Abstract
The Memorandum of Understanding (MOU) signed in 2017 sets the vision and governance framework for establishing a Pan-Arab Electricity Market (PAEM). The signing of the MOU officially launched a five-stage development plan. The World Bank has engaged with the League of Arab States (LAS) to support establishing the envisaged PAEM and enhance the enabling environment for advancement of trade in the region. In this regard, detailed market rules and a formal transmission pricing regime have not yet been developed for the approval of the Arab Ministerial Council for Electricity (AMCE). Few, if any, PAEM countries have unbundled their domestic electricity markets and introduced competition via a fair and open transmission access and pricing regime with multiple buyers and sellers. For this and other reasons, cross-border electricity trade among the countries in the Pan Arab region has been limited, and only 5–7 percent of cross-border interconnection capacity is utilized. Electricity trade in the Pan-Arab region is generally negotiated between governments on a country-to-country basis. Transmission pricing is for the most part ignored (trade takes place only when adequate transmission capacity is available), except in cases when third-party transit/ wheeling is involved, e.g., Jordan and the United Arab Emirates. In such cases, the involved countries enter into a wheeling arrangement for each individual trade, an inefficient and time-consuming process and a deterrent to cross-border electricity trade. Historically, countries have been paid for providing wheeling service, but the pricing formula for wheeling has not been transparent or published. A transparent and uniform approach to pricing third party wheeling transactions is needed to eliminate one of the many barriers to electricity trade in the region. The purpose of this report is twofold:
1. Provide background material on what constitutes mainstream regulatory practice with respect to transmission tariff design to inform and guide the Pan-Arab Advisory and Regulatory Committee (ARC), the Arab Transmission System Operators (TSOs) Committee, and PAEM stakeholders on transmission tariff design as the PAEM evolves.
2. Propose a simple transmission tariff design for pricing wheeling transactions between PAEM members in the near term. The recommended wheeling tariff design is an option among others than can be used by the Pan Arab ARC , when established, in its review and approval of transmission tariffs applied to trade in the PAEM.

Publication Integration of Electricity Networks in the Arab World : Regional Market Structure and Design(Washington, DC, 2013-12)The Arab countries have enjoyed sustained economic growth in recent years, and the high economic growth has triggered a rapid increase in energy demand, particularly for electricity. Besides enabling energy imports, interconnected power networks impart a series of additional benefits such as improved system reliability, reduced reserve margins, reactive power support, and energy exchanges that take advantage of daily and seasonal demand diversity and disparities in marginal production costs. As a result, a world-class electricity supply system can be achieved with much lower capital expenditures and ongoing expenses than will otherwise be attainable on an individual-country basis. The regional power interconnection of the Gulf Cooperation Council (GCC), allows electricity exchange among its six member states: Kuwait, Saudi Arabia, Bahrain, Qatar, the United Arab Emirates (UAE), and Oman under an agreement signed in 2009. The interconnection is targeted at sharing capacity reserve and improving supply reliability, which will reduce the need for investment in new generation capacity. This study, which focuses on the development of the institutional and regulatory framework for electricity trade in the Arab world, is one of three currently being carried out by the League of Arab States (LAS) on the development of regional electricity markets (REMs): part one: study of interconnections of electrical systems in the Arab world; part two: study of electricity-gas trade among the Arab countries; and part three: study of institutional and regulatory frameworks. This study focuses on the institutional and regulatory aspects of cross-border trade and electricity market integration among the 22 LAS member countries, and between the Arab countries and potential neighboring markets. This study comprises two phases. Phase one, is main report (volume one), examines regional market structure and design. Phase two (volume 2) examines principles of market regulations and legal arrangements including a draft road map for a transition path toward market integration and governance documentation including drafts memorandum of understanding, general agreement, general pan Arab electricity market agreement, and regional grid code.Publication The Potential of Regional Power Sector Integration : Union for the Coordination of the Transmissions of Electricity, Developed Country Case Study(World Bank, Washington, DC, 2009-10)Developing countries are increasingly pursuing and benefitting from regional power system integration (RPSI) as an important strategy to help provide reliable, affordable electricity to their economies and citizens. Increased electricity cooperation and trade between countries can enhance energy security, bring economies-of-scale in investments, facilitate financing, enable greater renewable energy penetration, and allow synergistic sharing of complementary resources. This briefing note draws from the experiences of RPSI schemes around the world to present a set of findings to help address these challenges. It is based on case studies of 12 RPSI projects and how they are dealing with key aspects of RPSI, such as: (i) finding the right level of integration; (ii) optimizing investment on a regional basis; (iii) appropriate regional institutions (iv) technical and regulatory harmonization; (v) power sector reform and integration (vi) the role of donor agencies (vii) reducing emissions through RPSI; and (viii) RPSI and renewable energy.Publication Private Sector Participation in Electricity Transmission and Distribution(World Bank, Washington, DC, 2015)In recent decades, many countries have embarked on structural reform programs involving private sector participation (PSP) across the entire value chain of the power sector. Often as part of a broader market oriented reform program, governments have resorted to PSP in transmission and distribution (T and D) for a variety of reasons, including to: (i) offset years of underinvestment and poor operating performance under public ownership; (ii) attract considerable private investment to fill the financing gap stemming from new T and D additions amid rapidly growing demand for electricity; and (iii) raise fiscal revenues by offloading state assets. In some cases (for example, Brazil and Peru), a prolonged electricity supply crisis prompted government into structural reforms of the T and D sector. The energy sector management assistance program (ESMAP) study covers PSP in transmission, as well as distribution. The four case-study countries, Brazil, Peru, Philippines, and Turkey were selected based on the substantial transmission story under