dc.description.abstract	This report provides technical assistance and capacity building on the poverty measurement methodology of the Paraguayan government. The report makes several policy recommendations concerning urban labor market trends and opportunities for employment, rural factor markets and poverty, and ex-ante evaluation of the expansion of cash transfer programs in Paraguay. The report concludes that in order to increase productivity it is important to increase the quality of education and give incentives for the youth to finish their formal education. Also, poverty reduction policies need to be targeted at the rural poor specifically by increasing access to land ownership.	en
dc.description.abstract	Paraguay aparece por debajo del promedio para América Latina y el Caribe en la mayoría de los indicadores socioeconómicos. A pesar del crecimiento reciente y de las mejoras respecto a la pobreza, en el año 2008 casi dos de cada cinco paraguayos es pobre y uno de cada cinco es indigente. En este informe se actualizan las tendencias recientes relativas a la pobreza, desigualdad, ingreso y empleo hasta el año 2008, incluyendo una dimensión de género y el nivel de progreso respecto a otros indicadores socioeconómicos. También se analizan los determinantes de la pobreza y la desigualdad. En el documento se hace un estudio de los mercados de factores en Paraguay (tierra y laborales), poniendo especial atención a temas como el subempleo, informalidad, participación económica de la mujer, y acceso a la tierra. Contiene un apartado donde se simula el impacto ex-ante sobre la pobreza de ampliar el programa de transferencias monetarias condicionadas paraguayo, así como la creación de una nueva ley que otorga pensiones no contributivas a los adultos mayores pobres. Y finalmente, evalúa las consecuencias principales del análisis sobre las políticas públicas para acelerar la reducción de la pobreza y promover una mayor equidad.	es
