dc.description.abstract | The main messages of poor places, thriving people: how the Middle East and North Africa can rise above spatial disparities can be summarized in four words: people, connections, clusters, and institutions. This report shows how smart investments and policies in transport can connect poor places to the dynamic economies of their rich neighbors. There is also a wide open field of opportunity for telecommunications to bring electronic proximity to lagging areas. Many countries have spent huge sums on subsidies to entice investors to lagging areas-usually without any sustainable impact. This report recommends that governments turn their efforts toward the new approach to local economic development, which is gaining ground around the world, and is based on economic clusters, local competitive advantage, private initiative, and public-private dialogue. The report describes the state-of-play in territorial planning, public financial management, targeted programs, deconcentration, and decentralization, and it sketches some emerging lessons. This report combines the insights of specialists in the majority of the World Bank's key sectors: agriculture, development economics, education, health, poverty analysis, social protection, and transport. It is the report's modest aim, if not to offer a single formula for reducing spatial disparities, at least to propose a range of policy options that the region's leaders can reflect on in the light of their national objectives. | en |
dc.description.abstract | Le prรฉsent document est un rรฉsumรฉ du Rapport 2010 de la Banque mondiale sur le dรฉveloppement de la rรฉgion Moyen-Orient et Afrique du Nord, qui a pour thรจme les disparitรฉs spatiales. Les dirigeants des pays de la rรฉgion Moyen-Orient et Afrique du Nord (MENA) sont prรฉoccupรฉs par lโรฉcart de dรฉveloppement entre les zones avancรฉes et celles qui sont ร la traรฎne. Un dรฉveloppement inรฉgalement rรฉparti dans lโespace pourrait en effet รชtre interprรฉtรฉ comme un รฉchec de la justice รฉconomique ou un manquement au contrat social entre gouvernants et gouvernรฉs, et la migration se traduire par un mรฉcontentement des populations urbaines ou par une modification des rapports politiques et sociaux. Mais les autoritรฉs des pays MENA ont une autre prรฉoccupation qui nโest pas moins urgente. Les taux de chรดmage dans la rรฉgion sont au moins deux fois plus รฉlevรฉs en moyenne que ceux de lโensemble des pays ร revenu intermรฉdiaire, toutes rรฉgions confondues. La solution au problรจme des disparitรฉs spatiales passe par lโanalyse minutieuse du contexte local et la mise en ลuvre de politiques adaptรฉes aux caractรฉristiques de chaque rรฉgion en retard. La prรฉsente รฉtude examine trois trains de mesures qui sโinspirent du Rapport sur le dรฉveloppement dans le monde 2009 : Le premier train de mesures vise ร uniformiser les rรจgles du jeu pour promouvoir le dรฉveloppement des rรฉgions dรฉfavorisรฉes en facilitant lโaccรจs aux services sociaux et en amรฉliorant le cadre de lโactivitรฉ รฉconomique. Le deuxiรจme train de mesures est destinรฉ ร relier les zones en retard aux zones avancรฉes. Le troisiรจme train de mesures vise ร faciliter un dรฉveloppement รฉconomique rรฉgional en grappes, sans recourir ร des subventions. Lโobjectif est ici dโencourager la croissance รฉconomique locale pour rรฉduire les disparitรฉs gรฉographiques. | fr |
