Abstract
To achieve the AmBisyon Natin 2040, the Philippines needs to triple its income per capita in the next two decades. The AmBisyon Natin 2040 is the government’s plan to transform the country into a prosperous middle-class society free of poverty by 2040. This implies that the Philippine economy needs to grow at an annual average of 6.5 percent in the next 22 years, faster than the average growth of 5.3 percent since 2000—a challenge that only the Asian Tigers and China have managed to accomplish in the past. This report shows that sustaining high growth can only be achieved if the Philippines succeeds in sustaining high Total Factor Productivity (TFP) growth while accelerating capital accumulation. To achieve the GDP per capita target by 2040, numerous scenarios regarding the potential mix of growth drivers were evaluated. The first key finding is that sustaining high TFP growth will be crucial to achieve the target. Specifically, the Philippines needs to sustain an average annual TFP growth rate of 1.5 percent or higher in the next 22 years, more than double the world average since 2000. Such a high rate of TFP growth will require deep structural reforms to remove constraints and distortions faced by the private sector. The second key finding is that accelerating capital accumulation in the medium term will be essential to reduce current infrastructure and capital constraints to growth. The Philippines can meet the capital accumulation requirement by doubling the growth rate in the physical investment-to-GDP ratio over the next five years through higher private and public investment, which would require the implementation of important reforms that are highlighted in this report. The top three policy reform areas for sustaining high growth and productivity, prerequisites for achieving Ambisyon Natin 2040 are: (i) improving market competition through regulatory reforms; (ii) improving trade and investment climate policies and regulations; (iii) reducing labor market rigidities and costs. By creating competitive and flexible markets, poverty alleviation is likely to accelerate through more jobs, higher labor productivity, and lower consumer prices. An equal playing field and a regulatory environment that makes it easy to do business encourage firms to enter the market, invest, grow, create jobs, and innovate, leading to higher productivity. Market competition coupled with flexible a labor market and abundant labor supply allows higher productivity to reduce product prices, which increases workers’ real income. As a result of more and higher paid jobs, more people will move out of poverty, helping achieve the AmBisyon Natin 2040 vision of a society free of poverty.

Publication Lao Development Report 2014 : Expanding Productive Empoloyment for Broad-Based Growth(Washington, DC, 2014-10)Recent media reports of a perceived skills problem in Lao PDR have spurred an intense focus on skills development initiatives. Alarming media coverage of rising wages and complaints among firms of a shortage of skilled workers has raised concerns over whether Lao workers are equipped with the skills sought by firms. The Government and other partners have responded by channeling more resources to skills development, for example with investments in vocational training facilities to train more workers. This report argues that the workforce problems which Lao PDR faces do not only stem from problems in the education sector. Looking only to skills development as a solution would not address the fundamental problems constraining economic growth, employment creation, and poverty reduction. Creating an environment conducive for farm and non-farm businesses to make investments and grow remains an essential first step for skills development. As World Bank (2004) states, Training does not create jobs. Skills are a derived demand and that demand depends on policies for growth and employment creation.Publication Unleashing Prosperity : Productivity Growth in Eastern Europe and the Former Soviet Union(Washington, DC : World Bank, 2008)The analysis presented in this report assembles, for the first time, evidence from a variety of sources in the countries of Eastern Europe and the former Soviet Union to show that policy and institutional reforms are important in achieving higher productivity growth. However, significant challenges remain in sustaining that growth. Many countries that started the reform process early, such as the new member states of the European Union, have come to resemble advanced market economies and face challenges in competing successfully in the global economy that are similar to the challenges faced by other European countries. For these new European Union members, the report argues, policies that facilitate innovation and firm expansion will be a key. But for other countries that started the reform process later, such as the countries of Southeastern Europe and the former Soviet Union, there is still a need to address the legacy of transition. For these countries, policies that accelerate restructuring and ease the entry and exit of firms will continue to be essential. Indonesia has the resource endowments and the potential to attain these goals. To turn this potential into reality, the private sector needs to increase investment and productivity to become a growth-engine for quality jobs to meet the needs of a rapidly increasing labor force. This note argues that maintaining and deepening Indonesia s integration into the global marketplace will facilitate this process. Policies that encourage greater integration into the world economy are no substitute, however, for a broader development strategy that takes into account, on one hand, that public support may be needed to improve the general business climate and quality of human capital, particularly logistics services, and on the other, that there remains room for corrective action to compensate groups that may be negatively impacted in the process of integration into the world economy.Publication Accounting for Gender Production from a Growth Accounting Framework in Sub-Saharan Africa(World Bank, Washington, DC, 2012-08)This paper draws on an expanded growth accounting framework to estimate the relative contribution of women to growth in Sub-Saharan Africa. Empirical results show a consistently positive contribution of women to growth in gross domestic product in the region, both during economic downturns and growth spurts. This is despite the absence of any valuation of home-produced goods and informal sector production, which accounts for the bulk of womens production, in national product and income accounts. Women's positive contribution is largely attributed to their increased rates of labor force participation in wage employment and the reduction in the gender gap in education in recent years.Publication Infrastructure and Growth in South Africa: Direct and Indirect Productivity Impacts of 19 Infrastructure Measures(World Bank, Washington, DC, 2006-08)Empirical explorations of the growth and productivity impacts of infrastructure have been characterized by ambiguous (countervailing signs) results with little robustness. A number of explanations of the contradictory findings have been proposed. These range from the crowd-out of private by public sector investment, non-linearities generating the possibility of infrastructure overprovision, simultaneity between infrastructure provision and growth, and the possibility of multiple (hence indirect) channels of influence between infrastructure and productivity improvements. The authors explore these possibilities using panel data for South Africa over the 1970-2000 period, and a range of 19 infrastructure measures. Using a number of alternative measures of productivity, the prevalence of ambiguous (countervailing signs) results, with little systematic pattern is also shown to hold for their data set in estimations that include the infrastructure measures in simple growth frameworks. The authors demonstrate that controlling for potential endogeneity of infrastructure in estimation robustly eliminates virtually all evidence of ambiguous impacts of infrastructure, due for example to possible overinvestment in infrastructure. Controlling for the possibility of endogeneity in the infrastructure measures renders the impact of infrastructure capital not only positive, but of economically meaningful magnitudes. These findings are invariant between the direct impact of infrastructure on labor productivity, and the indirect impact of infrastructure on total factor productivity.

It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5.
