Abstract
The international community finds itself at a crossroads as it approaches the last quarter of 2003. Will the Doha Agenda regenerate the multilateral consensus that has been the hallmark of successive rounds of trade liberalization since 1947 and in doing so provide new impetus for global integration? Or will the Doha Agenda collapse in stalemate and perhaps be viewed as the moment when the international community retreated from multilateralism and opened the floodgates for less desirable bilateral and regional arrangements? The round has the opportunity to remove many of the inequities in the global trading system that put developing countries-and poor people in particular-at a disadvantage in their trade. Several issues under discussion are pivotal to development outcomes. They are the focus of this report: First, because most poor people live in rural areas, trade barriers in agriculture are among the most important to poverty reduction. Second, labor-intensive manufactures have been the most dynamic market segment for every major region, including Africa, yet many developing countries find that their exports meet obstacles in foreign markets-high tariffs, quotas, specific duties, and "antidevelopment" tariff structures that discourage adding value in poor countries. Third, in services, the potential for development-promoting reciprocal gains is especially high. Regulations in some developing countries still protect some inefficient state monopolies from competition-a drag on growth. (To be sure, proper regulation in some sectors must precede liberalization to avoid potential disruptions in socially important markets, such as finance or basic services.) Also, access for developing countries' services exports to industrial countries has yet to be fully bound in the General Agreement on Trade in Services (GATS) (World Bank 2001). Finally, national laws prevent greater labor mobility that would otherwise contribute to higher standards of living in both receiving and sending countries. Fourth, reducing the costs of trading by improving international transportation services, customs and ports, and logistics management- trade facilitation-requires substantial new investment, additional technical assistance, and coordinated multilateral efforts. Trade facilitation is fundamental to realizing the expanded trade promise of Doha, but the WTO agenda constitutes a small part of the challenge. Finally, the issue of special treatment for developing countries cuts across all of these policy domains and affects trade preferences and exemptions from WTO regulations. The pursuit of trade preferences and exemptions from multilateral rules have not always served developing countries particularly well, both because preferences have not proven reliable and because selective coverage has often left productivity-detracting trade barriers in place. The residual barriers sap growth in the protected economies and in developing-country trading partners that are denied access. Perhaps most important, the majority of the world's poor do not live in the least developed countries (LDCs). Trade preferences targeted at these countries do not benefit the three quarters of the world's poor that live on US$1 per day in other countries. In implementing new WTO rules, new accords will be most effective if they recognize differences among individual countries' capacity to undertake new, resource-intensive rules. These differences require a new approach to special and differential treatment.

Publication Why Trade Facilitation Matters to Africa(Washington, DC: World Bank, 2008-09)This paper reviews data and research on trade costs for Sub-Saharan African countries. It focuses on: border-related costs, transport costs, costs related to behind-the border issues, and the costs of compliance with rules of origin specific to preferential trade agreements. Trade costs are, on average, higher for African countries than for other developing countries. Using gravity-model estimates, the authors compute ad-valorem equivalents of improvements in trade indicators for a sample of African countries. The evidence suggests that the gains for African exporters from improving the trade logistics half-way to the level in South Africa is more important than a substantive cut in tariff barriers. As an example, improving logistics in Ethiopia half-way to the level in South Africa would be roughly equivalent to a 7.5 percent cut in tariffs faced by Ethiopian exporters.Publication Assessing the Direct Economic Effects of Reallocating Irrigation Water to Alternative Uses Concepts and an Application(2009-04-01)This study discusses potential economic implications for Nigeria of an Economic Partnership Agreement with the European Union. It uses the World Bank s Tariff Reform Impact Simulation Tool to assess the effects of preferential tariff liberalization with respect to the European Union. The results suggest that the impact of an Economic Partnership Agreement on total imports into Nigeria will be slight. This is in part because the Agreement will likely allow the most protected sectors to be excluded from liberalization, and also because where substantial tariffs are involved much of the increase in imports from the European Union will occur