Abstract
Although Jordan is a small contributor to global greenhouse gas (GHG) emissions, its emissions have rapidly increased in the last four decades. Transport and energy prove to be the two sectors with the highest GHG contribution. The increase in GHG has also been related to the rapid population growth and urbanisation process. The Greater Amman Municipality (GAM) has been transitioning towards climate change mitigation and adaptation strategies. It has developed a comprehensive Climate Action Plan and climate change measures to reduce exposure to environmental hazards and reduce GHG emissions. These strategies have the objective to achieve a resilient city and promote sustainability in the city. The objective of this project was to provide analytical insights into the Jordan Climate Change Development Report (CCDR), focusing on the urban, transport, and energy sectors.

    Climate change poses a major threat to long-term development objectives, especially poverty reduction, and accelerated emission reductions are needed, particularly in high-income and other high-emitting countries. Reducing emissions can be done without comprising development: taken together, CCDR low-carbon development strategies reduce emissions by 70%, without significant impact on growth, provided that policies are well designed and financing is available. Financing needs average 1.4 percent of GDP, a manageable amount with appropriate private sector involvement. But in lower-income countries, financing needs can exceed 5 percent, which will require more support from high-income countries, including increased concessional resources.

    Climate-resilient, Climate-friendly World Heritage Cities

    While the negative impacts of climate change on urban areas are well-known and widely discussed, its implicit impacts on historic downtowns have not been studied as extensively. In recent years, cultural heritage conservation and valorization have increasingly become drivers of local economic development. Many projects supported by the World Bank in this field help leverage cultural heritage for economic development while developing infrastructure and services for residents and enhancing the livability of cities. The World Bank has also been very active in addressing climate change risks and increasing resiliency of urban areas. This paper is an effort to merge these two critical agendas. The paper investigates the impacts of climate change on 237 world heritage cities (WHC) and provides an overview of the geographic distribution of these cities around the globe. It discusses the importance of historic downtowns and provides various options available to the governments of these cities to address risk mitigation and adaptation to climate change. Further, it provides examples of WHC which have taken action to address vulnerability to the adverse impacts of climate change. This report is organized in following five sections: section one presents an overview of WHC, geographic distribution, and the growth of the urban agglomerations to which they belong. Section two presents the natural hazard risks and climate change impacts facing WHC, their location on the coastline or interior, and their rank in terms of level of vulnerability. Section three outlines the characteristics that historic cities have in terms of carbon emissions and potential for climate change mitigation. Section four discusses the sources of financing which WHC may turn to in order to address climate change mitigation and adaptation. Section five presents the climate change adaptation and mitigation action plans being implemented in the WHC of Paris, Tunis, Edinburgh, Mexico City, Hue, and Quito.

    Romania : Urban Sector Rapid Assessment

    Cities have long held a central place of importance in society as hubs of commerce, culture, and political power. Because of climate change, however, the clustering together of large numbers of people and high levels of economic activity also creates vulnerabilities. In Romania, where the urbanization rate is roughly 55 percent, the Government of Romania has commissioned this advisory services report from the World Bank to explore how to operationalize an urban climate strategy within the structure of the European Union's new 2014-2020 operating program. This report presents the results for the rapid assessment of the current state of (and opportunities for improved) urban climate planning in Romania; what is known about how cities in Romania contribute to climate change; and how cities in Romania will be affected by climate change. To complete this rapid assessment, the World Bank team relied on an extensive literature review and in-person, semi-structured interviews with more than two dozen central and local government officials, private sector experts, academics, and civil society organizations knowledgeable about climate change topics in Romania. The depth of this rapid assessment was necessarily limited by the short time frame available to carry out the research, and by data gaps on local climate planning activities, local greenhouse gas (GHG) emission levels, and the climate risks faced by cities around Romania.

