Abstract
This report is part of a strategy to promotes trade competitiveness within the East Asia and Pacific Region. It presents an overview of the logistics issues facing East Asia countries and proposes a development agenda for them. Based on the recognition that the countries have basic differences in their level of development, extent of openness, and composition of trade, it begins by discussing the benefits of improved logistics. The East Asian countries are organized into an action matrix, with an analysis of the logistics needs appropriate to each group. The country working papers (volumes 2, 3, & 5)discuss the assessment of preset logistics services and the impediments they impose upon, and opportunities they offer for, expanded trade, including policy reform proposals. The special report on ports (volume 4) addresses port development in relation to urban growth.

    Trade and Transport Facilitation in South Asia : Systems in Transition, Volume 1. Summary and Main Report

    Over the past few decades, the World trading system has become increasingly more open. Tariff rates have been reduced and quantitative restrictions (quotas) have been progressively eliminated, e.g. the Multi-Fiber Agreement (MFA). Most countries have adopted more outward-looking economic policies, seeking to increase growth and employment through expanding exports. Such outward looking policies have even been adopted by countries which previously pursued policies based on import substitution as in South Asia. Protective trade restrictions still persist, but tend to be in terms of more subtle non-tariff barriers (such as sanitary or phyto-sanitary standards), though anti-dumping measures and temporary quantity restrictions are still used by many countries to shield domestic producers. Trade regulations no longer solely attempt to protect domestic producers; their scope has extended to cover the need for enhanced security and the desire for greater consumer protection through the traceability of the production chain for many agricultural products. Intense competition compels firms to reduce costs throughout their manufacturing and distribution processes. Outsourcing to lower cost firms and countries has been one major source of cost reduction, reduced inventory costs through just-in-time manufacturing, and distribution systems has been another. Both are predicated on efficient, reliable and low-cost supply chains. With the worldwide fall in tariff levels, the efficiency of supply chains and the associated logistics costs are becoming core determinants of the competitiveness of both firms and countries. They may also influence the destination of inward direct investment; many countries can offer low labor costs and tax incentives, fewer can offer quick, efficient, reliable, and low cost logistics.

    Why Does Cargo Spend Weeks in Sub-Saharan African Ports? Lessons from Six Countries

    This study is timely because several investments are planned for container terminals in Sub-Saharan Africa. From a public policy perspective, disentangling the reasons behind cargo delays in ports is crucial to understanding:a) whether projects by the World Bank and other donors have addressed the most salient problems; and b) whether institutional port reform and infrastructure, sometimes complemented by customs reform, are the most appropriate approaches or should be adapted. Without such identification and quantification, projects may ultimately result in a limited impact, and structural problems of long delays will remain. Dwell time figures are a major commercial instrument used to attract cargo and generate revenues. Therefore, the incentives for a port authority and a container terminal operator are increasingly strong to lower the real figure to attract more cargo. At the same time, ports are more and more in competition, so the question of how to obtain independently verifiable dwell time data is increasingly critical to provide assurance that interventions are indeed having the intended effect.

    Trends in Trade and Logistics : An East Asian Perspective

    There are five sections in this report. The first section analysis growth, poverty reduction, trade and logistics. The study indicates that a stimulus in economic growth tends to reduce poverty. Section two analysis global trends in transport and logistics that determine the competitive advantage and growth performance of trading in global economy. Transport and logistics have benefited from technological and institutional changes, and has developed the maritime transport, warehousing facilities, and communication. The net result has been to facilitate globalization. Section three analysis trade led growth in East Asia. The sustained growth performance is usually attributed to the region's global integration. Section four: Logistics in East Asia - the single most important impact of globalization in East Asian countries has been the integration of local production and supply. Section five - a strategy to stimulate trade-led poverty reduction. This analysis has demonstrated the significance of the role of trade in accelerating economic growth and reducing poverty. In addition, the trade pattern of the region is focused in terms of final market destination.

    Guatemala : Elements of a Transport and Logistics Strategy

    This document has been produced by the World Bank to support the Government of Guatemala as it improves its transport and logistics sector management in pursuit of enhanced country competitiveness. It identifies and defines elements of a National Transport and Logistics Strategy (NTLS) through the development of a methodology which analyzes bottlenecks and related costs along the main logistics corridors. It does so with a view to (a) mobilizing support in the trading community (essentially private sector) for logistic service improvements, (b) identifying the need for broader public-sector reforms in transport which indirectly impact logistics performance, and (c) helping the Government to set sector priorities and hence to prioritize public investment. At the same time, it points out where improved data and monitoring of performance are needed in order to better quantify economic costs, diagnose key logistics issues, and track improved performance. It thereby proposes, as part of the set of recommended activities, to build the Government of Guatemala s capacity to measure performance and take action. While the document is based on sound analysis of some aspects of the country s logistics system, it must be considered primarily a starting point which is subject to broad country dissemination and debate by public and private stakeholders.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Morocco Economic Update, Winter 2025

    Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Global Economic Prospects, June 2024

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
