Abstract
With more than three-quarters of its workforce employed in agriculture, Malawi is highly vulnerable to any adverse events affecting the agriculture sector, and agricultural risks are ever present in the country. Agricultural risks can obstruct development and enforce poverty traps, particularly for a country as reliant on agriculture as Malawi. Because of the size of the sector in the economy and the importance of agricultural products for export, agricultural growth correlates closely with gross domestic product (GDP) growth. Malawi’s effort to manage risks and to provide relief in response to adverse events diverts significant resources from longer-term development investments. To better understand the dynamics of agricultural risks and identify appropriate responses, incorporate an agricultural risk perspective into decision making, and build the capacity of local stakeholders in risk assessment and management, the agricultural risk management team (ARMT) of the agriculture and environment services department of the World Bank conducted an agriculture sector risk assessment. The purpose of this report is to assess existing agricultural risks, prioritize them according to their frequency and impacts on the sector, and identify areas of risk-management solutions that need deeper specialized attention. Three levels of risks were assessed: production risks, market risks, and enabling environment risks to selected supply chains. The report takes a quantitative and qualitative approach to assessing risk. This report is structured as follows: chapter one gives introduction and context. Chapter two provides an overview of the agriculture sector and the selected crops. Chapter three maps the production, market, and enabling environment risks to food crops and export crops. Chapter four looks at the adverse impacts of agricultural risks in terms of losses, both at the national level and for different regions. Chapter five prioritizes the risks in terms of their frequency and the severity of their impacts, and discusses solutions based on this prioritization, ongoing risk-management activities, and the feedback from the consultative workshop.

    Potential Impact of Climate Change on Resilience and Livelihoods in Mixed Crop-Livestock Systems in East Africa

    Climate-induced livelihood transitions in the agricultural systems of Africa are increasingly likely. A recent study by Jones and Thornton (2009) points to the possibility of such climate-induced livelihood transitions in the mixed crop-livestock rainfed arid-semiarid systems of Africa. These mixed systems cover over one million square kilometers of farmland in West Africa, Eastern Africa, and Southeastern Africa. Their characteristically scant rainfall usually causes crop failure in one out of every six growing seasons and is thus already marginal for crop production. Under many projected climate futures, these systems will become drier and even more marginal for crop production. This will greatly increase the risk of cropping and among the several possible coping and adaptation mechanisms, (e.g. totally abandoning farming, diversification of income-generating activities such as migration and off-farm employment, etc.) agro-pastoralists may alter the relative emphasis that they currently place on the crop and livestock components of the farming system in favor of livestock. There has been only limited analysis on what such climate induced transitions might look like, but it is clear that the implications could be profound in relation to social, environmental, economic and political effects at local and national levels. This study sought to identify areas in the mixed crop-livestock systems in arid and semi-arid Africa where climate change could compel currently sedentary farmers to abandon cropping and to turn to nomadic pastoralism as a livelihood strategy, using East Africa as a case study. While the current study found no direct evidence for the hypothesized extensification across semiarid areas in East Africa, it is clear that systems are in transition with associated changes not necessarily climate driven but linked to broader socio-economic trends. Not surprisingly, many of the households in the piloted sites face a wide array of problems including poverty, food insecurity and inadequate diets which will be aggravated by the looming risks posed by climate change.

    Mozambique Agricultural Sector Risk Assessment

    Agricultural risk management is a central issue that Mozambique faces in development, and multiple stakeholders have analyzed this challenge, sometimes with different terminology and focusing on varying aspects. The government of Mozambique has adopted the strategic plan for agricultural development (PEDSA 2010-19) that focuses on: (i) increasing the availability of food in order to reduce hunger through growth in small producer productivity and emergency response capacity; (ii) enlarging the land area under sustainable management and the number of reliable water management systems; (iii) increasing access to the market through improved infrastructures and interventions in marketing; and (iv) improving research and extension for increased adoption of appropriate technologies by producers and agro-processors. The World Bank’s agriculture sector risk assessment takes a holistic approach and relies on long time-series historical data to arrive at an empirical and objective assessment of agricultural risks and their impacts on Mozambique. This assessment will form the basis of the second step, solution assessment, whose final findings will inform National Investment Plan for the Agrarian Sector in Mozambique (PNISA). This document considers the many aspects of assessing risk in the Mozambican agriculture sector. Chapter one gives introduction and context. Chapter two introduces the major characteristics of the agricultural system leading into chapter three, which presents a comprehensive picture of the risks that exist in the sector. Chapter four, in quantifying the risks that have been observed, comments on the losses that have been incurred by the sector because of production risks, whereas chapter five provides a qualitative discussion of how risk has an effect on the different stakeholders present in the sector. Chapter six delves into the risk prioritization carried out by the team and then comments on various management measures. The report concludes with chapter six, in which recommendations are provided for improving risk management in Mozambique.

