Abstract
From the near twenty million metropolitan city of Karachi, in Pakistan to the 400,000 person city of Pokhara, in Nepal, mayors and decisions makers are struggling to raise financing for capital investments in their cities that could deliver improved services to their communities, with the key priority being the solid waste management (SWM) services. The municipal finance (MuFi) challenge is common among metropolitan or secondary cities in less developed countries and is associated with their limited capacity to address a range of issues. Solid waste management is a primary sector that suffers from ineffective municipal financing. Municipal financing is the backbone of waste management. Results-based approaches can benefit the SWM sector by ensuring that funds are used efficiently and transparently to produce verified results. Result-based financing (RBF) is an umbrella term for financing models that disburse funds only after measurable, pre-agreed results have been achieved and verified. As cities and municipalities have great variation in their practices, problems and capacities, SWM projects should focus on a set of results tailored to context-specific needs, with service providers and municipalities deciding which service-delivery models can best achieve results locally.While the design of RBF schemes should always be informed by the local institutional and financial context and could be structured in a diverse way to meet the objectives of each operation, there are some key lessons learned from global experiences regarding the general design of RBF schemes and municipal financing. This report focuses on the features of RBF schemes in Pakistan and Nepal.

Publication Results-Based Financing for Municipal Solid Waste(Washington, DC, 2014-07)Municipal Solid Waste (MSW) management is a crucial service provided by cities around the world, but is often inefficient and underperforming in developing countries. This report provides eight examples of RBF designs, each tailored to the specific context and needs of the solid waste sector in the specific city or country. These projects are currently in various stages of preparation or implementation; hence, lessons can be inferred only in terms of how solid waste projects can be developed using RBF principles. The eight examples could be classified into three main categories: (a) RBF to improve solid waste service delivery and fee collection: in Nepal and the West Bank, the projects use RBF subsidies to improve the financial sustainability of MSW services by increasing user fee collection while simultaneously improving waste collection services; (b) RBF to promote recycling and source separation: in the cases of China, Indonesia, and Malaysia, an incentive payment model is used to improve source separation and collection of waste through changes in behavior at the household level; and (c) RBF to strengthen waste collection and transport in under-served communities: in Mali and Tanzania, projects were designed to strengthen secondary waste collection and transport for under-served communities. In the case of Jamaica, the project was designed to improve waste collection in inner-city communities and to encourage waste separation as well as general neighborhood cleanliness. This report presents the challenges faced in the design and implementation phases as well as general recommendations on how to address such challenges in future projects. Some of the lessons learned and recommendations are generally applicable to the preparation of any MSW project, whereas others are particular to the design of RBF projects for MSW.Publication Improving Management of Municipal Solid Waste in India : Overview and Challenges(World Bank, Washington, DC, 2006-05-01)This study summarizes the findings of a non-lending analytical activity carried out by the World Bank in 2004 and 2005. The work was driven by concern over the quality of the urban environment, and undertaken in a context of uncertainty on the suitability and effectiveness of Bank investment in this area, particularly in regard to components that generate little or no direct revenue, like waste disposal and sewage treatment. The immediate objectives involved addressing specific problems established in consultation with clients, and identifying obstacles and challenges to the improved management of municipal solid waste (MSW) in Indian cities. The broader long-term objective of this work is to support municipal authorities in improving the quality of the urban environment within their jurisdictions, with the aim of achieving related public health and economic benefits.Publication Municipal Management and Local Governance : A Service Delivery Perspective(World Bank, Washington, DC, 2007-03-31)The Norwegian Social Science Research Institute (FAFO) in conjunction with field based teams in five Middle East and North Africa (MNA) region countries worked under the guidance of the World Bank to organize, design and implement a Service Delivery Survey (SDS) spanning the period 2005-61. The SDS diagnostic examines the linkages between government policies and service delivery performance. The aim of the exercise was to provide an end-user perspective on potential ways of improving service quality, cost and outreach outcomes. It builds upon the institutional and policy review carried out in the MNA-8 countries by the World Bank in 2004 and uses the body of knowledge generated as a basis for refining the service delivery analysis in several ways. First, by surveying end-users it assesses their perception of the quality and coverage of services, improvements that they have noted, and the deficiencies that still exist. Second, it gauges their understanding of the service delivery mechanism, i.e. whether the users feel private sector providers, local governments, central government agencies or other providers are the preferred provider; if so, why; and whether there are general principles that can be derived from the user feedback. Third, it also considers the costs of provision under alternative arrangements, efficiency gains and inherent subsidies or losses that could be potentially averted under alternative institutional arrangements. Two methodologies were employed; focus group discussions complemented by Transect surveys, which, together, provide a window to the overall nature of service delivery in the selected Middle East countries. Certain central themes and concerns cutting across different services and countries emerge from these discussions. These are highlighted below. However, it should be noted that the purpose of implementing the SDS was not to generate definitive policy recommendations for each country. Samples sizes of cities (two per country) and within city (100 transect questionnaires and approximately 45 focus group discussion participants) hardly constitute a representative sample. Rather, the purpose of the SDS was to expose central government officials and city-level representatives and staff to cost-effective tools and techniques in consulting their constituents on key service delivery issues.Publication Municipal Solid Waste