measure differential employment impacts across groups during a crisis.Publication How Did the COVID-19 Crisis Affect Different Types of Workers in the Developing World?(World Bank, Washington, DC, 2021-08)The COVID-19 pandemic is the worst global macroeconomic shock since the Great Depression. This brief reports which groups of workers have been hit hardest by the economic fallout of COVID-19 in developing countries. Larger shares of female, young, less educated, and urban workers stopped working, with gender differences being particularly pronounced. Gender gaps in work stoppage stemmed mainly from differences within sectors rather than differential employment patterns across sectors. Among those that remained employed, changes in sector of employment and employment type were similar for all groups except for age, where young workers saw a slightly larger decline in industrial employment. Employment increased between April and October, with larger gains for the groups with larger initial job losses, but for most groups these gains fell far short of pre pandemic employment levels. Finally, evidence from five countries suggests that phone surveys give a generally accurate picture of group disparities in employment rates following the onset of the crisis and are proving to be a valuable tool for monitoring differential impacts of the crisis on workers

Publication Assessing the Environmental, Forest, and Other Natural Resource Aspects of Development Policy Lending(Washington, DC, 2008)The operations policy on Development Policy Lending (DPL), approved by the Board in August 2004, requires that the Bank systematically analyze whether specific country policies supported by an operation are likely to have "significant effects" on the country's environment, forests, and other natural resources. The implicit objective behind this requirement is to ensure that there is adequate capacity in the country to deal with adverse effects on the environment, forests, and other natural resources that the policies could trigger, even at the program design stage. DPL operations are associated with a whole array of policies such as macro policy reforms, fiscal policies, and specific sectoral policies, particularly in key sectors such as agriculture, health and education, energy, etc. In some cases, the operation may deal directly with reforms in certain environmentally sensitive sectors such as energy, transport, water and sanitation, agriculture, and forestry. In these cases, there is an obvious need for careful analysis of environmental, natural resource, and forestry impacts. In other cases, such as public sector reform and governance, there is less potential for likely significant impacts on the natural environment and natural resources. The toolkit is designed to be concise and user-friendly. It consists of three specific modules. The first module identifies relevant transmission channels through which the proposed reform would have a likely effect on the identified environmental, forest, and other natural resource priorities. The second module provides assistance in identifying key environmental issues in the country, regions, or sectors likely to be influenced by the DPL program. The third module presents different tools and methodologies for rapid assessment of the likely significant effects of each reform.Publication Mining in Africa(Washington, DC: World Bank and Agence Francaise de developpement, 2017-02-21)This study focuses on the local and regional impact of large-scale gold mining in Africa in the context of a mineral boom in the region since 2000. It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,” examine the economy-wide consequences of mineral exports. Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.Publication Can Medium-Resolution Satellite Imagery Measure Economic Activity at Small Geographies? Evidence from Landsat in Vietnam(World Bank, Washington, DC, 2019-12)This study explores the potential and the limits of medium-resolution satellite data as a proxy for economic activity at small geographic units. Using a commune-level dataset from Vietnam, it compares the performance of commonly used nightlight data and higher resolution Landsat imagery which measures daytime light reflection. The analysis suggests that Landsat outperforms nighttime lights at predicting enterprise counts, employment, and expenditure in simple regression models. A parsimonious combination of the first two moments of the Landsat spectral bands can explain a reasonable share of the variation in economic activity in the cross-section. There is however poor prediction power of either satellite measure for changes over time.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Firms' Export Decisions(World Bank, Washington, DC, 2017-01)This paper studies the relationship between access to credit, demand shocks, and export market adjustments using firm-level panel survey data for 24 economies in the Eastern Europe and Central Asian region. The study finds that domestic shocks to demand have a significant influence on the firm's decision to participate in international markets (extensive margin) and on the firm's share of foreign sales (intensive margin). Foreign shocks to demand only affect the firm's share of foreign sales. Conversely, the role of financial constraints on either the extensive or the intensive margin is more nuanced. The results are robust to various specifications of financial constraints and different estimation methods.
