Abstract
Consumer protection is an important element of financial sector stabilization and development agenda in Azerbaijan. The falling oil prices and weaker macroeconomic fundamentals on top of the negative external shocks have led to devaluation of the national currency and erosion of public trust in financial sector. Restoring financial stability, renewing public and investor confidence and mobilizing higher savings to finance growth are the top priorities of Azerbaijan policy makers. The authorities increasingly discuss the issues of consumer and depositor protection, responsible lending and finance access. To support Azerbaijan in its efforts to advance financial capability, the WBG has implemented a nationally representative financial capability survey of the adult population in Azerbaijan. This survey will inform the development of a detailed implementation action plan for the national financial literacy strategy. Moreover, it will help the authorities to set quantifiable and concrete targets, and assess the effectiveness of future financial capability enhancing programs. Chapter 1 explores the financial inclusion landscape in Azerbaijan. Chapter 2 gives an overview of levels of financial capability in Azerbaijan, in particular about their financial knowledge, attitudes and behaviors. The last chapter investigates if the products are effectively meeting their needs of financially included individuals.

Publication Enhancing Financial Capability and Inclusion in Zambia(World Bank, Zambia, 2017-11)Financial inclusion in Zambia has nearly doubled in the last ten years - from 21.3 percent in 2005 to 40.2 percent in 2016. This success was made possible by Zambia’s Financial Sector Development Plan that concluded in 2015. And yet, when compared to other lower-middle income countries, Zambia fares less favorably in terms of account ownership, accessibility of bank branches, and usage of financial services. Main cited barriers are lack of funds, high fees, time-consuming travel, and lack of trust in the financial sector. Zambia aims to achieve universal access and has committed to implementing comprehensive national strategies for financial inclusion and financial education to accelerate progress. The World Bank survey covered in this report was requested by Zambian authorities to inform their further strategy work, help formulate quantifiable and concrete targets, and assess the effectiveness of future financial capability enhancing programs. The key findings and recommendations of the report cover areas related to Financial Inclusion, Financial Capability, and Financial Consumer Protection, followed by four chapters. Chapter 1 explores the financial inclusion landscape in Zambia. Chapter 2 reviews financial capability of Zambians in terms of their financial knowledge, attitudes, and behaviors. Chapter 3 analyzes the link between financial inclusion and financial capability in Zambia, and Chapter 4 assesses whether the financial products in Zambia meet consumers’ needs.Publication Enhancing Financial Capability and Inclusion in the Philippines(World Bank, Washington, DC, 2015-07)In response to a request of the Bangko Sentral ng Pilipinas (BSP) and as part of a broader engagement on enhancing financial consumer protection and education in the Philippines, the World Bank has implemented a financial capability survey. Financial inclusion, financial literacy and consumer protection are important priorities for the BSP and the Philippines government. Consumer protection and education are critical elements in building an inclusive financial system and BSP seeks to identify sustainable methods of delivering financial education through effective partnerships. The proposed survey constitutes a key diagnostic tool that aims to guide BSP on the models for delivering financial education and to set quantifiable and concrete targets. This financial capability survey is the first in the Philippines and one of the very first in the East Asia and Pacific Region (EAPF). The key findings and recommendations presented in this report cover 3 main areas: 1. Financial Inclusion, 2. Financial Capability, and 3. Financial Consumer Protection. The remaining chapters are structured as follows. Chapter 1 explores the financial inclusion landscape in the Philippines. Chapter 2 gives an overview of Filipinos' levels of financial capability, in particular about their financial knowledge, attitudes and behaviors. Chapter two gives an overview of Mozambicans' levels of financial capability, in particular about their financial knowledge, attitudes and behaviors. The relationship between financial capability and inclusion is discussed in chapter three. The last chapter investigates if the products which financially included individuals use are effectively meeting their needs.Publication Enhancing Financial Capability and Inclusion in Morocco : A Demand-Side Assessment(Washington, DC, 2014-12)Approximately 41 percent of Moroccan adults use a formal financial product or service. This places Morocco well above the average level of financial inclusion in the Middle East and North Africa, as well as above the average level in lower middle income countries (18 percent and 28 percent, respectively). Bank accounts are the most commonly used financial product, with 28 percent of adults reporting having a deposit or checking account. Microfinance institutions (MFIs) currently reach about five percent of the adult population, a finding consistent with supply-side data. Insurance is used by around 24 percent of the adult population in Morocco which is mainly due to mandatory insurance classes. Allowing, and advocating for branchless banking offers the potential to further expand the coverage of financial services and to reach the poor, rural dwellers, and women. Moreover, initiatives to bring women into the financial sector need to reveal and take into account, the substantial differences which can exist between men and women in their access, needs, and preferences of financial services.Publication Enhancing Financial Capability and Behavior in Low- and Middle-Income Countries(World Bank, Washington, DC, 2014-01)The Russia Trust Fund for Financial Literacy and Education was set up to support the advancement of financial literacy and capability in low- and middle-income countries. Established in 2008 with funding provided by the Ministry of Finance of the Russian Federation, the Trust Fund enabled the World Bank and the Organisation for Economic Co-operation and Development (OECD) to conduct methodological, analytical, and policy work on financial literacy, capability, and education. The program has supported work on the definition and measurement of financial capability, methods, and tools to understand the impact of financial capability programs; and field research on interventions designed to enhance financial capability. This volume presents the results of pilot projects financed by the Trust Fund. These include some truly pioneering research into new areas for financial capacity building, including the use of diaries to increase financial awareness, innovative methods for information provision, and new ways to deliver messages that encourage safer financial behavior, such as feature films, TV soap operas, and comic books. These methods open financial literacy to a much broader audience, and with potentially greater impact, than has been achieved through more conventional means.