at the expense of other suppliers of imports. It is this trade diversion, arising from the discriminatory nature of the EPA, which generates a negative welfare impact of the tariff reforms. One way for Nigeria to limit these losses is to pursue non-preferential trade liberalization before implementing an EPA. The paper looks at the large number of import bans in Nigeria and argues that the positive impact on welfare of removing these import bans is likely to be substantial. Their removal would undermine a major reason for cross border smuggling and pave the way for a return to normal regional trade flows. The paper shows how an Economic Partnership Agreement presents an opportunity for accelerating the reforms that are needed to support a strategy to increase regional and global trade integration. Such an agreement is more likely to have positive and significant impacts when integrated into a comprehensive strategy toward competitiveness and alleviation of the supply constraints that have stifled the impact of previous trade agreements. Key issues that should be addressed include liberalization and regulatory strengthening of services sectors to ensure that all firms in Nigeria have access to efficiently produced backbone services and initiatives to address the country s poor trade logistics performance.Publication Strengthening the Global Trade Architecture for Development(World Bank, Washington, DC, 2002-01)Despite recurring rounds of trade liberalization, under the auspices of the World Trade Organization (and its predecessor, the General Agreement on Tariffs and Trade, or GATT). Complemented by unilateral reforms, many developing countries have not been able to integrate into the world economy. The author argues that from the perspective of the poorest countries, a multi-pronged strategy is required to strengthen the global trading system. Moreover, much of the agenda must be addressed outside the WTO. The most important contribution the WTO can make to development, is to improve market access conditions - for goods and services - and ensure that trade rules are useful to developing countries. Enhancing trade capacity requires concerted action outside the WTO ("aid for trade") as well as unilateral actions by both industrial, and developing countries to reduce anti-trade biases.Publication Assessment of Costs and Benefits of the Customs Union for Kazakhstan(World Bank, 2012-01-03)In 2010, Kazakhstan entered into a customs union with Belarus and Russia. The first, relatively easy step in the implementation of the customs union was accomplished in 2010 with the adoption of a common external tariff, with varying exceptions in each of the three member countries. It is the intention of the customs union to eliminate the exceptions, in phases, by 2015. In fact, the goals of the customs union are much more ambitious than implementation of the common external tariff. The governments of the member countries are working to achieve deep integration in key areas. Clearly, successfully addressing the challenge of reducing trade-facilitation costs is a major task that requires significant institutional development both in Kazakhstan and in the other member countries of the customs union. It is very difficult, however, to assess the probability of success that the customs union will have with the reduction of these costs.Publication Unlocking Bangladesh-India Trade : Emerging Potential and the Way Forward(World Bank, Washington, DC, 2012-08)The primary objective of this study is to analyze the impact on Bangladesh of increased market access in India, both within a static production structure and also identifying dynamic gains. The study shows that Bangladesh and India would both gain by opening up their markets to each other. Indian investments in Bangladesh will be very important for the latter to ramp up its exports, including products that would broaden trade complementarity and enhance intra-industry trade, and improve its trade standards and trade-handling capacity. A bilateral Free Trade Agreement would lift Bangladesh's exports to India by 182 percent, and nearly 300 percent if transaction costs were also reduced through improved connectivity. These numbers, based on existing trade patterns, represent a lower bound of the potential increase in Bangladesh's exports arising from a Free Trade Agreement. A Free Trade Agreement would also raise India's exports to Bangladesh. India's provision of duty-free access for all Bangladeshi products (already done) could increase the latter's exports to India by 134 percent. In helping Bangladesh's economy to grow, India would stimulate economic activity in its own eastern and north-eastern states. Challenges exist, however, including non-tariff measures/barriers in both countries, excessive bureaucracy, weak trade facilitation, and customs inefficiencies. Trade in education and health care services offers valuable prospects, but also suffers from market access issues. To enable larger gains, Bangladesh-India cooperation should go beyond goods trade and include investment, finance, services trade, trade facilitation, and technology transfer, and be placed within the context of regional cooperation.

Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
