Abstract
The study represents a background study for the proposed Uganda Country Economic Memorandum (CEM), which seeks to address the issue of efficient use of oil resources and examine synergies between the oil industry and the rest of the economy, through growth poles or linkages. The oil industry can help Uganda to promote robust growth in the economy. However, it is important to keep in mind that it will take a number of years until oil revenues start flowing into Uganda s economy. After the Final Investment Decision (FID) is reached, it will take time to develop the oil fields and start oil production. In the meantime, there are immediate opportunities opening up for Uganda s businesses to supply the oil industry with goods and services. In most cases, Uganda s suppliers, especially micro, small and medium enterpises (MSMEs), are not expected to become first tier contractors to the International Oil Company (IOCs). The main objective of this study is to provide recommendations to the Government of Uganda (GoU) on policies and strategies of leveraging the oil discoveries for the development of the national economy in order to transform the oil resources into sustained growth. The study reviews the typology of policies for local sourcing used in the world. It includes ample examples of other countries experiences with developing their local content policies and providing support to priority sectors to boost local content which could be useful for Uganda from the standpoint of lessons learned. The study conducts a detailed analysis of the binding constraints faced by domestic oil and gas suppliers in Uganda, takes stock of existing national content support initiatives and identifies areas which are in urgent need of further support. The study examines how the oil sector can be used as a driver of agriculture and fisheries sectors in the Albertine Region and other regions of Uganda from the standpoint of food supply to the oil camps.

Publication Natural Oil Companies and Value Creation : Volume 2. Case Studies(World Bank, Washington, DC, 2011-03)Approximately two billion dollars a day of petroleum are traded worldwide, which makes petroleum the largest single item in the balance of payments and exchanges between nations. Petroleum represents the larger share in total energy use for most net exporters and net importers. While petroleum taxes are a major source of income for more than 90 countries in the world, poor countries net importers are more vulnerable to price increases than most industrialized economies. This paper has five chapters. Chapter one describes the key features of upstream, midstream, and downstream petroleum operations and how these may impact value creation and policy options. Chapter two draws on ample literature and discusses how changes in the geopolitical and global economic environment and in the host governments' political and economic priorities have affected the rationale for and behavior of National Oil Companies' (NOCs). Rather than providing an in-depth analysis of the philosophical reasons for creating aNOC, this chapter seeks to highlight the special nature of NOCs and how it may affect their existence, objectives, regulation, and behavior. Chapter three proposes a value creation index to measure the contribution of NOCs to social value creation. A conceptual model is also proposed to identify the factors that affect value creation. Chapter four presents the result of an exploratory statistical analysis aimed to determine the relative importance of the drivers of value creation. In addition, the experience of a selected sample of NOCs is analyzed in detail, and lessons of general applicability are derived. Finally, Chapter five summarizes the conclusions.Publication Energizing Economic Growth in Ghana : Making the Power and Petroleum Sectors Rise to the Challenge(Washington, DC, 2013-06)The main objective of this report is to provide the new Government of Ghana with recommendations on the actions needed to improve the performance of Ghana's energy sector. The report focuses on the power and petroleum sectors, taking account of the interdependence between the sectors, and providing recommendations for how they can, together, drive future economic growth. This report aims to highlight the centrality of fixing the problems in the power sector as a path to ensuring that Ghana's economic growth ambitions are not stymied by a lack of electricity. The problems and their solutions are well known; what has been lacking is decisive and timely decision making to break the tendency to adopt reactive measures that often come too late when proactive measures will have led to better outcomes. Demand for gas in the power sector is set to expand rapidly, as new thermal generation capacity is built to meet rapidly growing power demand. However, to ensure successful development of its gas sector, Ghana will need to address a number of important challenges. The paper is organized as follows: chapter one gives introduction; chapter two deals with electricity demand and supply; chapter three deals with resolving generation and transmission bottlenecks; chapter four gives reforms urgently needed in power distribution; chapter five focuses on natural gas sector; and chapter six focuses on upstream oil and gas sector.Publication Ethiopia Oil and Gas Sector Development(World Bank, Washington, DC, 2016-01)The oil and gas sector in Ethiopia, currently at a very early stage of development, shows good potential for development on the long-run. The sector will benefit from strategies and policies to implement the broader vision for the sector. Development of the oil and gas sector in Ethiopia has the potential to transform the country’s economy. To this end, the