Abstract
This study examines the impact of farm input subsidies, food and cash transfers, and irrigation investments on the dietary diversity, food consumption scores, and coping strategy index in Malawi. Despite the potential for synergies to address a range of vulnerabilities affecting food consumption, very few studies focus on combined program effects. The analysis employs three-waves of integrated household panel surveys for Malawi from 2013, 2016, and 2019, and uses instrumental variable Poisson and Tobit regression to address endogeneity. The findings show weak joint program participation effects, which may be due to program design or data limitations in this evaluation. Households that receive food and cash transfers showed improvements in diet diversity and the food consumption score. Input subsidies were less effective in helping households cope with food insecurity and reduced diet diversity and the food consumption score. This suggests that overreliance on agricultural input subsidies may lead to reduced variety in food consumption. Policies that are aimed at more linkages between programs should also diversity and rebalance public spending to reduce food and nutrition insecurity.

Publication Our Daily Bread : What is the Evidence on Comparing Cash versus Food Transfers?(World Bank Group, Washington, DC, 2014-07)This paper reviews key issues in the 'cash versus food' debate, including as they relate to political economy, theory, evidence, and practice. In doing so, it benefited from a new generation of 12 impact evaluations deliberately comparing alternative transfer modalities. Findings show that differences in effectiveness vary by indicator, although they tend to be moderate on average. In some cases differences are more marked (i.e., food consumption and calorie availability), but in most instances they are not statistically significant. In general, transfers' performance and their difference seem a function of the organic and fluid interactions among factors like the profile and 'initial conditions' of beneficiaries, the capacity of local markets, and program objectives and design. Costs associated with cash transfers and vouchers tend to be substantially lower relative to food. Yet methods for cost-effectiveness analysis vary and need to be more standardized and nuanced. The reviewed evaluations are helping to shift the debate from one shaped by ideology, political economy and 'inference' of evidence to one centering on robust and context-specific results.Publication Prioritizing Nutrition in Agriculture and Rural Development : Guiding Principles for Operational Investments(World Bank, Washington, DC, 2012-11)Agricultural and rural development provides a critically important opportunity for reducing malnutrition. The purpose of this paper is to provide a set of guiding principles for incorporating nutrition goals into the design and implementation of agricultural and rural development projects, and to provide examples of current best evidence options for operational investments. Several principles are likely to be important in all or most cases for nutrition-sensitive agriculture, which can be adapted to individual contexts. These include the following: 1) incorporate nutritional concerns into the design and implementation of agricultural policies, projects, and investments; 2) target nutritionally vulnerable groups; 3) invest in women; 4) increase year-round access to diverse, nutrient-dense foods; 5) protect health through water management; 6) design poverty-reduction strategies explicitly to benefit nutrition; 7) create enabling environments for good nutrition through knowledge and incentives; and 8) seek opportunities to work across sectors. To help assess which actions are most relevant for a specific situation, a set of key questions are included after each broad principle. The paper also highlights areas where agricultural investments may cause harm, and provides options for improving policy coherence. The principles underscore investments in people and systems that have the potential to transform underlying conditions and positively influence the multiple, proximal determinants of proper nutrition. Further research and evaluation priorities include tracking impact on multiple outcomes at once (such as diet, nutritional status, productivity, and income); designing studies that can attribute impact to specific approaches; and collecting information on costs and cost-effectiveness. Although there is a need to strengthen knowledge around design and implementation strategies, there is good evidence that well-planned investments are likely to reach at least targeted income and dietary outcomes. Existing knowledge around the recommended principles is sufficient to move ahead in designing nutrition-sensitive agricultural interventions.Publication Direct and Indirect Effects of Malawi’s Public Works Program on Food Security(World Bank, Washington, DC, 2015-12)Labor-intensive public works programs are important social protection tools in low-income settings, intended to supplement income of poor households and improve public infrastructure. In this evaluation of the Malawi Social Action Fund, an at-scale, government-operated program, across- and within-village randomization is used to estimate effects on food security and use of fertilizer. There is no evidence that the program improves food security, and some negative spillovers to untreated households. These disappointing results hold even under modifications to the design of the program to offer work during the lean rather than harvest season or increase the frequency of payments.Publication Agriculture in Bangladesh : A Note on Food Security by Enhancing Productivity(Washington, DC, 2009-01)Awami League's Election Manifesto 2008 appropriately recognizes the importance of ensuring food security for all in Bangladesh. Food Security requires increasing agricultural growth which in turn is a key factor in reducing poverty in the country. Food security also requires increasing agricultural production and protecting consumers. Sustained production increases, in turn, require technology-driven increases in the productivity of crops (rice in particular), fisheries and livestock. This is possible through interventions that improve: (i) agricultural research and extension systems to generate and disseminate high yielding varieties and location-specific solutions to production constraints; (ii) timely access to quality production inputs, especially seeds and fertilizer; (iii) coverage, targeting, and administration of production subsidies (especially fertilizer) in order to make them efficient and fiscally sustainable; and (iv) irrigation and drainage. Increasing the incomes of small and marginal farmers requires promotion of commercial agriculture and agri-business opportunities through: (a) value chain development and value-addition to selected agricultural commodities; (b) improvements in market infrastructure; (c) supporting the development of farmer groups and producer organizations and link them with value chains and markets; and (d) facilitating private sector investment in agri-business development, demand-driven research and extension systems, and rural finance through public-private partnerships. Food safety nets are needed to protect poor and vulnerable consumers but their coverage, targeting, and administration need to be improved. All these interventions will require a right blend of public policies, resources, and participation of public and private sector, and increased technical and administrative capacity of the institutions responsible for agriculture extension, research, food procurement, water management, and safety net management.Publication Can We Rely on Cash Transfers to Protect Dietary Diversity during Food Crises? Estimates from Indonesia(2011-01-01)The 2008 "food price crisis" and more recent spikes in food prices have led to a greater focus on policies and programs to cushion their impact on poverty and malnutrition. Estimating the income elasticity of micro-nutrients and assessing how they change during such crises is an important part of the policy debate as it affects the effectiveness of cash transfer and nutritional supplementation programs. This paper assesses these issues using data from two cross-sectional household surveys in Indonesia carried out before and soon after the 1997/98 economic crisis, which led to a sharp increase in food prices. First, the authors examine how the income elasticity of the starchy staple ratio differs between the two survey rounds using non-parametric as well as regression methods. Second, they provide updated estimates of the income elasticity for important nutrients in Indonesia. The analysis finds that (i) summary measures such as the income elasticity of the starchy staple ratio may not change during crises but this masks important differences across specific nutrients; (ii) methods matter -- the ordinary least squares estimates for the income elasticity of micro-nutrients are likely to be misleading due to measurement error bias; (iii) controlling for measurement error, the income elasticity of some key micro-nutrients, such as iron, calcium, and vitamin B1, is significantly higher in the crisis year compared with a normal year; and (iv) the income elasticity for certain micro-nutrients -- vitamin C in this case -- remains close to zero. These results suggest that cash transfer programs may be even more effective during crises to protect the consumption of many essential micro-nutrients compared with non-crisis periods but in order to ensure that all micro-nutrients are consumed, specific nutritional supplementation programs are also likely to be required.

It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
