Abstract
The World Bank's Country Policy and Institutional Assessment (CPIA) is an important knowledge product that assesses the performance of 39 IDA countries along 16 dimensions of policy and institutional quality. This is the first in the series of annual reports. The 16 dimensions are grouped into four clusters: economic management; structural policies; policies for social inclusion and equity; and public sector management and institutions. The CPIA has been measuring and tracking the strength of policies and institutions in IDA-eligible countries since 1980, and releasing that information since 2006. Until now, the CPIA has been used mainly to inform IDA's allocation of resources to poor countries and in research. Yet the information contained in the CPIA is potentially valuable to governments, the private sector, civil society, researchers and the media as a tool to monitor their country's progress and benchmark it against progress in other countries. By presenting the CPIA scores for 38 African countries over six years in one easy-to-read document, this report aims to provide citizens with information that can support evidence-based debate that can, in turn, lead to better development outcomes. The scope of the report is motivated by the World Bank's open data initiative and the new Africa strategy, both of which seek to foster participation in development from a wide range of stakeholders by providing broader access to data and knowledge.

Publication CPIA Africa, June 2014(Washington, DC, 2014-06)This report describes the progress African countries are making on strengthening the quality of policies and institutions that underpin development. It presents Country Policy and Institutional Assessment (CPIA) scores for the 39 African countries that are eligible for support from the International Development Association (IDA). This year's report expands coverage to include Djibouti and Yemen from the Middle East and North Africa region (MENA). The scores, which are on a scale of 1 to 6 with 6 being the highest, are an indicator of the quality of these countries' policy and institutional framework across 16 dimensions grouped into four clusters: economic management (Cluster A), structural policies (Cluster B), policies for social inclusion and equity (Cluster C), and public sector management and institutions (Cluster D). The overall quality of policies and institutions in Sub-Saharan African countries held steady in 2013, with divergent performance across countries. The average CPIA score for Sub-Saharan Africa held steady at 3.2 in 2013. But beyond the flat regional average, there was considerable divergence in country performance. For the region's IDA borrowers, scores were in a range of 3.9 to 2.0. A broad-based deepening of policy reforms lifted Rwanda's CPIA score in 2013, and the country joined Cabo Verde and Kenya at the top of the score range. Other top performers include Burkina Faso, Senegal, and Tanzania (all with scores of 3.8). South Sudan and Eritrea remained at the low-end of the score range (2.1 and 2,0, respectively), weighed down by deep policy and governance challenges. The quality of policies and institutions in MENA countries lags behind the average for middle income countries in all CPIA categories with scores lower relative to the Sub-Saharan African IDA country average. Since 2005, neither Yemen nor Djibouti has improved its overall rating; indeed, Yemen's overall policy and institutional score actually declined. The average CPIA score for countries in MENA was 3.0 in 2013, unchanged from 2012. Both Djibouti and Yemen had unchanged scores, indicating that despite unsettled conditions in the region and lingering challenges in global economic conditions, these countries generally opted to maintain their existing policy framework. Djibouti's CPIA score (3.1) was slightly higher than the average while Yemen's was on par with the average.Publication Zambia Economic Brief, June 2014 : Promoting Trade and Competitiveness - What Can Zambia Do?(World Bank, Washington, DC, 2014-06)Zambia continues to experience strong growth, but challenges are building up. Copper prices are declining, and global financial conditions are tightening. At home, the fiscal deficit is becoming difficult to manage, and Zambia's currency has sharply depreciated. The government intends to reduce future budget deficits, but this would involve making difficult political choices. In the past few years inflation and interest rates have declined and the currency has been relatively stable, providing an environment for growth and reducing poverty. High inflation would hurt the poor most. The brief specifically focuses on the opportunity for Zambia to emerge as a major food exporter to Eastern and Southern Africa and the policy direction that would take it there; the need to reduce high costs of crossing borders that will facilitate regional trade in non-copper products; and a long-term approach to developing competitiveness of the local mining supply cluster.Publication Global Monitoring Report 2009 : A Development Emergency(World Bank, 2009)The global financial crisis, the most severe since the great depression, is rapidly turning into a human and development crisis. The financial crisis originated in the developed world, but it has spread quickly and inexorably to the developing world, sparing no country. Increasingly it appears that this will not be a short-lived crisis. The poor countries are especially vulnerable, as they lack the resources to respond with ameliorative actions. The crisis poses serious threats to their hard- won gains in boosting economic growth and achieving progress toward the Millennium Development Goals (MDGs). Poor people typically are the hardest hit, and have the least cushion. For millions of them, the crisis puts at risk their very survival. At high- level meetings held in 2008 to mark the MDG halfway point, world leaders expressed grave