Government of Ethiopia (GoE) has requested technical assistance and capacity building support from the World Bank as part of a wider package of support provided by the Bank (in coordination with other development partners) to develop the extractive industries (oil, gas, and mining) sector of Ethiopia. The main objective of the work to be undertaken, is to provide guidance and build capacity in GoE as it undertakes the wider update of its policy, legal, and regulatory framework of the oil and gas sector. Adam Smith International (ASI) was contracted to review the policy and regulatory framework for the oil and gas sector and provide recommendations. This final report on policy and regulatory options has been prepared at the conclusion of the analytical stage of the project, and was preceded by the initiation report submitted in July 2015. This report has two objectives. Firstly, to provide a comprehensive review of the current policy of the GoE towards the oil and natural gas sector. Secondly, to evaluate the regulatory framework in terms of good international practice.Publication Local Content in the Oil and Gas Sector(Washington, DC: World Bank, 2013-07)A number of countries have recently discovered and are developing oil and gas reserves. Policy makers in such countries are anxious to obtain the greatest benefits for their economies from the extraction of these exhaustible resources by designing appropriate policies to achieve desired goals. One important theme of such policies is the so-called local content created by the sector- the extent to which the output of the extractive industry sector generates further benefits to the economy beyond the direct contribution of its value-added, through its links to other sectors. Local Content Policies (LCPs) were first introduced in the North sea in the early 1970s and ranged from restrictions on imports to direct state intervention in the oil sector. While LCPs have the potential to stimulate broad-based economic development, which is necessary to alleviate poverty and achieve the United Nation's Millennium Development Goals (MDGs), their application in petroleum-rich countries has achieved mixed results. This paper serves to introduce the topic by describing policies and practices meant to foster the development of economic links from the petroleum sector, as adopted by a number of petroleum-producing countries both in and outside the Organization for Economic Co-operation and Development (OECD). The paper is organized as follows: chapter one defines local content and briefly illustrates the links between the petroleum sector and other economic sectors (where policies may be able to increase the economic benefits of the petroleum sector). An attempt is made to measure local content levels in a wide sample of petroleum-producing countries including net importers and net exporters, and countries at different stages of economic development to put LCPs in context and to consider if the structure of an economy is a key driver of local content levels. Chapter two discusses the arguments that have been used in favor and against the use of productive development policies in general and LCPs in particular. Chapter three provides an outline of the tools and types of LCPs that have been used by petroleum producing countries, and present their strengths and weaknesses. Chapter four focuses on issues related to the measurement and monitoring of LCPs, and discusses the limitations of alternative metrics. Chapter five provides a description of LCP objectives, implementation tools, and reporting metrics used in a selected sample of oil-producing countries including Angola, Brazil, Kazakhstan, Indonesia, Malaysia, and Trinidad and Tobago and draw initial lessons that may be relevant to other countries.Publication Hashemite Kingdom of Jordan : Carbon Capture and Storage Capacity Building Technical Assistance(Washington, DC, 2012-03)This study was funded by the Carbon Capture and Storage (CCS) capacity building trust fund, and administered by the World Bank. The main objectives of the study were: to build or enhance Jordan s institutional capacity to make informed policy decisions on CCS technology and applications; to assess the potential application of CCS technology in Jordan; and to identify barriers-legal, regulatory, financial and others-to CCS activities in Jordan and recommend ways to address those barriers. During the course of this study, the study team concluded that Jordan may benefit from following the evolution of carbon capture and storage technology via publicly available information. Similar CCS studies are being carried out in Egypt, Morocco and Tunisia, and Jordan could benefit from a regional knowledge exchange event when those studies are concluded. However, given Jordan s other national priorities, tight government fiscal situation and limited CO2 emissions, the CCS team that authored this report believes that it is not in the interest of Jordan to pursue capital investment related to CCS in the short-term. This study, therefore, hopes to represent one step toward raising the awareness of CCS technology among Jordanian policy makers, professionals and academics. The CCS Capacity building trust fund is prepared to provide limited financial support to a team of Jordanian researchers for an exploratory study on the potential for CCS within Jordan. Such a study should further increase awareness of CCS in Jordan and create a body of knowledge within the country that could support next steps on CCS consideration by policymakers, or actual project implementation.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises(Washington, DC: World Bank Group, 2013-10-28)Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.
