Abstract
This guide presents the Landscape Governance Assessment Tool (LGAT) and the Decision Support System (DSS). It is intended for people addressing a variety of problems linked to forested landscapes, such as alleviating rural poverty, restoring degraded lands, meeting national climate commitments, or conserving biodiversity. The LGAT measures the strengths and weaknesses of governance in a forested landscape. Drawing on expert and stakeholder knowledge, the LGAT assesses the quality of governance and produces a summary rating, called the Landscape Governance Index (LGI). The tool can be used at many stages of a project, but it is primarily intended to provide an informed starting point for discussing and designing governance reforms. The DSS component creates a roadmap for reform by identifying priority areas, generating ideas for reform, and analyzing them to arrive at practical ways forward. Overall, the tool identifies reform pathways that have a good chance of making a difference in the landscape. The LGAT score demonstrates the need, while stakeholder and expert involvement in both the measurement and DSS steps shape and garner support for reforms. The DSS analysis screens the reforms to identify those likely to be practical and effective.

Publication Combating Land Degradation in Production Landscapes : Learning from GEF Projects Applying Integrated Approaches(World Bank, Washington, DC, 2014-10)During the Fifth Replenishment Phase of the Global Environment Facility (GEF-5), portfolio monitoring and learning review were introduced as key components of knowledge management in the GEF Secretariat. These strategies were intended to address the need to generate knowledge on innovative practices, experiences, and lessons from projects financed by the GEF. In that regard, the Land Degradation focal area strategy for GEF-5 specifically included a learning objective on the catalytic effect of the GEF integrated Approaches, practices focused on integrating the management of land, soil, water, biodiversity, and biomass, in production systems (agriculture, rangelands, and forest landscapes). The focal area strategy embodies the landscape approach and integrated ecosystem management principles to maximize the global environmental benefits of combating land degradation. As a result of that focus, the strategy also addresses the need to harness and safeguard ecosystem services (carbon cycling, biodiversity, hydrological flows, and healthy soils). This report synthesizes the review of the catalytic role of the GEF in promoting integrated approaches in production systems, which are the primary focus of the Land Degradation focal area. The report highlights the context and rationale for GEF financing under OP 12 and OP 15, the catalytic role of GEF financing in promoting integrated approaches, and lessons from the application of integrated approaches to combat land degradation. Because the focus was entirely on learning, this report offers no specific judgments or interpretations about environmental or development impacts of GEF investments. Rather, it highlights the processes, practices, tools, and knowledge innovations embodied in projects that apply integrated approaches.Publication Mainstreaming Biodiversity in Production Landscapes(Washington, DC : Global Environment Facility, 2005)This volume contributes to broadening the understanding and application of the concept of mainstreaming biodiversity. It captures the inputs to, and findings of an international workshop held in Cape Town, South Africa, in September 2004 on Mainstreaming Biodiversity in Production Landscapes and Sectors. The aims of the workshop were to: determine an operational definition of the concept of mainstreaming biodiversity in production landscapes and sectors; demonstrate the role of mainstreaming in advancing Convention on Biological Diversity (CBD) goals and Strategic Priority of the Global Environment Facility (GEF) work program; explore the scale at which mainstreaming can most effectively be implemented; critique successes and failures in achieving mainstreaming outcomes to date; and, brainstorm on modified or new approaches and tools. These aims are addressed in the first paper in this volume, which explores what is meant by "mainstreaming biodiversity," while the new approaches and tools-the products of the workshop-are outlined in the final paper, on guidelines for effective intervention. The remaining papers, presented at the open symposium preceding the workshop, represent a broad range of mainstreaming initiatives-in Africa, Asia, Australia, Europe, and Latin America, and in a large number of production sectors. A final paper, drafted by the Cape Town workshop participants, provides guidelines on effective interventions in achieving mainstreaming outcomes.Publication Ripe for a Big Bang? Assessing the Political Feasibility of Legislative Reforms in the Philippines’ Local Government Code(2011-09-01)In the Philippines' highly decentralized political system, smooth functioning of inter-governmental relations is key to effective service delivery and good governance overall. Although considered a milestone, the 1991 Local Government Code, the Philippines' basic legislation governing inter-governmental relations, contains provisions that thwart vertical and horizontal resource equalization among local government units, and contributes to mismatch between expenditure assignments and the fiscal capacities of the local government units. Numerous technical reports have called for adjustments to the existing revenue and expenditure assignments, yet no tangible progress has been made. This paper assesses the prospects of legislative reforms on the revenue side of the decentralization framework. Using a variety of approaches ranging from a historical analysis to institutional analysis of the legislative dynamics in the Philippine congress, it assesses the prospects of a major overhaul of the Local Government Code and concludes that a significant reform is highly unlikely under the conditions prevailing in the late 2010s. By implication, any effort to improve the Philippines' inter-governmental framework will have to settle for sub-optimal incremental measures within the inefficient revenue assignment arrangement.Publication SABER - Tertiary Education Governance : Data Collection and Assessment Tool on Governance in Tertiary Education(2012-09-29)Systems Assessment for Better Education Results (SABER) is designed to assess existing education policies of participating countries in order to enable comparisons between them and learning of best practices. The purpose of this background paper is to present SABER-Tertiary Education Governance, a tool for facilitating comparisons of both system-wide policies and practical implementation of these policies at the institution-level across and within countries in the tertiary education sector. This paper was prepared as a background papers for SABER Tertiary Education, one of the domains in the SABER initiative at the World Bank, itself launched within the context of the Bank s new education strategy 2020 which sets the goal of Learning for All. Among the factors influencing tertiary education performance, recent research has identified governance as a key determinant. A good governance structure and favorable regulatory conditions can promote innovative behavior among tertiary education institutions, enable the development of strong quality assurance systems, and facilitate the design of effective financing mechanisms. This tool aims to assess tertiary education policy according to eight policy goals.Publication Strategic Environmental Assessment of the Kenya Forests Act 2005(Washington, DC, 2007)Forest in Kenya is an important source of livelihood, environmental services, and economic growth. In November of 2005 the Government of Kenya (GOK) ratified a new Forests Act. The act contains many innovative provisions to correct previous shortcomings, including a strong emphasis on partnerships, the engagement of local communities, and promotion of private investment. The purpose of the Strategic Environmental Assessment (SEA) is to inform, influence, and strengthen the processes of implementing the new Forests Act and inform policy discussions regarding sustainable use forests resources for national development. The SEA examined current risks confronting both woodland and forest environments and the social well-being of communities relying on these resources. Evidence gathered through research and extensive consultation with stakeholders was used to identify the scope for improving institutional structures and governance processes under the planned forestry reforms, notably those relating to the Kenya forest service and the participation of communities and the private sector in forest management. The SEA recommends ways of enhancing the opportunities for environmental and social gain that already form part of the overall goal of the Forests Act.

Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication South Asia Development Update, April 2024: Jobs for Resilience(Washington, DC: World Bank, 2024-04-02)South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.
