Minerals for Climate Action: The Mineral Intensity of the Clean Energy Transition

Abstract
In 2017, the World Bank published The Growing Role of Minerals and Metals for a Low Carbon Future, concluding that a low-carbon future will not be possible without minerals. This report makes that case even stronger, but with a new emphasis on how technology improvements and recycling could impact mineral demand up to 2050. For the first time, the global warming potential of different low-carbon technologies were analyzed in comparison with fossil-fuel-based energy systems. The authors also present a new framework to capture the risks associated with the demand for specific critical minerals. This report intends to provide policy makers, mineral producers, renewable energy developers, climate negotiators, and civil society organizations with a data-driven understanding of how the shift to a cleaner energy system could impact mineral demand. It also provides a forward-looking outlook on the actions each stakeholder can take to minimize the carbon and material footprints of such a significant shift. While the mineral intensity of renewable energy has its challenges, our research shows that, even if low-carbon technologies are more mineral intensive, they only account for a fraction (6 percent) of emissions generated by fossil fuel technologies. This means that the deployment of renewable energy is essential in helping us meet the Paris Agreement, even if it means that more minerals will be needed to get there. To address these challenges, the World Bank launched the Climate-Smart Mining Initiative to ensure that minerals for the clean energy transition are produced and supplied sustainably and responsibly, while enabling developing countries to benefit from this seismic shift. The goal is to ensure that mineral-rich developing countries are well prepared to meet this growing demand with the smallest possible carbon footprint, while safeguarding the environment and people.

    Meeting the requirements of the Paris Agreement to keep the global average temperature from rising more than 2ºC above pre-industrial levels will mean vastly expanded use of low-carbon sources of electricity, such as wind and solar power, as well as advanced technologies for long-term energy storage. These demands will increase demand for many minerals, including a range of base and rare earth metals. By planning ahead, resource rich developing countries can prepare themselves to meet the challenges and opportunities afforded by increased demand for minerals.

    Assessing the Investment Climate for Climate Investments

    Mitigating climate change while addressing development needs will involve a massive scale-up of investments in Renewable Energy (RE) and Energy Efficiency (EE). Most of these climate investments will come from the private sector, which will be the main driver of low-carbon growth in both developing and developed countries, provided that countries have the right investment climate for climate investment. The enabling environment for climate investment in each country depends on a variety of factors. These include macroeconomic determinants such as a functioning bureaucracy and banking system; as well as a narrower set of policy determinants such as renewable energy targets, mandatory standards, preferential power tariffs, waiver of import duties, and other fiscal incentives. While the exact mix of policies, regulations and incentives will depend on country-specific circumstances, the fact that they exist sends the right signal to climate investors, by providing them with legal certainty and lowering their costs and risks. Policies, regulations and incentives also help to level the playing field for climate investors in the face of market realities that tend to favor the continued use of carbon intense energy sources, such as support for fossil fuels and the high costs of renewable energy technologies.

    Assessing the Investment Climate for Climate Investments : A Comparative Framework for Clean Energy Investments in South Asia in a Global Context

    One of the strong messages that came out of the recent United Nations Climate Change conference in Durban was that the private sector has to play an important role if we are to globally move toward a low carbon, climate resilient -- or "climate compatible" -- future. However, private investment will only flow at the scale and pace necessary if it is supported by clear, credible, and long-term policy frameworks that shift the risk-reward balance in favor of less carbon-intensive investment. The private sector also needs information on where to invest in clean energy in emerging markets, and it needs policy support to lower investment risk. Barriers to low carbon investments often include unclear and inconsistent energy policies, monopoly structures for existing producers, stronger incentives for conventional energy than clean energy, and a domestic financial sector not experienced in new technologies. With the long-term goal of promoting and accelerating the implementation of climate mitigation technologies, this study aims to facilitate development of a policy framework for promoting sustainable investment climates for clean energy investments in South Asia and elsewhere. A key aspect of the study is also the pilot construction of the Climate Investment Readiness Index for several countries. The index is a tool to objectively evaluate the enabling environment for supporting private sector investment in select climate mitigation or low carbon technologies.