Publication Global Development Finance 2007 : The Globalization of Corporate Finance in Developing Countries, Volume 1. Review, Analysis, and Outlook(2007)The globalization of corporate finance also points to other challenges. As emerging-market corporations have expanded their international operations, they have increased their exposure to interest rate and currency risks. Concerns are growing that several countries in emerging Europe and Central Asia are experiencing a credit boom engendered by cross-border borrowing by banks of untested financial health and stamina. Some of these banks have increased their foreign exchange exposure to worrisome levels, a concern that warrants special attention from national policymakers. Given banks' critical role in domestic monetary systems, policymakers should step up their regulation of foreign borrowing by banks. The projected slowdown in global growth and tighter monetary policy in high-income countries are expected to make financing conditions for developing countries somewhat less favorable in coming years. While a soft landing is the most likely outcome, there are risks. Global development finance is the World Bank's annual review of global financial conditions facing developing countries. The current volume provides analysis of key trends and prospects, including coverage of capital raised by developing country based corporations.Publication World Bank East Asia and the Pacific Economic Update, October 2024: Jobs and Technology(Washington, DC: World Bank, 2024-10-07)East Asia and the Pacific, seen in the context of the world economy, stands out as a paragon of development. Despite the recent ravages of the pandemic and the persistent tensions of geopolitics, the region is growing at stably high rates and the benefits are widely shared. But compared to its own past and potential, the region’s economic performance is less impressive. Growth is still below pre-pandemic rates, except in Indonesia, and output has not yet recovered to pre-pandemic levels in several countries, especially in the Pacific. This Economic Update highlights three key developments: shifting regional growth dynamics as China’s growth slows, changing trade patterns due to global tensions, and the impact of technologies such as robots, artificial intelligence, and digital platforms on jobs. The report calls for productivity-enhancing structural reforms to strengthen domestic growth drivers through; deeper international trade agreements to foster more open and stable trade regimes; deeper technical, digital, and soft skills while addressing impediments to labor mobility, factor price distortions and expanding social protection for workers in the digital informal economy to boost productivity and employment.Publication Should Policy-Based Lending Still Involve Conditionality?(World Bank, 2003)Traditional conditionality in policy-based lending is often criticized as being ineffective, intrusive, and corrosive. Disillusionment has led to replace ex ante conditionality with ex post conditionality and to focus on ownership, selectivity, and partnership. This article reviews experiences with conditionality in the World Bank policy-based lending and explores the benefits and drawbacks of various approaches. It argues that conditionality should play a central role in policy-based lending-but cannot substitute for country ownership and good policies. Moreover an exclusive focus on conditionality based on ex ante commitments or ex post results may not be practical or useful for the Bank policy-based lending. Thus a key recommendation in to use conditionality selectively, tailred to country circumstances. Indeed, an eclectic mix of traditional and new approaches is already being used with programmatic policy-based lending offering a particularly promising way to reconcile the debate between the traditional ex ante approach and the aspirations of a results-based approach to conditionality.Publication Economic Growth and Equality of Opportunity(World Bank, Washington, DC, 2013-09)The paper proposes an approach to understand the relationship between inequality and economic growth obtained by shifting the analysis from the space of final achievements to the space of opportunities. To this end, it introduces a formal framework based on the concept of the Opportunity Growth Incidence Curve. This framework can be used to evaluate the income dynamics of specific groups of the population and to infer the role of growth in the evolution of inequality of opportunity over time. The paper shows the relevance of the introduced framework by providing two empirical analyses, one for Italy and the other for Brazil. These analyses show the distributional impact of the recent growth experienced by Brazil and the recent crisis suffered by Italy from both the income inequality and opportunity inequality perspectives.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