Management in Small Towns : An Economic Analysis Conducted in Yunnan, China(2011-08-01)Municipal solid waste management continues to be a major challenge for local governments in both urban and rural areas across the world, and one of the key issues is their financial constraints. Recently an economic analysis was conducted in Eryuan, a poor county located in Yunnan Province of China, where willingness to pay for an improved solid waste collection and treatment service was estimated and compared with the project cost. This study finds that the mean willingness to pay is about 1 percent of household income and the total willingness to pay can basically cover the total cost of the project. The analysis also shows that the poorest households in Eryuan are not only willing to pay more than the rich households in terms of income percentage in general, but also are willing to pay no less than the rich in absolute terms where no solid waste services are available; the poorest households have stronger demand for public solid waste management services while the rich have the capability to take private measures when public services are not available.Publication Improving Grassroots Service Delivery Using Results-Based Financing in Vietnam(World Bank, Washington, DC, 2018-08)Over the last decade, results-based financing (RBF) health programs have been implemented in several countries at different levels of income. Due to its requirement of rigorous verification of results as a condition for financing, as well as a number of accompanying measures to help achieve the results, RBF has a promise of value for money. RBF's potential for improving the performance of the service delivery system has led the government of Vietnam to undertake a pilot of RBF in the Nghe An province as part of a World Bank funded operation. The main objective of the pilot was to experiment an RBF approach in the Vietnam context, where public sector providers have been receiving budget allocation based on inputs rather than performance. A secondary objective was to test the effects of RBF in improving quality of care at the grassroots level and in addressing the challenges of emerging noncommunicable diseases. The intervention included quality improvement at the district level and both quality and quantity of services at commune health station.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication FY 2025 China Country Opinion Survey Report(Washington, DC: World Bank, 2025-08-04)The Country Opinion Survey in China assists the World Bank Group (WBG) in better understanding how stakeholders in China perceive the WBG. The evaluation includes thematic chapters on the Bank Group's support for private sector-led growth and spatial transformation, as well as lessons to inform future support to the country.Publication The World Bank Group in Georgia, 2014-23(Washington, DC: World Bank, 2025-07-30)This Country Program Evaluation assesses the performance and effectiveness of the World Bank Group’s support to Georgia in achieving the country’s development objectives. In the decade leading up to the evaluation period, Georgia pursued economic reforms to attract critical investments for becoming a regional trade and transport hub. Ambitious economic reforms went hand in hand with efforts to improve human development and strengthening social protection systems. Growing geopolitical tensions and internal political polarization have challenged Georgia’s reform progress in recent years. The Bank Group’s strategy adapted well to Georgia’s development needs and was well coordinated with other development partners. It successfully employed a range of instruments to help increase competitiveness, growth, and job creation, and effectively contributed to improved infrastructure and increased trade by using programmatic and innovative approaches. The Bank Group’s regular investments in analytical work and the switch to results-based programmatic support helped improve the efficiency and effectiveness of education and health care systems. The IEG offers the following lessons based on the evidence and analysis in the Country Program Evaluation: (i) Prioritizing Bank Group support around the move towards deeper regional integration was an effective anchor for key economic reforms for economic convergence. (ii) Pursuing a selective and adaptive approach in a country with high implementation capacity and institutions, strong coordination among development partners, and access to a wide range of external resources can allow the Bank Group to exercise significant influence in areas of comparative advantage and global expertise. (iii) A stronger focus on outcome-based programmatic approaches helped to build local capacity and crowd-in partner financing.Publication Evaluation Insight Note(Washington, DC: World Bank, 2024-11-12)This Evaluation Insight Note (EIN) aims to contribute to the World Bank’s goal of encouraging the use of data, digital technology, and innovation towards transforming agri-food systems in client countries. The EIN was guided by the overall question: “How are World Bank agriculture and irrigation projects using technologies and what insights can be drawn from them” In answering this question, the EIN draws from a portfolio identification and review of 158 active and 113 closed projects (FY16-23) World Bank agriculture and irrigation projects to describe the extent and utilization of agricultural technologies. It supplemented the findings from the review with insights drawn from four project evaluations (Project Performance Assessment Reports) prepared by IEG in Bangladesh, Brazil, Cote d’Ivoire, and Vietnam, which were selected because of their likely lessons on agriculture technology. The portfolio and systematic review provided the basis for seven main insights on coverage and nature of technologies used in World Bank agriculture projects, demand-based technological solutions, technology diffusion, collaboration, and investment in enabling environment factors, among others. (1) The World Bank Agriculture and Irrigation portfolio shows limited coverage of advanced technologies. (2) The technologies that are prevalent in projects are mainly focused on increasing agricultural productivity with limited focus on technologies for facilitating market linkages. (3) Among the technologies promoted in Bank agriculture and irrigation projects, some technologies, and applications such GIS, early warning systems and MIS are more concentrated than others. (4) Combining demand-based technological solutions with training and technical assistance supported uptake of those solutions. (5) Technology diffusion worked well when there was strong collaboration between key research and extension agencies, each with well-defined roles and responsibilities in the projects. (6) When technology dissemination efforts are combined with investments in enabling environment factors such as infrastructure (i.e., roads, markets), they facilitated technology adoption. (7) Building sustainable institutional models – key for technology uptake and use – continue to be challenging in Bank supported projects.
