dc.description.abstract | The global crisis of road traffic injury is escalating in low-income and middle income countries to devastating effect; with road traffic crashes a leading cause of death. The World Health Organization (WHO) estimates that 1.24 million people were killed on the world's roads in 2010 and between 20-50 million more suffer non-fatal injuries from road traffic collisions each year. Among young people aged 15-44 years, road traffic crashes are the second leading cause of death after HIV/AIDS. The guidelines presented here are an important contribution to addressing the challenge of road safety management in regional trade corridors. Developed jointly by the Sub-Saharan Africa Transport Program (SSATP) and the World Bank, they are intended to serve as a guide for mainstreaming road safety in regional trade corridor investment programs in developing countries. The guidelines present a roadmap and set of tools with templates for terms of reference to assist in the identification, preparation and implementation of effective road safety projects in regional trade corridors, based on the lessons and global best practice experience. The publication outlines a systematic and logical process for directly addressing priority road safety needs on regional corridors in a streamlined and iterative manner, that will be relevant not only within Africa, but also to other developing regions of the world. | en |
dc.description.abstract | Les pays à faible revenu et à revenu intermédiaire comptent pour 90 % des décès causés par des accidents de la route. Chaque année, quelque 1,3 million de personnes sont tuées sur les routes et entre 20 et 50 millions sont victimes de traumatismes et nombreux sont ceux qui souffrent de handicap permanent (OMS 2009). Selon les estimations, le coût socioéconomique de ces traumatismes se situe entre 1 et 7 % du PIB de ces pays (Peden et al. 2004 ; Mathers et Loncar 2005 ; McInerny 2012). À l'instar de leurs taux réels et prévisionnels de motorisation, l’accroissement annuel des traumatismes est sans précédent. Comme mentionné, cette situation entraîne des décès prématurés et des cas d'invalidité en grand nombre, principalement parmi les usagers de la route vulnérables et les jeunes gens économiquement actifs (Bliss 2011b). Sans de nouvelles initiatives, plus de 50 millions d’accidents mortels et 500 millions de traumatismes graves auront lieu dans le monde d'ici à 2050 (Bhalla et al. 2008). Près de 60 % de pertes pourtant évitables se produiront dans les seules régions d’Asie de l'Est et Pacifique et Asie du Sud, et 18 % en Afrique subsaharienne (Bliss 2011a). Le présent ouvrage est avant tout un guide proposant des méthodes d’intégration de la sécurité routière dans les programmes d’investissement routier pour les pays à faible revenu et à revenu intermédiaire, conformes aux meilleures pratiques. Ce guide s’ajoute en complément des lignes directrices sur la gestion de la sécurité routière publiées par la Banque mondiale (Bliss et Breen 2009 ; Global Road Safety Facility, Bliss et Breen 2013) et proposent une méthode sur mesure de définition des priorités en matière de sécurité routière dans les corridors de transit. | fr |