    Climate-Smart Development : Adding Up the Benefits of Actions that Help Build Prosperity, End Poverty and Combat Climate Change

    This report describes efforts by the ClimateWorks Foundation and the World Bank to quantify the multiple economic, social, and environmental benefits associated with policies and projects to reduce emissions in select sectors and regions. The report has three objectives: 1) to develop a holistic, adaptable framework to capture and measure the multiple benefits of reducing emissions of several pollutants; 2) to demonstrate how local and national policymakers, members of the international development community, and others can use this framework to design and analyze policies and projects; and 3) to contribute a compelling rationale for effectively combining climate action with sustainable development and green growth worldwide. By using a systems approach to analyze policies and projects, this work illustrates ways to capitalize on synergies between efforts to reduce emissions and spur development, minimize costs, and maximize societal benefits. This report uses several case studies to demonstrate how to apply the analytical framework. Three simulated case studies analyzed the effects of key sector policies to determine the benefits realized in the United States, China, the European Union, India, Mexico, and Brazil. The sector policies include regulations, taxes, and incentives to stimulate a shift to clean transport, improved industrial energy efficiency, and more energy efficient buildings and appliances. Also presented are results of four simulated case studies that analyzed several sub-national development projects, scaled up to the national level, to determine the additional benefits over the life of each project, generally 20 years. By applying the framework to analyze both types of interventions, this report demonstrates the efficacy of this approach for national and local policymakers, international finance organizations, and others. These case studies show that climate change mitigation and air quality protection can be integral to effective development efforts and can provide a net economic benefit. Quantifying the benefits of climate action can facilitate support from constituencies interested in public health and food and energy security; it can also advance the international discussion of effective ways to address climate change while pursuing green growth. In this report, the chapter 1 provides background information on the pollutants covered in this report and identifies opportunities to achieve both local socioeconomic and global climate objectives by reducing emissions. It also introduces new modeling tools that enable broader economic analysis of emissions-reduction programs. Chapter 2 explains how these tools can be combined to develop an effective framework to analyze policies and projects. Chapter 3 demonstrates the framework, using several policy- and project-based case studies to estimate the multiple benefits of emissions reductions from a regional or national level. Finally, Chapter 4 explores the challenges to operationalizing the framework and presents conclusions from the study.

    Developing Monitoring and Evaluation Systems for the National Climate Change and Low Carbon Green Growth Strategy and Action Plan in Romania

    In support of the Climate Change and Low Carbon Green Growth Program of Romania (LCGGP), the World Bank has prepared the current report with the aim of helping the Romanian Government to operationalize the strategic path chosen by the country for implementing its National Climate Change and Low Carbon Green Growth Strategy 2016-20302 (NSCC) and the associated 2016-2020 Action Plan for Climate Change (APCC). This includes some relevant institutional arrangements and Monitoring and Evaluation (M&E) activities for existing Climate Change (CC) related policies and measures, notably those derived from the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, plus the requirements for European Union (EU) Member States regarding the monitoring and evaluation of the EU-level climate and energy package and the Europe 2020 goals for a smart, sustainable and inclusive growth. It was recommended that the Romanian government should build upon current obligations for M&E of public policies, whilst recognizing that the M&E system initially established for the NSCC and APCC for Romania must not be considered as static, but rather as an on-going continuum that will evolve, expand and improve over time. The report highlights some key weaknesses in institutional capacity for CC-related M&E and identifies several sector-specific examples of areas for improvement. The report usefully reviews international good practices for the M&E of CC strategies and action plans under the headings of General good practice; Green Growth good practices; Special considerations for CC adaptation (including the selection of indicators), and; European examples (including short case studies on relevant M&E practices from Germany and France). In order to facilitate the necessary learning processes for policy-makers and other key stakeholders it is recommended that the Romanian government adopts a “theory-based” approach (in conjunction with the OECD DAC criteria) as the evaluation framework for the NSCC and APCC. The theory-based approach follows an iterative process of design, evaluation, and redesign based on lessons learned about whether specific interventions are successful or not, why they succeeded or failed and how they can be improved. The report concludes with numerous additional practical recommendations for development of a simple, affordable and cost effective M&E system for the NSCC and APCC. These recommendations are grouped into four categories: (i) general recommendations; (ii) recommendations for improving institutional arrangements; (iii) recommendations for developing a solid evaluation framework; and (iv) recommendations for reporting. Finally, to ensure a robust framework, the M&E and Reporting system should clearly define goals, indicators, responsibilities and communication strategies. It should facilitate continuous learning by policy-makers and other key stakeholders in order to underpin the long-term development of the knowledge and understanding needed to better design, implement and deliver future CC strategies and action plans for Romania.

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