concern that the world was falling behind most of the MDGs, with the shortfalls especially serious in human development, and issued an MDG call to action to step up development efforts. The U.K. prime minister spoke of a 'global poverty emergency.' These concerns were expressed before the onset of the full-blown global financial crisis. If there was development emergency then, there surely is one now. The financial crisis threatens serious further setbacks and greatly increases the urgency for action.Publication Global Monitoring Report 2012 : Food Prices, Nutrition, and the Millennium Development Goals(Washington, DC: World Bank, 2012-04-18)Every year, the Global Monitoring Report (GMR) gauges progress across the Millennium Development Goals (MDGs), so we can better understand whether we are delivering on basic global needs. These needs include affordable, nutritious food; access to health services and education; and the ability to tap natural resources sustainably whether clean water, land for urban expansion, or renewable energy sources. We assess how well the world is doing by looking at income poverty, schooling levels, the health of mothers and children, and inroads in treating HIV/AIDS, malaria, and tuberculosis, as well as assessing how the international development community delivers aid. We also try to measure levels of malnutrition and hunger in the world. Food prices can affect all these indicators. For these reasons, the Global Monitoring Report 2012 takes the theme of 'food prices, nutrition, and the MDG.' This year's edition highlights the need to help developing countries deal with the harmful effects of higher and more volatile food prices. The 2012 GMR addresses these basic questions. It summarizes effects of food prices on several MDGs. It reviews policy responses including domestic social safety nets, nutritional programs, agricultural policies, regional trade policies, and support by the international community. And it outlines future prospects.Publication World Bank for Results 2011(Washington, DC, 2011)This first World Bank for Results report provides the Bank's shareholders, partners, and external stakeholders with an integrated view of results and performance in recent years. It serves as a companion to the World Bank Corporate Scorecard. Aggregating results that countries have achieved with Bank support against the backdrop of global development results, the report also assesses operational and organizational performance at the corporate level. This report is consistent with the Corporate Scorecard's four-tier structure for reporting on results and performance (Figure 2). It describes how global development progress is being measured relative to the Millennium Development Goals (MDGs) and other global development indicators (Tier I); highlights development results achieved with Bank support (Tier II); provides data on the effectiveness of Bank operations and services (Tier III); and assesses whether the Bank is functioning and adapting successfully to support countries in achieving results (Tier IV).

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Crime and Violence in Central America : A Development Challenge - Main Report(World Bank, 2011-01-01)Crime and violence are now a key development issue for Central American countries. In three nations El Salvador, Guatemala, and Honduras crime rates are among the top five in Latin America. This report argues that successful strategies require actions along multiple fronts, combining prevention and criminal justice reform, together with regional approaches in the areas of drug trafficking and firearms. It also argues that interventions should be evidence based, starting with a clear understanding of the risk factors involved and ending with a careful evaluation of how any planned action might affect future options. In addition, the design of national crime reduction plans and the establishment of national cross-sectoral crime commissions are important steps to coordinate the actions of different government branches, ease cross-sectoral collaboration and prioritize resource allocation. Of equal importance is the fact that national plans offer a vehicle for the involvement of civil society organizations, in which much of the expertise in violence prevention and rehabilitation resides. Prevention efforts need to be complemented by effective law enforcement. The required reforms are no longer primarily legislative in nature because all six countries have advanced toward more transparent adversarial criminal procedures. The second-generation reforms should instead help deliver on the promises of previous reforms by: (i) strengthening key institutions and improving the quality and timeliness of the services they provide to citizens; (ii) improving efficiency and effectiveness while respecting due process and human rights; (iii) ensuring accountability and addressing corruption; (iv) increasing inter-agency collaboration; and (v) improving access to justice, especially for poor and disenfranchised groups. Specific interventions reviewed in the report include: information systems and performance indicators as a prerequisite to improve inter-institutional coordination and information sharing mechanisms; an internal overhaul of court administration and case management to create rapid reaction, one-stop shops; the strengthening of entities that provide legal counseling to the poor and to women; and the promotion of alternative dispute-resolution mechanisms and the implementation of community policing programs.Publication Guide to the Debt Management Performance Assessment Tool(Washington, DC, 2008-02-05)The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.Publication The Mexican Social Protection System in Health(World Bank, Washington DC, 2013-01)With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes. Today, the PHI covers all of its intended affiliates, about 52 million people
