Abstract
This EdTech landscape survey provides an overview of the Indonesian startup ecosystem in EdTech, drawing upon three main sources of information: publicly available data, information collected via an online-questionnaire sent to 60 EdTech players—representing the vast majority of the main players—and 18 structured, in-depth face-to-face interviews from December 2018 through February 2019, as well as a group consultation with preliminary findings and recommendations. The findings reveal that the Indonesian EdTech sector is starting to catch up with the global frontier, and with growth of similar platforms, such as Harukaedu (a platform offering online university degrees), Ruangguru (an interactive e-learning platform for K-12 students in Indonesia) and Cakap by Squline (a tutoring platform for language learning), but overall the sector is still in its infancy. This early stage of development applies to evidence as well; there is almost no rigorous information available about the quality or effectiveness of the products and services offered in the Indonesian EdTech market, something that is true of many EdTech markets globally. Indonesian EdTech products generally aim at helping students with learning and upskilling, helping educators with student management, communication and teaching, and helping educational institutions with administration. For example, companies such as Ruangguru, Zenius and Quipper provide self-directed e-learning content, interactive learning platforms, and study tools that help students to expedite the learning process, along with interactive online services that help students with theirassignments and test preparation. Companies such as Arsa Kids, Digikids and Educa Studio develop gamebased and blended learning experiences, including interactive storybooks and educational mobile apps, to help improve early childhood educators' effectiveness.

Publication Options to Increase Access to Telecommunications Services in Rural and Low-Income Areas(World Bank, 2010)Recent evidence suggests that increasing overall service coverage and promoting access to telecommunications services have a high economic benefit. Overall, it is estimated that a ten percent increase in mobile telephony penetration could increase economic growth by 0.81 percent in developing countries, whereas a ten percent increase in broadband penetration could increase economic growth by 1.4 percent. In rural and low-income areas in particular, not only do basic telephony services and broadband access allow population to connect with relatives and friends, but they have also introduced a dramatic increase in productivity and in many cases have become the only way for small and medium enterprises in rural areas to access national and, in some cases, global markets. Moreover, the impact of access to telecommunications in rural areas on health, education, disaster management, and local governments has allowed better and more rapid responses, improved coordination, and more effective public management. It is therefore worthwhile to take a second look at all possible policy options, both conventional mechanisms (some of which underutilized) as well as new approaches, to determine whether some of them may be relevant for the emerging agenda of universal broadband access. This paper will first address the necessary conditions required to adopt a more ambitious universal access policy in developing countries. After that, a brief account of the main relevant trends in the industry will be made, followed by a description of twelve different mechanisms for project implementation and six different mechanisms for funding of universal access strategies. Then, an evaluation of the mechanisms will be carried out to identify the most suitable ones. Finally, some recommendations to policy makers on implementation of the preferred mechanisms are also drawn from the analysis.Publication A Program of the South-South Experience Exchange Facility(Washington, DC, 2010-07)The SERENE program, coined as an acronym for South-South Exchange of Research and Education Network Experience, was a series of activities that applied what is called the 'blended learning' approach, using a combined variety of tools such as web based discussions, live multisite videoconferences, and in person study visits and workshops, as a program of the global development learning network. Given the global and collaborative nature of contemporary research and the digitization of knowledge resources, access to internet and to research networks has become a pre-requisite for the provision of quality higher education in a country. Yet in some South Asian countries access to internet is poor and still very expensive, leading to academic isolation, exclusion from global research and low quality of teaching. The objectives of the program were to assist the participants in producing country policy plans for building research networks in their own countries and to encourage the establishment of a regional association of South Asian National Research and Education Networks (NRENs). The eventual outcomes of the program were, on the one hand, a conviction by the participating policy makers that an NREN was essential for the development of their higher education systems, and on the other, a series of policy notes to their respective governments on how to go about establishing and managing such a network.Publication Digital Identity Toolkit : A Guide for Stakeholders in Africa(Washington, DC, 2014-06)Digital identity, or electronic identity (eID), offers developing nations a unique opportunity to accelerate the pace of their national progress. It changes the way services are delivered, helps grow a country's digital economy, and supports effective safety nets for disadvantaged and impoverished populations. Though digital identity is an opportunity, it raises important considerations with respect to privacy, cost, capacity, and long-term viability. This report provides a strategic view of the role of identification in a country's national development, as well as a tactical view of the building blocks and policy choices needed for setting up eID in a developing country. The report presents a conceptual overview of digital identity management practices, providing a set of guidelines at a national level that policymakers can find helpful as they begin to think about modernizing the identity infrastructure of their country into eID. The report also provides an operating knowledge of the terminology and concepts used in identity management and an exposition of the functional blocks that must be in place. Policy considerations are referenced at the end of the report that governments can use as they contemplate a digital identity program. Given its abridged nature, the report is intended to be insightful and detailed, though not exhaustive. Several important topics related to eID are noted though deserve further discussion, including: economic and financial analysis, the development and setup of a national civil register, and cross-border aspects of eID. The building blocks, as discussed, can help ensure that a secure, robust and reliable digital identity platform can serve the development needs of a country for the foreseeable future.Publication Survey of ICT and Education in Africa : Kenya Country Report(World Bank, Washington, DC, 2007-04)This short country report, a result of larger Information for Development Program (infoDev)-supported survey of Information and Communication Technologies (ICT) in education in Africa, provides a general overview of current activities and issues related to ICT use in education in the country. Kenya has made remarkable progress putting in place an ICT policy framework and implementation strategy, complete with measurable outcomes and time frames. The process has had the benefit of sound advice from officials and stakeholders and, perhaps more importantly, strong leadership from the office of the Permanent Secretary of the Ministry of Education. However, universal implementation is challenging given the lack of resources, national ICT infrastructure, and even electrical supply - particularly in the rural areas.Publication ICTs for Regional Trade and Integration in Africa(World Bank, Washington, DC, 2014)Trade is critically important to Africa's economic prospects, as a source of revenue, investment and employment, yet Africa's trade is highly fragmented and the weakness of its trade performance constrains growth and poverty reduction. Africa today generates only about 2.5-3.5 per cent of world trade. African countries mostly export primary commodities while importing manufactured goods, from Europe, North America or developing regions outside Africa. Only about 10 per cent of Africa's trade is exchanged within the continent, a much lower proportion than in other world regions. Small domestic markets, landlocked status and limited natural resources restrict the trade potential of many countries. These structural factors inhibit the development of manufacturing sectors which could supply both African and world markets. Trade barriers are strongest at critical points along the supply chain between producers and consumers of goods and services, particularly points of entry/exit between countries.

Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.Publication South Asia Development Update, April 2025: Taxing Times(Washington, DC: World Bank, 2025-04-23)Growth prospects for South Asia have dimmed. The global economic environment has become more challenging and is a source of heightened downside risks. After a decade of repeated disruptions, South Asia’s buffers to cushion new shocks are slim. Tackling some of its greatest inefficiencies and vulnerabilities could help South Asia navigate this unusually uncertain outlook: unproductive agricultural sectors, dependence on energy imports, pressures from rising global temperatures, and fragile fiscal positions. For most South Asian countries, increased revenue mobilization is a prerequisite for strengthening fiscal positions. Even taking into account the particular challenges of collecting taxes in South Asian economies—such as widespread informal economic activity and large agriculture sectors—South Asian economies face larger tax gaps than the average emerging market and developing economy (EMDE). This suggests the need for improved tax policy and administration. Until fiscal positions have strengthened, the burden of climate adaptation will disproportionately fall on the private sector. If allowed sufficient flexibility, private sector adaptation could offset about one-third of the likely climate damage by 2050. This may, however, require governments to remove obstacles that prevent workers and firms from moving across locations and activities. As growth prospects dim, the challenge grows to create jobs for South Asia’s rapidly expanding working-age population. South Asia’s large diasporas could become a source of strength if their knowledge, networks, and other resources can be better tapped for investment and trade.Publication Peru: Seizing Opportunities for Growth and Prosperity(World Bank, Washington, DC, 2025-03-11)Peru achieved remarkable economic success between 2002 and 2013 through structural reforms and prudent macroeconomic policies, nearly doubling the regional average with an annual growth rate of 6.1 percent and significantly reducing poverty from about 60 percent to 24 percent. However, progress has stalled since 2014, revealing structural challenges such as low productivity, persistent regional disparities, and declining institutional capacity exacerbated by political instability. Despite these obstacles, Peru retains substantial growth potential by strategically leveraging its comparative advantages, particularly as the world's second-largest copper exporter, and through sectors like agriculture and tourism. By adopting bold reforms to boost productivity, innovation, and women's economic empowerment, addressing spatial inequalities, and fundamentally strengthening institutional capacity and public investment management, Peru can accelerate its development trajectory and achieve high-income status by the early 2040s—three times faster than current trends suggest.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Or will the continent continue to underperform its peers? A flagship report published by the World Bank in 2000 asked, Can Africa Claim the 21st Century? It provided a blueprint for Africa to navigate in the uncertain future. A quarter century later, Africa’s progress reveals some advancements, yet efforts to overcome pivotal challenges identified at the century’s outset have fallen short. The agenda to mitigate conflicts, invest in people, bolster economic competitiveness, and reduce dependence on external financing remains unfinished. What will it take to reshape Africa’s trajectory, not only for the few countries that have made notable advancements but also for current and future generations across the continent? The goal of fostering inclusive green growth remains, yet its attainment is increasingly daunting. Based on labor-intensive, polluting industrialization that once brought wealth elsewhere, the growth model is unlikely to succeed as automation expands, trade patterns shift, and climate pressures mount. Amid rapid population growth, achieving social and economic inclusion becomes more arduous. Moreover, sustainability confronts threats not solely from pollution and resource overextraction but also from the exacerbating impacts of the changing climate. Nevertheless, promising instances and hopeful examples in numerous African nations demonstrate that no inherent barriers are preventing Africa from accelerating development and narrowing the gaps with other world regions. To achieve this, countries must intensify efforts to address three crucial enablers of development: 1. Governance with accountable leadership and a competent and committed state. Without this, progress on any aspect of development is unattainable. 2. Young Africans equipped with skills, technology, and access to quality health care, enabling them to engage in society and the economy. 3. Robust, well-functioning market systems that cultivate growth, foster opportunities, and generate productive employment. This sequel report, 21st-Century Africa, analyzes past achievements, enduring obstacles, and potential policy alternatives and outlines strategies for governments to enhance support for sustainable growth. The report delves into ways the continent can empower its expansive, young labor force with the requisite skills and resources for a modern, productive economy. It also explores how trade in goods and services can distribute economic gains across what historically has been the most fragmented world region.