their broader electricity PSP experience.Publication Integration and Price Transmission in Key Food Commodity Markets in India(World Bank, Washington, DC, 2019-02)This paper examines patterns of market integration for food commodities in India. First, it tests the extent of domestic spatial market integration for retail and wholesale markets in 2006–14 and 2008–15, respectively, and looks at patterns of price transmission of shocks from international sources. Second, it measures vertical integration from wholesale to retail markets and tests for asymmetric speed of adjustment to shocks. Third, it examines the determinants of spatial integration. The results reveal that in India, food markets are imperfectly integrated across space, with the law of one price being systematically rejected, with heterogeneities across states and products. There is substantial co-movement between wholesale and retail prices, although integration is still imperfect in all commodities but one: rice, for which perfect vertical integration cannot be rejected. Retail prices adjust faster when wholesale prices rise than when wholesale prices fall. The analysis of the determinants of spatial integration reveals that prior to implementation of the Goods and Services Tax, the mere act of crossing a state border increased prices; unexploited gains from arbitrage persisted after considering the effects of transport costs; and information frictions and menu costs reduced market integration.Publication Syrian Arab Republic Electricity Sector Strategy Note(Washington, DC, 2009-08-15)This electricity sector strategy note was prepared by the World Bank, at the request of the Government of Syria. It identifies options for the Government to improve the financial and technical performance of the electricity sector. The note focuses in particular on the following major sector objectives: a) increasing the efficiency of the electric power sector, including by reducing large technical and commercial losses now standing at 27 percent of demand; b) reducing the growing gap between demand and supply of electricity through capacity expansion, thus enhancing security of electricity supply and reducing power outages; c) increasing security of supply further in an environmentally sustainable manner by developing vigorous energy efficiency and renewable energy programs; d) encouraging regional energy integration through a series of targeted investments in electric power and natural gas; e) attracting private sector investment into generation capacity expansion, including in renewable energy, through independent power producers; and f) making the electricity sector financially viable and coordinating natural gas production plans with electricity generation requirements.

Publication Unlocking Electric Mobility Potential in MENA(Washington, DC: World Bank, 2023-10-17)There is an urgency to scale up the electrification of transport amongst the worldwide efforts towards energy transition and decarbonization. Electric mobility, or e-mobility, has become one of the rapidly developing opportunities to contribute to nations’ climate and development goals, including climate change mitigation, fiscal burden reduction (for oil importing economies), energy efficiency, sustainability, air quality improvement, and promoting modal shift where applicable (e.g. expanding access to electrified public transport). For a region featuring diverse urban settings like the Middle East and North Africa (MENA), different local circumstances lead to different rationales for adopting various modalities of e-mobility. Considering relatively little attention being paid to public transport electrification in MENA, this study, “Unlocking Electric Mobility Potential in MENA” funded by the ESMAP, MOLO and PPIAF trust funds, set out to examine the opportunities and challenges and finding solutions to help address this gap.Publication Supporting Youth at Risk(World Bank, Washington, DC, 2008)The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.Publication South Asia Development Update, October 2024: Women, Jobs, and Growth(Washington, DC: World Bank, 2024-10-10)South Asia’s growth is on track to exceed earlier expectations, in a broad-based upturn. The region is expected to remain the fastest-growing among emerging market and developing economies (EMDEs). Several risks could upend this generally promising outlook, including extreme weather events, social unrest, and policy missteps, such as reform delays. But South Asian countries also have considerable untapped potential that could help them further boost productivity growth and employment and adapt to climate change. In particular, with about two-thirds of the region’s working-age women out of the labor force, raising female employment rates to those of men could increase per capita income by as much as one-half. Measures to accelerate job creation, remove obstacles to women working, and equalize gender rights would be more effective if combined with a shift toward social norms that looked more favorably on working women. Also, most South Asian countries rank among the EMDEs least open to global trade and investment. Greater openness could boost women’s employment, spur the growth of firms, and allow the region to take better advantage of the reshaping of global supply chains and trade. Reducing the cost of conducting business could help the region better harness large-scale remittance inflows.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication Commodity Markets Outlook, October 2024(Washington, DC: World Bank, 2024-10-29)Commodity prices are expected to decrease by 5 percent in 2025 and 2 percent in 2026. The projected declines are led by oil prices but tempered by price increases for natural gas and a stable outlook for metals and agricultural raw materials. The possibility of escalating conflict in the Middle East represents a substantial near-term upside risk to energy prices, with potential knock-on consequences for other commodities. However, over the forecast horizon, longer-term dynamics—including decelerating global oil demand, diversifying oil production, and ample oil supply capacity—suggest sizable downside risks to oil prices, especially if OPEC+ unwinds its latest production cuts. There are also dual risks to industrial commodity demand stemming from economic activity. On the one hand, concerted stimulus in China and above-trend growth in the United States could push commodity prices higher. On the other, weaker-than-anticipated global industrial activity could dampen them. Following several overlapping global shocks in the early 2020s, which drove parallel swings in commodity prices, commodity markets appear to be departing from a period of tight synchronization. A Special Focus analyzes commodity price synchronization over time and considers the relative importance across commodity cycles of a wide range of demand and supply shocks, including global demand shocks and shocks specific to different commodity markets. It concludes that, while supply shocks were the dominant commodity price driver in the early 2000s and around the global financial crisis, post-pandemic price movements have been more substantially shaped by commodity-specific shocks, such as those related to conflicts.
