Abstract
This Country Private Sector Diagnostic (CPSD) comes at a challenging yet opportune juncture for Fiji to rebuild a more diverse and resilient economy amid the lingering impacts of COVID-19. Fiji recorded its strongest period of gross domestic product (GDP) growth (since achieving independence in 1970) in the decade leading up to COVID-19, underpinned by rising productivity and investment, improved political stability, and a booming tourism sector. However, the shocks of COVID-19 and a series of natural disasters, Tropical Cyclone (TC) Harold and TC Yasa, have been devastating for Fiji’s economy, bringing widespread production disruptions and job losses. The increasing frequency of these weather events has also complicated Fiji’s economic development strategy and plans. Fiji’s real GDP declined by 15.2 percent in 2020 and is estimated to have contracted a further 4.0 percent in 2021, with the long-term ramifications of the COVID-19 pandemic on the economy yet to be fully seen. These shocks have also exacerbated some of Fiji’s long-standing structural vulnerabilities, including the economy being vulnerable to repeated climate-related shocks, its lack of sectoral diversification, and sluggish private sector job growth (particularly among youth and women). In this context, the CPSD approach for Fiji to ‘build back better’ revolves around four key interrelated pillars: (1) unlocking new sectoral sources of growth beyond tourism; (2) strengthening economic and climate resilience; (3) leveraging Fiji’s potential as an economic hub in the Pacific region; and (4) creating inclusive employment opportunities.

    Creating Markets In Honduras

    Honduras has significant investment potential, with ample productive resources, a solid industrial base, a market-oriented reform agenda, a strategic location with access to many international markets, and a growing labor force. The country’s young and growing population is yielding a demographic dividend, which presents new opportunities for economic growth and diversification, especially in the service sectors such as business-process outsourcing (BPO) and in development of digital financial services (DFS). Honduras’s rich endowment of resources and improving business climate have attracted rising levels of private investment, and the country achieved the second highest tradeto-GDP ratio in the Latin America and the Caribbean region prior to COVID-19 crisis. However, large-scale investment and trade have yet to generate rapid economic growth and robust poverty reduction. The public and private sectors will both play vital roles in Honduras’s economic recovery. Ongoing targeted support will be necessary to address the health and humanitarian consequences of the pandemic, mitigate the resulting increase in poverty and inequality, and support the resumption of economic activity. This Country Private Sector Diagnostic (CPSD) is designed to help guide Honduras’s private sector development agenda in this challenging and rapidly evolving context.

    Creating Markets in Pakistan

    This Country Private Sector Diagnostic (CPSD) analyzes and synthesizes cross-cutting and sectoral impediments to private sector development in Pakistan. It also proposes a policy reform agenda that would be transformational for the growth and competitiveness of the private sector. It complements the World Bank’s Systematic Country Diagnostic (SCD, 2020) and aims to contribute to the national dialogue by focusing specifically on private sector issues. The Pakistan@100 body of work is the base and it draws on recent thematic World Bank reports and consultations with business leaders and public officials. Technical solutions to Pakistan’s institutional constraints and policy distortions are readily available, but the implementation of these solutions requires committed political leadership. This has proven hard to muster in Pakistan’s young and noisy democracy. Successive administrations have been humbled by vocal public opposition or internal resistance to change influenced by special interest groups. Maintaining political stability has been challenging with frequent transfers of power between civilian and military administrations. The devolution of powers to the provinces and local governments has resulted in an institutional footprint with sometimes overlapping or unclear mandates that give rise to uncertainty for businesses. The question is therefore what it would take for Pakistan’s policymakers—and its elites and informal decision makers—to step up to address the multitude of issues as Pakistan falls behind its peers. Or, in other words, what would enable the government to break the economy’s many sub-optimal equilibria.

