Abstract
The Carbon Markets Infrastructure Working Group (CMI WG), convened by the World Bank, has developed a suite of five Technical Guidance Notes to support the development of secure, connected, and trustworthy carbon market systems. Each note addresses a critical area of market infrastructure—Ecosystem Governance, Transaction Integrity, Information Security, Data and Systems Interoperability, and Digital MRV—offering foundational insights, practical tools, and actionable recommendations for stakeholders across the ecosystem. Carbon markets hold immense potential to channel climate finance to developing countries and accelerate emissions reductions. Yet, scaling their impact requires robust infrastructure that ensures credibility, transparency, and cross-border operability. These guidance notes directly respond to key infrastructure gaps identified in the "Roadmap for Safe, Efficient, and Interoperable Carbon Markets Infrastructure"—launched by the World Bank and CMI WG at COP29—which outlines a collective vision and priority actions to strengthen market systems. Anchored in the World Bank’s "Engagement Roadmap for Carbon Markets" and informed by global initiatives and cross-sector consultations, this series equips market actors to design infrastructure that is secure, scalable, and interoperable—enabling the next generation of high-integrity climate action. A Roadmap for Safe, Efficient, and Interoperable Carbon Markets Infrastructure
(Washington, DC: World Bank, 2024-11-08) World Bank; Carbon Markets Infrastructure Working Group
A well-structured and high-integrity carbon market has the potential to mobilize essential financing for climate action, especially in developing countries. Achieving scale will require secure, efficient, and interoperable infrastructure that fosters the growth and reliability of these markets. This "Roadmap for a Safe, Efficient, and Interoperable Carbon Market Infrastructure 2024" outlines critical bottlenecks and priority action areas identified by the Carbon Market Infrastructure Working Group (CMI WG). This includes clarifying ecosystem governance, documenting current standards and market practices related to information security and transaction integrity, and enhancing data and systems interoperability.

Technical Guidance Note on Transaction Integrity for Carbon Markets Infrastructure: Tools and Recommendations
(Washington, DC: World Bank, 2025-06-06) World Bank; Carbon Markets Infrastructure Working Group
The "Technical Guidance Note on Transaction Integrity for Carbon Markets Infrastructure: Tools and Recommendations" is one of five guidance notes prepared by the Carbon Markets Infrastructure Working Group (CMI WG). This note provides practical guidance to embed transaction integrity within carbon market infrastructure. It highlights key risks and introduces a maturity-based framework to assess and enhance controls across Know Your Client (KYC), Anti-Money Laundering (AML), and Anti-Bribery and Corruption (ABAC) practices. With practical tools and step-by-step guidance, the note aims to support stakeholders in designing proportionate, risk-based safeguards that align with global standards. As carbon markets grow, embedding integrity into core systems and culture is vital to ensure transparency, credibility, and cross-border trust.