    Despite myriad challenges, Kenya has emerged in recent years as one of Africa’s frontier economies, with headline growth in the most recent decade propelling the country toward middle-income status. Less well understood is how risk dynamics associated with production, markets, and policy adversely impact sector performance, in terms of both influencing ex ante decision making among farmers, traders, and other sector stakeholders and causing ex post losses to crops, livestock, and incomes - destabilizing livelihoods and jeopardizing the country’s food security. The present study was commissioned in part to bridge this knowledge gap. It is the first step in a multiphase process designed to integrate a stronger risk focus into sector planning and development programs. It seeks to learn from and build on a range of broad initiatives by the Government of Kenya (GoK) and its development partners purposed to enhance Kenya’s resilience and response to natural disasters. The ultimate objective is implementation of a holistic and systematic risk management system that will reduce the vulnerability and strengthen the resiliency of Kenya’s agricultural supply chains, and the livelihoods that depend on them. This sector risk assessment is the primary output of phase one. The study’s main objective is to identify, assess, and prioritize principal risks facing Kenya’s agriculture sector by analyzing their impacts via quantitative and qualitative measures. The study’s main findings highlight an agriculture sector increasingly vulnerable to extreme weather variability. Chapter one gives introduction. Chapter two provides an overview of Kenya’s agriculture sector and a discussion of key growth constraints. Chapter three assesses the main agricultural risks (production, market, and enabling environment). Chapter four analyzes the frequency and severity of the major risks identified and assesses their impact. Chapter five presents some stakeholder perceptions of these risks and the potential to improve their management. Chapter six concludes with an assessment of priorities for risk management and a broad discussion of possible risk management measures that can help to strengthen the resiliency of agricultural supply chains and the livelihoods they support.

    Opening Up the Markets for Seed Trade in Africa

    Despite its vast agriculture potential, Africa is increasingly dependent on food imports from the rest of the world to satisfy its consumption needs. Food output has not kept pace with population growth, and more than 80 percent of production gains since 1980 have come from the expansion of cropped areas rather than from greater productivity of areas already cultivated. This paper looks at the current requirements for seed trade in Africa, the obstacles, status of ongoing plans for regional harmonization, challenges of harmonization, and opportunities for near-term improvement. With Africa increasingly dependent on food imports, regional economic communities have been discussing harmonized seed policies for many years. While agreement on key regulations pertaining to variety release, seed certification, and phytosanitary control is now falling into place, improved farmer access to quality seeds are many years away due to capacity limitations and legal obstacles. Without relying on complex rules, experience elsewhere shows there are many simple options for improved seed trade that African governments can implement directly while continuing to work towards full harmonization.

    Paraguay Agricultural Sector Risk Assessment

    This report is the result of a World Bank mission that visited Paraguay in June 2013 at the request of the Government of Paraguay. The mission’s objective was to identify, quantify, and prioritize agriculture risks that determine the volatility of agriculture gross domestic product (GDP), based on a methodology to assess sector risks developed by the World Bank. The methodology stipulates a two-phase process. The first phase (risk evaluation), which is in volume one of this report, was reviewed by the government and evaluates the current situation and perspective of agriculture sector risks, starting from the standpoint of supply chains. From here, and based on the identification of the most important risks, given their frequency and severity, a list of possible solutions was produced in addition to the existing public and private programs and policies. This process is completed with a second phase, where an action plan was prepared (volume two) that can be executed in the medium term to reduce sector risks and to contribute to the sustainability of agriculture investments. The significant efforts undertaken by the government to maintain support programs in critical production and trade areas of the sector are recognized, as well as the institutional development to strengthen the response capacity to agriculture risks. Chapter one gives introduction. Chapter two presents information about the agriculture sector and its recent performance is included, allowing to determine the most important supply chains for this risk assessment and to place the relative economic and social importance of the various commodities and production methods in the appropriate context. In chapter three, a comprehensive assessment of production, market, and enabling environment risks is undertaken for the main commercial and family farming supply chains, in addition to livestock. Chapter four shows the repercussions that risks have had in the past, in particular aggregated losses incurred by supply chain actors. Chapter five assesses the impacts of these losses throughout the supply chains and explores the relative vulnerability of the different actors. Chapter six presents the results and ranking of risks, a list of possible solutions jointly with different public initiatives where some identified risks are addressed.

    Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa

    Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.

    Continental Drying: A Threat to Our Common Future

    Grounded in new evidence from satellite data, “Continental Drying: A Threat to Our Common Future” presents the first global assessment of freshwater reserves over the past two decades. The findings expose an alarming trend of “continental drying,” a persistent long-term decline in freshwater availability across vast landmasses. Not only are droughts and deluges becoming more unpredictable, but the total amount of freshwater available for use has also significantly declined. Continental drying, driven by global warming, worsening droughts, and unsustainable water and land use, is a silent but accelerating crisis—largely unknown to the public—that reshapes the global water narrative. Continental drying raises profound risks. This report reveals new empirical evidence showing how freshwater depletion leads to major job losses, reduced incomes, wildfires, and biodiversity threats. In the long term, the combined effects of drying and warming could push societies toward a tipping point where damage accelerates rapidly and adaptation becomes increasingly difficult. Against the backdrop of continental drying, global water consumption rose by 25 percent between 2000 and 2019, with about a third of this increase occurring in regions already experiencing drying. Compounding the pressure, a substantial share of water use in drying regions remains inefficient. Continental Drying identifies hot spots where rising demand and declining supply converge and explores where and how water savings can be realized. This report recommends a three-pronged approach to address the crisis: managing demand, augmenting water supply, and improving water allocation. Five cross-cutting levers—strengthening institutions, reforming water tariffs and repurposing subsidies, adopting water accounting, leveraging data and technological innovations, and valuing water in trade—are essential for effective implementation and to attract private investment to finance the approach. Beyond water, addressing trade barriers, investing in education and skills development, and improving access to markets and financial services are critical for strengthening job and livelihood resilience amid a continental drying crisis.

    Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries

    Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Kyrgyz Republic Country Climate and Development Report

    This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.
