Abstract
Can decentralizing demonstration accelerate learning about new technologies This paper randomizes access to a fixed demonstration kit for new flood-saline-resilient seeds across villages in Bangladesh, with demonstration either by a single farmer or spread across many farmers. In the short run, higher learning from self and others under decentralization increases technology adoption. In the long run, the impacts of any demonstration persist, but the additional impacts of decentralization vanish. A Bayesian model of learning the returns to a new technology suggests belief dispersion caused noisy adoption along the learning path, and farmers’ expected gains from demonstration are four times higher under decentralization.

    Factor Market Failures and the Adoption of Irrigation in Rwanda

    This paper examines constraints to adoption of new technologies in the context of hillside irrigation schemes in Rwanda. It leverages a plot-level spatial regression discontinuity design to produce 3 key results. First, irrigation enables dry season horticultural production, which boosts on-farm cash profits by 70 percent. Second, adoption is constrained: access to irrigation causes farmers to substitute labor and inputs away from their other plots. Eliminating this substitution would increase adoption by at least 21 percent. Third, this substitution is largest for smaller households and wealthier households. This result can be explained by labor market failures in a standard agricultural household model.

    Are Gender Differences in Performance Innate or Socially Mediated?

    To explain persistent gender gaps in market outcomes, a lab experimental literature explores whether women and men have innate differences in ability (or attitudes or preferences), and a separate field-based literature studies discrimination against women in market settings. This paper posits that even if women have comparable innate ability, their relative performance may suffer in the market if the task requires them to interact with others in society, and they are subject to discrimination in those interactions. The paper tests these ideas using a large-scale field experiment in 142 Malawian villages where men or women were randomly assigned the task of learning about a new agricultural technology, and then communicating it to others to convince them to adopt it. Although female communicators learn and retain the new information just as well, and those taught by women experience higher farm yields, the women are not as successful at teaching or convincing others to adopt the new technology. Micro-data on individual interactions from 4,000 farmers in these villages suggest that other farmers perceive female communicators to be less able, and are less receptive to the women's messages. Relatively small incentives for rewards undo the disparity in performance by encouraging added interactions, improving farmers' accuracy about female communicators' relative skill.

    Feedback Matters

    Feedback tools have become ubiquitous in the service industry and social development programs alike. This study designed a field experiment to test whether eliciting feedback can empower users and increase demand for a service. The study randomly assigned different feedback tools in the context of an agricultural service to document their impact on clients' demand and shed light on the underlying mechanisms. The analysis shows large demand effects, in the current and following growing periods. It also documents large demand effect spillovers, as other non-client farmers in the vicinity of treated groups are more likely to sign up for the service. To disentangle pure supply-side monitoring from demand-side accountability effects, additional monitoring was randomly announced to extension workers across treatment and control communities. Extension workers do not exert significantly more effort in villages where additional monitoring takes place. The study concludes that farmers’ taste for "respect" leads their higher demand for the service.

    Does Feedback Matter?

    We design a field experiment to test whether eliciting feedback can affect demand for a service. We randomly assign different feedback tools in the context of an agricultural service and track their impact on farmers' demand. We find large demand effects, in the current and following agricultural seasons. These demand effects spill over, as non-client farmers in the vicinity of treated groups are more likely to sign up. Announcing monitoring to trainers across treatment and control communities has little effect on trainers' effort. We conclude that increasing farmers' control over the quality and content leads their higher demand for the service.

    Seeing is Believing? Evidence from an Extension Network Experiment

    Extension services are a keystone of information diffusion in agriculture. This paper exploits a large randomized controlled trial to track diffusion of a new technique in the classic Training and Visit (T&V) extension model, relative to a more direct training model. In both control and treatment communities, contact farmers (CFs) serve as points-of-contacts between agents and other farmers. The intervention (Treatment) aims to address two pitfalls of the T&V model: i) infrequent extension agent visits, and ii) poor quality information. Treatment CFs receive a direct, centralized training. Control communities are exposed to the classic T&V model. Information diffusion was tracked through two nodes: from agents to CFs, and from CFs to others. Directly training CFs leads to large gains in information diffusion and adoption, and CFs learn by doing. Diffusion to others is limited: other males adopt the technique perceived as labor saving, with an effect size of 75 percent.

    Brazil Country Climate and Development Report

    Brazil is highly exposed to climate change risks. The impacts of global climate change risks and local practices on the Amazon and Cerrado biomes are of particular concern, as they provide vital ecosystem services to Brazil, the South American region, and the world. The Brazil Country Climate and Development Report (CCDR) examines the implications of climate change and climate action for Brazil's development objectives and priorities. It identifies opportunities for Brazil to achieve both its development goals and its climate commitments. It lays out a combination of sectoral and economy-wide policy reforms, as well as targeted investments in near- and medium-term mitigation and adaptation measures to achieve more rapid and inclusive development with lower greenhouse gas (GHG) emissions. The idea is to maximize synergies between climate and development objectives, while addressing trade-offs among policy objectives and key transition challenges.

    Empowering Women Through Equal Land Rights

    Traditional customary land tenure systems often limit women’s land rights in Sub-Saharan Africa.In an ongoing experiment in rural Uganda, we offered households fully-subsidized land titles and basic information about the benefits of land titling.Providing additional gender information and making the offer conditional on female co-tilting raised the take up of joint titles to about 76 percent and 89 percent, respectively, without dampening overall demand for titling.

    Designing Experiments to Measure Spillover Effects

    This paper formalizes the design of experiments intended specifically to study spillover effects. By first randomizing the intensity of treatment within clusters and then randomly assigning individual treatment conditional on this cluster-level intensity, a novel set of treatment effects can be identified. The paper develops a formal framework for consistent estimation of these effects, provides explicit expressions for power calculations, and shows that the power to detect average treatment effects declines precisely with the quantity that identifies the novel treatment effects. A demonstration of the technique is provided using a cash transfer program in Malawi.

    Benin Country Climate and Development Report

    This Country Climate and Development Report (CCDR) proposes that Benin focuses on building a resilient economy, with investment and policy options primarily targeted at adapting to climate change risks. The dependence of Benin’s economic structure on agriculture and informal employment makes its development path highly vulnerable to climate change in the absence of proper adaptation. The government and the private sector need to be better prepared to deal with climate change – building adequate institutions and governance structures will be crucial. While all sectors will have to become more resilient, this is especially urgent for agriculture and land use, urban and network infrastructure, and human development (education, health). Mitigation efforts should focus on avoiding carbon lock-ins and reducing deforestation. Investing in renewable energy whilst expanding the population’s access to electricity should be a priority for Benin. A higher share of renewable energy can bring about co-benefits for other sectors (agriculture, water, transport, and forestry). To maintain its growth trajectory, Benin needs to pay special attention to its most vulnerable people, including women. To protect the poor and vulnerable the just transition should focus on reconciling development and climate goals while addressing inequality (income and gender related), and spatial exclusion.

    Cash in the City

    Poverty and crises are rapidly “urbanizing†. Yet experience with operationalizing cash transfers in urban areas is limited. This paper captures early lessons from a new generation of urban cash transfer responses to Covid-19 in eleven African countries. The analysis contextualizes such initiatives within a longer-term trajectory of urban social protection programs from the early 2000s. A range of lessons emerge around design and implementation, partnerships, institutions and political economy, strategic issues, and evidence and learning.
