Abstract
This paper explores the challenges and opportunities that government officials face in designing coherent 'rules of the game' for achieving urban sustainability during times of growth. Sustainability is judged by three criteria. The first involves elements of day-to-day quality of life, such as having clean air and water and green space. The provision of these public goods has direct effects on the urban public's health and productivity. The second focuses on the city's greenhouse gas emissions. Developing cities are investing in new infrastructure, from highways and public transit systems to electricity generation and transmission. They are building water treatment, water delivery, and sewage disposal systems. Residents of these cities are simultaneously making key decisions about where they live and work and whether to buy such energy-consuming durables as private vehicles and home air-conditioning units. Given the long-lived durability of the capital stock, short-term decisions will have long-term effects on the city's carbon footprint. The third criterion is a city's resilience to natural disasters and extreme weather events. This subsection focuses on how the urban poor can be better equipped to adapt to the anticipated challenges of climate change.

This subsection focuses on how the urban poor can be better equipped to adapt to the anticipated challenges of climate change.Publication Brazil Low Carbon Case Study : Transport(Washington, DC, 2011)This report summarizes the results for the transportation sector from a larger study, the low carbon study for Brazil, developed by the World Bank as part of its initiative to support the integrated efforts of Brazil to reduce global and national greenhouse gases emissions, while promoting long-term development. The study covers four key areas with potential low carbon options: 1) Land Use, Land Use Change and Forestry (LULUCF), including deforestation, 2) transport systems, 3) production and use of energy, particularly electricity, oil, gas and bio fuels, and 4) municipal waste, solids and liquids. This study aims to underpin Brazil's efforts to explore methods for reducing total emissions of Greenhouse Gases (GHGs) arising from all areas of human activity. More specifically, this study seeks to highlight low-carbon alternatives for Brazil´s transport sector. These alternatives could contribute positively to the world's climate, as well as benefit Brazil's socio-economic development. The technical inputs for evaluating potential carbon emissions reduction will be submitted to the Brazilian government to assist it in the design and deployment of joint planning strategies in key sectors, including transport. To ensure that the study targets the most important areas, it adopts an overarching approach. This means that it made full use of available specialist knowledge (thereby avoiding replication of effort) by undertaking a comprehensive survey of the literature and engaging in a wide-ranging consultation process with recognized Brazilian experts and government technical staff.Publication Why Have CO2 Emissions Increased in the Transport Sector in Asia? Underlying Factors and Policy Options(2009-10-01)Rapidly increasing emissions of carbon dioxide from the transport sector, particularly in urban areas, is a major challenge to sustainable development in developing countries. This study analyzes the factors responsible for transport sector CO2 emissions growth in selected developing Asian countries during 1980-2005. The analysis splits the annual emissions growth into components representing economic development; population growth; shifts in transportation modes; and changes in fuel mix, emission coefficients, and transportation energy intensity. The study also reviews existing government policies to limit CO2 emissions growth, particularly various fiscal and regulatory policy instruments. The study finds that of the six factors considered, three - economic development, population growth, and transportation energy intensity - are responsible for driving up transport sector CO2 emissions in Bangladesh, the Philippines, and Vietnam. In contrast, only economic development and population growth are responsible in the case of China, India, Indonesia, Republic of Korea, Malaysia, Pakistan, Sri Lanka, and Thailand. CO2 emissions exhibit a downward trend in Mongolia due to decreasing transportation energy intensity. The study also finds that some existing policy instruments help reduce transport sector CO2 emissions, although they were not necessarily targeted for this purpose when introduced.Publication Green Cities : Cities and Climate Change in Brazil(Washington, DC, 2011-05-01)Urban sources of greenhouse gas (GHG) emissions in Brazilian cities are growing. At the national level, the dominance of greenhouse gas emissions from deforestation in Brazil masks the fact that emissions from other sectors, like Energy, Transport and Waste, are growing quite rapidly in cities. Compared to other cities around the world, Brazilian cities have low per capita GHG emissions because of the high level of renewable energy production; but as Brazilian cities continue to grow, the pressure towards higher emissions will persist. The majority of emissions from Energy in Brazil result from the use of fossil fuels and electric power by industry. Industrial processes using fossil fuels will continue to be the largest contributor to emissions growth over the long-term, but electricity generation will produce the highest emissions increase in the period up to 2030. For the past three decades, the trend has been for industries to move away from city centers to peripheral locations that are cheaper and have easier