Abstract
Many of Jamaica's nontraditional agro-food exports face a broad range of competitiveness constraints related to inconsistent raw material production, high post-harvest losses, relatively high cost and limited availability labor, macroeconomic factors, and intensified regional and other competition. Market access problems related to SPS materials have exacerbated and reinforced these constraints, reducing the profitability and raising the risks associated with the conduct of these trades. The resolution of such SPS constraints is necessary, although not sufficient, to restore and improve the competitiveness of Jamaica's nontraditional agro-food exports. The aims of this study are to examine the efficacy of strategies to comply with emerging standards, assess the extent to which SPS measures have impeded the development of Jamaica's nontraditional exports, and review the prevailing level of SPS management capacities within the country and ongoing efforts to strengthen these. The study first describes the magnitude and composition of agricultural and food exports from Jamaica and then assesses the current status of SPS capacity. On these bases, the potential for SPS measures to impede agricultural and food product exports is assessed, drawing on a number of specific cases in which problems have occurred. An overall assessment of the impact of SPS measures is then undertaken, and recommendations made for future action on the part of both the Jamaican government and private sector.

Publication Not Yet Up to Standard(World Bank, Washington, DC, 2009-07)The relative prosperity enjoyed by Uganda during the 1960s, based largely on the traditional exports of coffee, tea, cotton, and tobacco, was eroded by a devastating civil war over the period 1971 to 1985. The paper is based upon interviews with selected respondents, including government authorities, exporting companies, donors, and practitioner organizations, carried out in 2007 and 2008. The paper is divided into four sections. Section one provides a brief historical perspective on the emergence of the Ugandan fruit and vegetable export industry and examines the role played by different government and donor initiatives in the initial shaping of the sector, between the late 1980s and late 1990s. Section two highlights the strategic commercial approaches adopted by Ugandan exporting companies and farmers during the 2000s in response to past performance and in the face of evolving regulatory and market requirements, especially in the European Union. Section three examines the rationale for, means of support of, and apparent efficacy of a range of recent programs seeking to improve or sustain the competitiveness of Uganda's fruit and vegetable exports via improved compliance with regulatory or private standards. Lessons are drawn from this experience. Section four provides a brief set of general conclusions.Publication Standards and Agro-Food Exports from Developing Countries: Rebalancing the Debate(World Bank, Washington, D.C., 2004-06)The proliferation and increased stringency of food safety and agricultural health standards is a source of concern among many developing countries. These standards are perceived as a barrier to the continued success of their exports of high-value agro-food products (including fish, horticultural, and other products), either because these countries lack the technical and administrative capacities needed for compliance or because these standards can be applied in a discriminatory or protectionist manner. The authors draw on available literature and work in progress to examine the underlying evidence related to the changing standards environment and its impact on existing and potential developing country exporters of high-value agricultural and food products. The evidence the authors present, while only partial, suggests that the picture for developing countries as a whole is not necessarily problematic and certainly less pessimistic than the mainstream "standards-as-barriers" perspective. Indeed, rising standards serve to accentuate underlying supply chain strengths and weaknesses and thus impact differently on the competitive position of individual countries and distinct market participants. Some countries and industries are even using high quality and safety standards to successfully (re-)position themselves in competitive global markets. This emphasizes the importance of considering the effects of food safety and agricultural health measures within the context of wider capacity constraints and underlying supply chain trends and drivers. The key question for developing countries is how to exploit their strengths and overcome their weaknesses such that they are gainers rather than losers in the emerging commercial and regulatory context.Publication Agribusiness and Innovation Systems in Africa(World Bank, 2009)The role of agriculture in sustainable development and poverty reduction for the vast majority of developing countries cannot be overemphasized. Forty-five percent of the developing world's population lives in households involved in agriculture, and twenty-seven percent in smallholder households, and most depend on agriculture for their livelihoods. The agricultural sector generates on average twenty-nine percent of gross domestic product (GDP), employs sixty-five percent of the labor force in agriculture-based countries, and is a key to generating overall growth. This book attempts to address these questions and challenges, by examining how agricultural innovation arises in four African countries, Ghana, Kenya, Tanzania, and Uganda, through agribusiness, public policies, and specific value chains for food staples, high value products, and livestock. Determinants of innovation are not viewed individually but within the context of a complex agricultural innovation system (AIS) involving many actors and interactions. The country reports are based on qualitative interviews with agribusiness representatives about their experiences in this area. The synthesis chapter preceding the country reports presents the main findings of the country reports, links common themes, and distills lessons learned.Publication Growing Food, Products, and Businesses(World Bank, Washington, DC, 2011-10)The report is organized into nine chapters. Chapter one provides the introduction to the report. Chapter two presents alternative approaches to agribusiness development and chapter three discusses the role of agribusiness incubators. Chapter four discusses the challenges of agribusiness incubators and chapter five presents a typology of agribusiness incubators. Chapter six elaborates on the evolution of incubators over time. Chapter seven presents the analysis of impact and cost-benefits. Chapter eight summarizes good practices and lessons learned. Chapter nine presents the recommendations.Publication To Spray or Not to Spray? Pesticides, Banana Exports, and Food Safety(World Bank, Washington, D.C., 2002-03)How governments regulate food safety and environmental protection, including pesticide residue levels, has important implications for trade. The World Trade Organization (WTO) Ministerial held in Doha, Qatar in November 2001, included statements on standards, and their impact on market access for developing countries. These issues will continue to be important in trade policy dialogues. It is assumed - and evidence from recent analysis confirms - that food safety standards can affect the ability of agricultural producers to meet regulatory standards, set by importing countries. The authors explore a fundamental question in food safety and environmental standards: Do regulations on pesticide have an effect on trade? They examine regulatory data from 11 OECD importing countries, and trade data from 19 exporting countries. The results suggest that a 10 percent increase in regulatory stringency - tighter restrictions on the pesticide chlorpyrifos - leads to a decrease in banana imports by 14.8 percent. This represents a significant impact on trade, and affect prospects of developing countries who continue to rely on exports of agricultural commodities, such as bananas. The findings also suggest that the lack of consensus on international standards, and divergent national regulations on pesticides is costly. For example, the authors estimate that if the world were to adopt a standard at a level of regulatory stringency suggested by Codex (the body charged with setting global standards in this area), in contrast with one set at the level in place in the European Union, there would be a U$S 5.3 billion loss in world exports.

Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Europe and Central Asia Economic Update, Spring 2025: Accelerating Growth through Entrepreneurship, Technology Adoption, and Innovation(Washington, DC: World Bank, 2025-04-23)Business dynamism and economic growth in Europe and Central Asia have weakened since the late 2000s, with productivity growth driven largely by resource reallocation between firms and sectors rather than innovation. To move up the value chain, countries need to facilitate technology adoption, stronger domestic competition, and firm-level innovation to build a more dynamic private sector. Governments should move beyond broad support for small- and medium-sized enterprises and focus on enabling the most productive firms to expand and compete globally. Strengthening competition policies, reducing the presence of state-owned enterprises, and ensuring fair market access are crucial. Limited availability of long-term financing and risk capital hinders firm growth and innovation. Economic disruptions are a shock in the short term, but they provide an opportunity for implementing enterprise and structural reforms, all of which are essential for creating better-paying jobs and helping countries in the region to achieve high-income status.
