Abstract
Urban Planning is often touted as one of the key actions for achieving sustainable and resilient development, and it is seen as a key element for reducing disaster risks in urban areas. It is especially important for managing urban growth and increasing resilience in already built-up urban areas. However, urban planning is a complex process that depends on a number of integrated foundational elements for its functioning, including for example, politics, cadastral management, building control, a host of regulatory and legal mechanisms, financing and environmental management. Additionally, in order to reduce risks to natural and humanmade hazards, good information about potential hazards and existing vulnerabilities are needed. Most low- and middle-income countries struggle to have sufficient foundational systems in place to enable urban planning to address disaster risks, and this is also true across much of the Caribbean region. Yet, in the context of urban growth, land-scarcity, fragile ecosystems, increasing climate-related hazards and informal development, the Caribbean region requires increased attention across the foundational aspects that enable planning. This research addresses the complex and integrated nature of urban planning and looks at the different foundational aspects that urban planning requires to enable it to guide resilient development and reduce disaster risks. It proposes and employs a methodology for examining eight “Building Blocks” of urban planning and applies this to urban planning practices in nine Caribbean countries, to assesses how much disaster risk management is being integrated into planning across the Caribbean. The nine Caribbean countries are: Belize, Dominica, Dominican Republic, Guyana, Haiti, Jamaica, St Lucia, St Maarten, and St Vincent.

    Building Resilience : Integrating Climate and Disaster Risk into Development

    This report presents the World Bank Group's experience in climate and disaster resilient development and contends that it is essential to eliminate extreme poverty and achieve shared prosperity by 2030. The report argues for closer collaboration between the climate resilience and disaster risk management communities through the incorporation of climate and disaster resilience into broader development processes. Selected case studies are used to illustrate promising approaches, lessons learned, and remaining challenges all in contribution to the loss and damage discussions under the United Nations Framework Convention on Climate Change (UNFCCC). The introduction provides an overview of the UNFCCC and also introduces key concepts and definitions relevant to climate and disaster resilient development. Section two describes the impacts of globally increasing weather-related disasters in recent decades. Section three summarizes how the World Bank Group's goals to end extreme poverty and boost shared prosperity are expected to be affected by rising disaster losses in a changing climate. Section four discusses the issue of attribution in weather-related disasters, and the additional start-up costs involved in climate and disaster resilient development. Section five builds upon the processes and instruments developed by the climate resilience and the disaster risk management communities of practice to provide some early lessons learned in this increasingly merging field. Section six highlights case studies and emerging good practices in climate and disaster resilient development. Section seven concludes the report, summarizing key lessons learned and identifying potential gaps and avenues for future work.

    A Workbook on Planning for Urban Resilience in the Face of Disasters : Adapting Experiences from Vietnam’s Cities to Other Cities

    This workbook is intended to help policy makers in developing countries plan for a safer future in urban areas in the face of natural disasters and the consequences of climate change. It is based on the experiences of three cities in Vietnam, Can Tho, Dong Hoi, and Hanoi, that worked with international and local experts under World Bank supervision to develop local resilience action plans (LRAPs) in 2009-10. An LRAP is a detailed planning document that reflects local concerns and priorities based on the experiences of the past and projections for the future. It is not a wish list of projects that may never be completed because they are too costly or lack political support. Rather, it should be a realistic document that describes and establishes priorities for specific steps that can be undertaken in the near term to adapt to both climate related and other hazards. Regardless of their size, location, political orientation, or technical capacity, other cities can learn from the experiences of these pilot cities to develop their own LRAPs. The purpose of this workbook is to adapt the initial experiences of Can Tho, Dong Hoi, and Hanoi to benefit the national government and other communities in Vietnam and beyond. Indeed, the process described in this workbook was later adopted in the cities of Iloilo, the Philippines; Ningbo, China; and Yogyakarta, Indonesia, and the concluding chapter of this workbook draws on some of the lessons learned in these cities. However, the workbook, while generalizable to other contexts, largely reflects the Vietnamese experience.