access to distribution networks. However, all the GHG emissions inventories completed to date by Brazilian cities are limited to municipal boundaries, making it difficult to assess the role of industrial emissions at the metropolitan level. One clear trend within city boundaries is that residential consumption of electricity is increasing. As households become wealthier, the size of housing units tend to get larger and the number of domestic appliances increase and residential consumption of electricity is expected to grow drastically in the next two decades.Transport emissions are rapidly growing, especially in urban areas. Fossil fuel based emissions in Brazil are low compared to other countries due to the prominence of renewable-energy sources for electricity and fuels. In fact, ethanol substitutes for two-fifths of gasoline fuel. However, transport-sector emissions are rapidly growing due to increased motorization and congestion. This is coupled with a tendency for smaller agglomerations to grow in a sprawling manner, which is directly impacting the growth of GHG emissions, since the amount of vehicle travel is linked to urban form, i.e. the location of housing, jobs, commerce and entertainment.A distinguishing characteristic of Brazilian cities is the high percentage of emissions from waste. The waste sector constitutes about 4 percent of GHG emissions on average in cities.1 A key driver of waste emissions is the amount of waste produced and collected. In Brazil the amount of waste collected has increased by about 4 percent per year since 1970. The amount of solid waste collected in urban areas is expected to continue increasing in the next two decades due to increased generation of waste and improvements in the collection system. This will likely result in an even higher share of GHG emissions for the overall sector.Climate change impacts are widespread. Climate impacts from global warming in major Brazilian cities have been identified and include flooding from intense storms, increased temperatures, and droughts. Sea level rise is also identified as a concern for Brazil because 25 percent of Brazil s population lives in coastal cities. Brazilian cities are taking action against climate change. In response to concerns about global climate change, Brazilian cities have been world leaders in defining GHG emissions reduction targets and adopted local climate change laws. Some cities have completed GHG inventories, established reduction targets, and taken measures to mitigate emissions.Publication Thailand(World Bank, Washington, DC, 2011-09)Thailand needs to avoid the high-carbon growth path of many developed countries and, instead, take a low-carbon growth path. A green low-carbon growth path is in Thailand's own interest as it can simultaneously tackle local environmental degradation, global climate change, and energy security challenges. It can also position Thailand as a regional leader in green, sustainable growth. Green low-carbon growth in Thailand could focus on the following four pillars: 1) maintaining rapid economic growth while adjusting the country's economic structure toward a less energy, and carbon-intensive economy; 2) achieving greater urbanization while shifting toward green livable low-carbon cities; 3) meeting the huge thirst for energy while transforming the energy sector toward one of high energy efficiency and widespread diffusion of low-carbon technologies; and 4) improving quality of life while shifting toward a resource-efficient and sustainable lifestyle.

Publication World Development Report 1984(New York: Oxford University Press, 1984)Long-term needs and sustained effort are underlying themes in this year's report. As with most of its predecessors, it is divided into two parts. The first looks at economic performance, past and prospective. The second part is this year devoted to population - the causes and consequences of rapid population growth, its link to development, why it has slowed down in some developing countries. The two parts mirror each other: economic policy and performance in the next decade will matter for population growth in the developing countries for several decades beyond. Population policy and change in the rest of this century will set the terms for the whole of development strategy in the next. It also includes new material on research ethics and partnerships to conduct impact evaluation. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.Publication Digital Progress and Trends Report 2023(Washington, DC: World Bank, 2024-03-05)Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.Publication Empowerment in Practice : From Analysis to Implementation(Washington, DC: World Bank, 2006)This book represents an effort to present an easily accessible framework to readers, especially those for whom empowerment remains a puzzling development concern, conceptually and in application. The book is divided into two parts. Part 1 explains how the empowerment framework can be used for understanding, measuring, monitoring, and operationalizing empowerment policy and practice. Part 2 presents summaries of each of the five country studies, using them to discuss how the empowerment framework can be applied in very different country and sector contexts and what lessons can be learned from these test cases. While this book can offer only a limited empirical basis for the positive association between empowerment and development outcomes, it does add to the body of work supporting the existence of such a relationship. Perhaps more importantly, it also provides a framework for future research to test the association and to prioritize practical interventions seeking to empower individuals and groups.