    Creating Markets in Botswana - A Diamond in the Rough

    Diamonds have been at the center of Botswana’s growth miracle for decade - but the urgency to diversify is stronger than ever. Although Botswana’s economy has undergone transformation over the past decades, the shift has been largely into non-tradable services, with limited gains in employment, income equality, and export diversification. In addition, Botswana’s high vulnerability to climate change, which affects all major sectors of the economy, underscores the need to strengthen Botswana’s response to climate factors as a basis for renewed, sustainable growth. A positive growth outlook and steps taken as part of the Coronavirus disease 2019 (COVID-19) crisis response should give the government new impetus to accelerate reforms. Success in diversifying the economy will depend on the decisive implementation of structural measures to increase private sector participation in nonmineral exports and transformative sectors. The dominant role that the government of Botswana still plays in large parts of the economy, particularly through its footprint as a shareholder in companies in the corporate sector, is a critical constraint that inhibits the entry and success of private sector participants. Gaps in infrastructure, access to finance, and skills are additional key constraints to employment and productivity growth. A coordinated approach to financing entrepreneurship and policies to increase uptake of digital finance can help close the gap. Trade barriers are another key cross-cutting constraint for the private sector, and a greener path for the economy can be unlocked by facilitating improved trade in environmental goods and services (EGS). Three key recommendations for the energy sector are as follows. The first recommendation is the fast tracking of instruments to facilitate investment in energy infrastructure development, including independent power producer (IPP) licensing, and procurement guidelines and processes. The second recommendation is the enhancement of the institutional capacity and governance model of the Botswana Energy Regulatory Authority (BERA). The third recommendation is the development of credit-enhancement and risk-mitigation strategies and supporting instruments to attract and mobilize private sector investment.

    Why Banks in Emerging Markets Are Increasingly Providing Non-financial Services to Small and Medium Enterprises

    Banks in emerging markets are increasingly providing non-financial services to their SME clients, typically consisting of information sharing, training and consultancy. This study, published by IFC in partnership with the Austrian Government, is the first to explore reasons behind this trend, finding that banks' key motivations include attracting and retaining customers, and strengthening portfolio quality. The report consists of an overview followed by case studies of three banks, namely Türk Ekonomi Bankasý (TEB), Standard Chartered Bank (SCB), and ICICI Bank. It is estimated that there are 365 to 445 million formal and informal micro, small, and medium enterprises, with a subset of 25 to 35 million formal SMEs, in the developing world. Of these, 70 percent do not use external financing from financial institutions, although they are in need of it. Approximately 85 percent suffer from credit constraints.

    Creating Markets in Mali

    Until the onset of the coronavirus disease 2019 (SARS-CoV2) COVID-19 pandemic and despite the deteriorating security situation, Mali’s economic growth averaged five percent since 2014, on par with its long-term potential. Mali’s fragile state status has also taken a toll on economic activity and social welfare by reducing access to markets, threatening food security, and degrading human capital indicators. With an increasing debt burden resulting in limited fiscal space to address persistent security risks and to combat the COVID-19 pandemic, the government of Mali is compelled to refocus the role of the state and unleash the potential of the private sector to boost productivity growth, to diversify the economy away from a narrow base, and to ensure inclusive economic and social welfare for all Malians. The growth model will be readdressed around energizing investment, creating resilient markets, and building back better for a more resilient recovery via (a) improving the business environment; (b) crowding-in private participation in the delivery of infrastructure and certain public services; (c) ensuring that remaining state-owned enterprises and private firms compete on equal terms - that is, upholding competitive neutrality principles; (d) expanding public-private partnerships in key sectors, through transparent and competitive procurement; and (e) leveraging digital solutions by further enhancing digital infrastructure that would, in turn, increase the uptake of digital financial services and digital platforms for key sectors of the economy, such as agriculture, and digitize government services (e-government).

    Global Economic Prospects 2006 : Economic Implications of Remittances and Migration

    The themes of the 2006 Global Economic Prospects (GEP) are international remittances and migration, their economic consequences, and how policies can increase their role in reducing poverty. The GEP explores the gains and losses from international migration from the perspective of developing countries, with special attention to the money that migrants send home. The report also considers policy initiatives that could improve the developmental impact of migration, with particular attention to remittances. The first chapter reviews recent developments in and prospects for the global economy and their implications for developing countries. Chapter 2 uses a model-based simulation to evaluate the potential global welfare gains and distributional impact from an increase in high-income countries' labor force caused by migration from developing countries. Chapter 3 surveys the economic literature on the benefits and costs of migration for migrants and their countries of origin. Chapter 4 investigates the size of remittance flows to developing countries, the use of formal and informal channels, the role of government policies in improving the development impact of remittances, and, their macroeconomic impact. Chapter 5 addresses the impact of remittances at the household level. The last chapter investigates policy measures that could lower the cost of remittance transactions for poor households and measures to strengthen the financial infrastructure supporting remittances.

