Abstract
The mining industry is one of conflicting identities. Mining firms can add tremendous value to the resource-rich countries where their mines operate but also to their shareholders. Further, the industry extracts and ferries to the market many of the raw materials that are crucial to industrial and economic progress around the world, creating a magnifying effect to its added value to global GDP. This report is part of a more comprehensive study intended to investigate the potential for leveraging the mining industry to drive the uptake of climate sensitive technologies and practices in emerging and developing markets. The study includes four background reports, Methodology and Value Chain Analysis, Mining Firms’ Climate-Sensitive Initiatives, Climate Sensitive Mining: Case Studies (this report), and Policy Approaches to Climate Change in Mineral Rich Countries, and an overview report on Building Resilience: A Green Growth Framework for Mobilizing Mining Investment. This report is intended to deliver an account of mining technologies, processes, and strategies that seek to incorporate new, green technologies that have the potential to diversify local and national economies where the mine operates. This report is not intended to provide an ordered ranking of industry trends, mine sites, or the companies engaged in these operations. An analysis of that nature would likely not produce a sufficiently diverse set of case studies to provide an industry-wide perspective. As a result, in selecting the case studies the report prioritizes comprehensiveness and diversity.

Minerals make up and will continue to make up the fundamental building blocks of the global economy. The mining industry, which provides input to almost every product and service in the world, is highly relevant to the goal of achieving sustainable development in mineral-rich countries and in the global economy. In addition, environmental sustainability is a critical concern for mining companies, whose growth is increasingly affected by climate change. Given the centrality of minerals and metals to our way of living, Building Resilience: A Green Growth Framework for Mobilizing Mining Investment investigates the extent to which the mining industry can contribute to green growth. Despite what ought to be a tight nexus of public and private interest in targeted green sector investment, this report finds that there is a misalignment between mining companies’ investment in climate-sensitive production processes, and policy makers’ efforts to develop a cohesive green economy framework for industry to navigate. The private and public sectors regard the climate agenda and the development of local economic opportunity as separate matters. Neither industry nor government have yet to effectively leverage their climate imperatives and mandates to seize green growth opportunities. To address this misalignment, this report proposes a framework to help mining companies and governments integrate climate change and local economic opportunity activities. Before providing an overview of what we know of the energy transition’s employment impacts, this discussion paper will focus on job categories.Publication Improving Business Regulations to Support Productivity Growth in Viet Nam(Washington, DC: World Bank, 2024-12-16)To achieve high-income status by 2045, Vietnam must accelerate regulatory reforms to boost productivity. Vietnam’s stellar economic success story over the last 30 years relied on export-oriented foreign direct investment (FDI), but reaching high-income status requires accelerating productivity growth. Firm-level analysis points to misallocation as a critical constraint to productivity growth in Viet Nam. Regulatory reforms can create favorable conditions for reallocating resources from less productive firms to more productive ones. They can also reduce costs, lower business risks, and promote firms’ investment and productivity growth. Finally, they can encourage entry of new domestic and foreign firms, especially innovative, tech-based, green, and high-productivity firms, and exit of low-productivity ones as part of a creative destruction process. This report assesses the implementation progress at the mid-term of Viet Nam’s program to reform business regulations between 2020-2025, governed by Resolution 68/NQ-CP of May 12, 2020. The report identifies areas for improvement to achieve its objectives in the short term and shares policy recommendations on how to continue developing the regulatory environment conducive to business dynamism and productivity growth in Viet Nam in the medium term.Publication Back to Global Imbalances?(World Bank, Washington, DC, 2009-07)The 2008-2009 financial crisis has shaken the prevailing equilibrium of the global economy, with a collapse in capital flows and international trade. How will the post-crisis constellation of current account imbalances look? Will the world resume financing the United States (US), and continue sustaining large external imbalances there? Contrary to what many expected, some forces unleashed by the crisis have kept US assets attractive and the dollar strong, decreasing the need for an immediate reduction of global imbalances. Over the long run, however, real sector and financial sector forces are likely to impose a correction, perhaps involving a depreciation of the dollar and a major reallocation of international portfolios.Publication Causes of Deforestation of the Brazilian Amazon(Washington, DC: World Bank, 2004)The worldwide concern with deforestation of Brazilian Amazonia is motivated not only by the irreversible loss of this natural wealth, but also by the perception that it is a destructive process in which the social and economic gains are smaller than the environmental losses. This perception also underlies the diagnosis, formulation and evaluation of public policies proposed by government and non-governmental organizations working in the region, including the World Bank. The present work suggests that a fuller understanding is necessary with regard to the motivations and identity of the agents responsible for deforestation, the evaluation of the social and economic benefits from the process and the resulting implications of public policies for the region. The objective of the report is to show that, in contrast to the 1970s and 1980s when occupation of Brazilian Amazonia was largely induced by government policies and subsidies, recent deforestation in significant parts of the region is basically caused by medium- and large-scale cattle ranching. Following a private rationale, the dynamics of the occupation process gradually became autonomous, as is suggested by the significant increase in deforestation in the 1990s despite the substantial reduction of subsidies and incentives by government. Among the causes of the transformation are technological and managerial changes and the adaptation of cattle ranching to the geo-ecological conditions of eastern Amazonia which allowed for productivity gains and cost reductions. The fact that cattle ranching is viable from the private perspective does not mean that the activity is socially desirable or environmentally sustainable. Private gain needs to be contrasted with the environmental (social) costs associated with cattle ranching and deforestation. From the social perspective, it is legitimate to argue that the private benefits from large-scale cattle ranching are largely exclusive, having contributed little to alleviate social and economic inequalities. The study notes, however, that decreases in the price of beef in national markets and increases in exports caused by the expansion of cattle ranching in Eastern Amazonia may imply social benefits that go beyond sectoral and regional boundaries.