    A Workbook on Planning for Urban Resilience in the Face of Disasters : Adapting Experiences from Vietnam’s Cities to Other Cities

    This workbook is intended to help policy makers in developing countries plan for a safer future in urban areas in the face of natural disasters and the consequences of climate change. It is based on the experiences of three cities in Vietnam, Can Tho, Dong Hoi, and Hanoi, that worked with international and local experts under World Bank supervision to develop local resilience action plans (LRAPs) in 2009-10. An LRAP is a detailed planning document that reflects local concerns and priorities based on the experiences of the past and projections for the future. It is not a wish list of projects that may never be completed because they are too costly or lack political support. Rather, it should be a realistic document that describes and establishes priorities for specific steps that can be undertaken in the near term to adapt to both climate related and other hazards. Regardless of their size, location, political orientation, or technical capacity, other cities can learn from the experiences of these pilot cities to develop their own LRAPs. The purpose of this workbook is to adapt the initial experiences of Can Tho, Dong Hoi, and Hanoi to benefit the national government and other communities in Vietnam and beyond. Indeed, the process described in this workbook was later adopted in the cities of Iloilo, the Philippines; Ningbo, China; and Yogyakarta, Indonesia, and the concluding chapter of this workbook draws on some of the lessons learned in these cities. However, the workbook, while generalizable to other contexts, largely reflects the Vietnamese experience.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Reclaiming the Lost Century of Growth: Building Learning Economies in Latin America and the Caribbean

    Update: The Spanish version of the full book was published on September 9, 2025. Latin America and the Caribbean has lost not decades but a century of growth due to its inability to learn—to identify, adapt, and implement the new technologies emerging since the Second Industrial Revolution. Superstars like Argentina, Chile, and Uruguay fell behind peers like France and Germany, while the entire region retrogressed in industries it once dominated and was unable to take advantage of new opportunities that propelled similarly lagging countries to high-income status. The report shows that this remains the case today as the region’s firms continue to lag in assimilating new technologies. However, it argues that Latin America and the Caribbean can reclaim the lost century by building learning economies, creating the human capital, institutions, and incentives needed to increase the demand for knowledge, facilitate the flow of new ideas, and foment the process of experimentation.

    Digital Progress and Trends Report 2025: Strengthening AI Foundations

    The recent rapid evolution of artificial intelligence (AI) has outpaced society’s ability to fully grasp its implications. Unlike technological shifts that have unfolded over decades, AI’s integration is accelerating at an unprecedented speed and scale. Along with AI’s immense opportunities come new responsibilities—especially for ethical deployment, accountability, and alignment with human values—that have few precedents in previous technology revolutions. This 2025 edition of the "Digital Progress and Trends Report (DPTR)" explores how low- and middle-income countries can harness AI to drive inclusive and sustainable development—and avoid being left behind. The report explains what makes AI different from earlier general-purpose technologies and why it matters for development. It introduces the 4Cs, the foundations essential for AI adoption, adaptation, and innovation: connectivity (infrastructure), compute (processing power), context (training data, algorithms, and applications), and competency (digital skills). Drawing on rich, novel data sets, this DPTR benchmarks countries across the 4Cs, analyzes supply and demand dynamics, and identifies market failures and externalities where policy action is urgently needed. This report emphasizes the need for global coordination and targeted interventions to close the widening AI gaps, where resource constraints threaten to exacerbate inequality. Policy insights will help governments unlock AI’s potential while navigating its risks.

    World Development Report 2022: Finance for an Equitable Recovery examines the central role of finance in the economic recovery from COVID-19. Based on an in-depth look at the consequences of the crisis most likely to affect low- and middle-income economies, it advocates a set of policies and measures to mitigate the interconnected economic risks stemming from the pandemic—risks that may become more acute as stimulus measures are withdrawn at both the domestic and global levels. Those policies include the efficient and transparent management of nonperforming loans to mitigate threats to financial stability, insolvency reforms to allow for the orderly reduction of unsustainable debts, innovations in risk management and lending models to ensure continued access to credit for households and businesses, and improvements in sovereign debt management to preserve the ability of governments to support an equitable recovery.

    Poverty, Prosperity, and Planet Report 2024

    The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.