    Special Economic Zones : Progress, Emerging Challenges, and Future Directions

    Ask three people to describe a special economic zone (SEZ) and three very different images may emerge. The first person may describe a fenced-in industrial estate in a developing country, populated by footloose multinational corporations (MNCs) enjoying tax breaks, with laborers in garment factories working in substandard conditions. In contrast, the second person may recount the 'miracle of Shenzhen,' a fishing village transformed into a cosmopolitan city of 14 million, with per capita gross domestic product (GDP) growing 100-fold, in the 30 years since it was designated as an SEZ. A third person may think about places like Dubai or Singapore, whose ports serve as the basis for wide range of trade- and logistics-oriented activities. In this book, the author use SEZ as a generic expression to describe the broad range of modern economic zones discussed in this book. But we are most concerned with two specific forms of those zones: (1) the export processing zones (EPZs) or free zones, which focus on manufacturing for export; and (2) the large-scale SEZs, which usually combine residential and multiuse commercial and industrial activity. The former represents a traditional model used widely throughout the developing world for almost four decades. The latter represents a more recent form of economic zone, originating in the 1980s in China and gaining in popularity in recent years. Although these models need not be mutually exclusive (many SEZs include EPZ industrial parks within them), they are sufficiently different in their objectives, investment requirements, and approach to require a distinction in this book.

    Accelerating Poverty Reduction in Africa

    Sub-Saharan Africa's turnaround over the past couple of decades has been dramatic. After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.

    The Great Recession and Import Protection : The Role of Temporary Trade Barriers

    The great recession of 2008-9 caused a negative shock to the global economy that is comparable with the great depression of the 1930s. The major advanced nations experienced painful economic contraction, severe dislocation to industrial production and sharp spikes in unemployment. Trade flows collapsed across all the regions of the world. The rest of this introductory chapter proceeds as follows. Next, the report provide a more detailed timeline and summary of events in the great recession, including its macroeconomic and trade impacts, the uncertainty over trade policy in 2008-9, and the response to calls for additional monitoring of trade policy. In particular, section one highlight the real time monitoring efforts of the World Bank's global antidumping database and subsequent temporary trade barriers (TTBs) database. These contributions have addressed some of the immediate concern about the unknown scale of protectionism taking place in 2008-9, but they have also revealed a lack of informational preparedness that has ultimately spurred this volume's research. In section two, the author introduce a relatively simple methodological framework to improve intertemporal assessment of the scope of TTB use, an approach that many of the volume's chapters adopt or modify to construct better measures of the 'stock' and 'flow' of imported products that countries subject to TTBs. (A more technical description of the methodology is provided in the Appendix (section six), along with details of the many common data sources used across the subsequent chapters.) What are the empirical results? Section three provides a simple application of this methodology and finds that, during the crisis, these economies collectively increased by 25 percent the imported products that they subjected to TTB import protection. Nevertheless, it turns out this collective expansion in TTB coverage during 2008-9 was dominated by emerging economies. Developing countries used TTBs to cover 39 percent more imported products by the end of 2009 compared with 2007, whereas recession-ravaged high-income economies surprisingly increased their coverage by only 4 percent. However, it is also clear from the data that understanding these crisis changes demands recognition of longer term trends. Thus, given these high-level results, Section 4 turns to a number of common questions that the subsequent chapters investigate, on an economy-by-economy basis, in more detail. This section provides a short preview of how the volume's authors subsequently address these questions by placing the trade policy changes of 2008-9 into historical context. Section five then concludes.

    Children Learning to Code

    This book explores the premise that coding is an essential 21st century skill required for all. Learning of coding does not merely mean learn the syntax, grammar and usage of a specific computer language like Python or Ruby, but the deeper concept of computational thinking. It is possible to learn aspects of computational thinking without learning coding, but coding is essential to acquire a sound understanding and knowledge of computational thinking. The book is intended to be helpful to policy makers at the Federal and Regional level who are concerned about the need for the Russian Education system to be responsive to the demands that will be faced by children growing up today into a networked, connected world of ever-increasing digitization and online and offline collaboration. The book will also be helpful to teachers and parents and other adults who are interested in understanding more about the subject of preparing children for the 21st century from both theoretical and practical perspectives. It is also useful to explain what this book is not, even though it refers to a substantive body of rich and growing academic work on the subject, it is not intended to be an academic work that would contribute new knowledge. Most of this academic work does not appear in headlines or social media feeds of non-specialists, but quite a bit of the work is very interesting and relevant. This book has tried to translate some of this knowledge in understandable terms to policy makers and practitioners, without oversimplifying complex realities. An extensive set of references including website urls will allow the interested reader to delve deeper into any of the topics.