    Adaptation to a Changing Climate in the Arab Countries : A Case for Adaptation Governance and Leadership in Building Climate Resilience

    Adapting to climate change is not a new phenomenon for the Arab world. For thousands of years, the people in Arab countries have coped with the challenges of climate variability by adapting their survival strategies to changes in rainfall and temperature. Their experience has contributed significantly to the global knowledge on climate change and adaptation. But over the next century global climatic variability is predicted to increase, and Arab countries may well experience unprecedented extremes in climate. Temperatures may reach new highs, and in most places there may be a risk of less rainfall. Under these circumstances, Arab countries and their citizens will once again need to draw on their long experience of adapting to the environment to address the new challenges posed by climate change. This report prepared through a consultative process with Government and other stakeholders in the Arab world assesses the potential effects of climate change on the Arab region and outlines possible approaches and measures to prepare for its consequences. It offers ideas and suggestions for Arab policy makers as to what mitigating actions may be needed in rural and urban settings to safeguard key areas such as health, water, agriculture, and tourism. The report also analyzes the differing impacts of climate change, with special attention paid to gender, as a means of tailoring strategies to address specific vulnerabilities. The socioeconomic impact of climate change will likely vary from country to country, reflecting a country's coping capacity and its level of development. Countries that are wealthier and more economically diverse are generally expected to be more resilient. The report suggests that countries and households will need to diversify their production and income generation, integrate adaptation into all policy making and activities, and ensure a sustained national commitment to address the social, economic, and environmental consequences of climate variability. With these coordinated efforts, the Arab world can, as it has for centuries, successfully adapt and adjust to the challenges of a changing climate.

    Building Resilience to Disaster and Climate Change through Social Protection

    Natural disasters and climate change are among the greatest threats to development. Although natural disasters have always presented risks, climate change increases those risks and compounds them by adding a greater level of uncertainty. As a result of their increased frequency, the economic and social costs of disasters are mounting (World Bank 2010). Natural disasters and climate change can push people into chronic and transient poverty and force them to adopt negative coping strategies. Social protection programs play an important role in protecting poor and vulnerable people from these impacts and helping them reduce their exposure and vulnerability to them. This toolkit provides guidance on how to prepare social protection programs to respond to disasters and climate change. The snapshots of good practice experiences and practical tips for implementation are intended to guide decision makers in countries facing these risks in adapting their social protection programs to reduce negative impacts and accelerate recovery. The focus of this toolkit is aligned with the role and expertise of the World Bank, which has traditionally supported early and long-term recovery and helped rebuild livelihoods and infrastructure. This toolkit provides examples of good practice experiences and practical guidance for the practitioner in that direction.

    Private and Financial Sector Resilience in the Caribbean

    The private sector in the Caribbean is crucial for economic growth and job creation and economic resilience is thus heavily determined by the shock absorbing capacity of individual firms and households. As the definition of the private sector is generally broad and includes economic agents of various size operating across different sectors, the assessment conducted in this chapter is multifaceted and considers different elements that determine vulnerabilities and resilience to exogenous shocks. The focus of the analysis is on the private sector’s vulnerability to tropical storms, the type of disaster most prevalent in the region, but the discussion of risks and vulnerabilities is also more broadly applied to other types of shocks, such as the COVID-19 pandemic.

    Continental Drying: A Threat to Our Common Future

    Grounded in new evidence from satellite data, “Continental Drying: A Threat to Our Common Future” presents the first global assessment of freshwater reserves over the past two decades. The findings expose an alarming trend of “continental drying,” a persistent long-term decline in freshwater availability across vast landmasses. Not only are droughts and deluges becoming more unpredictable, but the total amount of freshwater available for use has also significantly declined. Continental drying, driven by global warming, worsening droughts, and unsustainable water and land use, is a silent but accelerating crisis—largely unknown to the public—that reshapes the global water narrative. Continental drying raises profound risks. This report reveals new empirical evidence showing how freshwater depletion leads to major job losses, reduced incomes, wildfires, and biodiversity threats. In the long term, the combined effects of drying and warming could push societies toward a tipping point where damage accelerates rapidly and adaptation becomes increasingly difficult. Against the backdrop of continental drying, global water consumption rose by 25 percent between 2000 and 2019, with about a third of this increase occurring in regions already experiencing drying. Compounding the pressure, a substantial share of water use in drying regions remains inefficient. Continental Drying identifies hot spots where rising demand and declining supply converge and explores where and how water savings can be realized. This report recommends a three-pronged approach to address the crisis: managing demand, augmenting water supply, and improving water allocation. Five cross-cutting levers—strengthening institutions, reforming water tariffs and repurposing subsidies, adopting water accounting, leveraging data and technological innovations, and valuing water in trade—are essential for effective implementation and to attract private investment to finance the approach. Beyond water, addressing trade barriers, investing in education and skills development, and improving access to markets and financial services are critical for strengthening job and livelihood resilience amid a continental drying crisis.

    Kyrgyz Republic Country Climate and Development Report

    This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.

    Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries

    Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.

    Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa

    Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
