Abstract
This paper addresses two main topics: the effects of conflict on the psychological; and well-being of women methodological issues related to the measurement of psychological well-being. The literature on these topics is reviewed, and data from a qualitative study conducted in northern Uganda is used to explore them in more depth. Finally, the paper considers the ways in which conflict has contributed to women's psychological distress in northern Uganda, and the implications of this study for future programming and research.

    Violence Against Women and Girls : Introduction

    Violence against women and girls (VAWG) is one of the most oppressive forms of gender inequality and stands as a fundamental barrier to equal participation of women and men in social, economic, and political spheres. Such violence impedes gender equality and the achievement of a range of development outcomes. VAWG is a complex and multifaceted problem that cannot effectively be addressed from a single vantage point. The prevention of, and response to, such violence requires coordinated action across multiple sectors. This resource guide was developed through a partnership between the Global Women s Institute (GWI) at George Washington University, the Inter-American Development Bank (IDB), and the World Bank Group (WBG). The primary audiences for the guide are IDB and WBG staff and member countries, as well as other development professionals who do not yet have experience addressing VAWG. The purpose of this guide is to provide the reader with basic information on the characteristics and consequences of VAWG, including the operational implications that VAWG can have in several priority sectors of the IDB and WBG. It also offers guidance on how to integrate VAWG prevention and provide quality services to violence survivors across a range of development projects. Lastly, it recommends strategies for integrating VAWG prevention and response into policies and legislation, as well as sector programs and projects.

    Sexual and Gender-Based Violence : What is the World Bank Doing and What Have We Learned, A Strategic Review

    Sexual and gender-based violence (SGBV) is the most prevalent form of gender inequality. More than one third of the women in the world have experienced some form of gender based violence. The impacts of such violence extend far beyond the individual survivors, affecting households and communities, and spanning across generations. SGBV is widely recognized as a development constraint that falls within the World Bank's mandate. This report is an effort to take stock of the experience of the World Bank in addressing SGBV, from 2008 to 2013, in order to capture lessons for engaging more strategically on this issue across the Bank portfolio. The report elaborates on the prevalence of SGBV, the methodology adopted for the purpose of this review, an overview of World Bank activities for SGBV, lessons learned, addressing SGBV in design and implementation, cross-cutting and operational lessons, conclusions and recommendations.

    Measuring Psychosocial Wellbeing in Democratic Republic of Congo

    Since it began operating in the 1990s in northern Uganda, the LRA has inflicted enormous suffering on millions of civilians in several countries of the Great Lakes and Central African regions. In the 1990s and early 2000s, suc¬cessive Ugandan People s Defense Force (UPDF) operations in northern Uganda largely drove the LRA into the DRC and what is now South Sudan, and after 2008, into the CAR. Armed conflict negatively affects women and men in different ways and results in gender-specific dis¬advantages which are not always recognized or ad¬dressed in mainstream conflict and reconstruction programs and policies. The Learning on Gender and Conflict in Africa Program (LOGiCA) aims to increase gender-specific programming in post-conflict Sub-Saharan Africa, with a focus on de¬mobilization and reintegration (D&R) in the Great Lakes region (GLR), and gender specific issues arising from armed conflict including psy¬chosocial aspects.

    Montenegro Gender Diagnostic

    In 2011, women and girls represented 50.6 percent of the total Montenegrin population (620,029 persons). Different aspects of gender inequality vary by region and ethnicity. The present World Bank country partnership strategy in Montenegro is based on two pillars that include supporting Montenegro s accession to the European Union (EU) through boosting institutions and competitiveness. The purpose of this report is to provide an overview of gender inequality in Montenegro. Using a number of data sources, gender differences in various outcomes are analyzed with the intention of highlighting gender inequalities in human wellbeing. Results are used to prioritize possible avenues for future research to better understand such inequalities and or suggest areas that require more focus from policymakers. This report operates under the premise that gender equality is both an issue of human rights and of critical economic consequence. In line with the world development report (WDR) 2012, the nomenclature of gender gaps in endowments, access to economic opportunities, and agency will be used to elaborate upon these arguments and their relevance to Montenegro. The findings of this diagnostic suggest that there are gender gaps in Montenegro, particularly in: (i) agency, although available data in this area is limited; (ii) access to economic opportunities; and (iii) human capital among some population subgroups. The structure of the report is as follows: section one gives introduction. Section two addresses gender disparities in endowments, including education, health, and assets. Section three presents disparities in economic opportunities in the forms of labor force participation, unemployment, employment and wages, and entrepreneurship. Section four focuses on agency and its implications for gender equality. Section five discusses relationships across issues and suggests areas for further research.

    Transitioning from Status to Needs Based Assistance for Georgia IDPs

    This report presents to the Government of Georgia (GoG) an analysis of the implications of potential policy changes to internally displaced person (IDP) assistance. A pressing question for policy makers in Georgia is the sustainability of status-based IDP assistance and what efforts can be made to tailor this assistance to favor the poor and vulnerable. Elimination of the IDP benefit has been subject to debate among policymakers. The World Bank has worked with the government to support improvements to the socioeconomic situation of IDPs in Georgia since 2008. The IDP Community Development Project, implemented between 2009-2012 improved service delivery, infrastructure, and livelihoods in over 40 IDP communities. Evidence on the socio-economic needs of IDPs has been collected by both government and donors; yet no comprehensive research has been conducted to critically compare their situation to that of the overall population. The objective of this research is to generate more evidence on the significance of the IDP benefit, and consequences that may be expected if this benefit is removed, in order to inform future policy decisions of the GoG in this regard. The report examines: (i) the policy and institutional framework and considerations that may support or obstruct a shift in IDP assistance; (ii) quantitative evidence on the socio-economic situation of IDPs as compared to non-IDPs in Georgia; and (iii) qualitative evidence on the significance of the IDP benefit, attitudes towards the benefit program, and vulnerabilities that may arise from its potential elimination. The paper concludes with policy recommendations for mitigating negative poverty and social impacts, should the government pursue a decision to remove the IDP benefit program.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    World development indicators 2011, the 15th edition in its current format, aims to provide relevant, high-quality, internationally comparable statistics about development and the quality of people's lives around the globe. Fifteen years ago, World development indicators was overhauled and redesigned, organizing the data to present an integrated view of development, with the goal of putting these data in the hands of policymakers, development specialists, students, and the public in a way that makes the data easy to use. Although there have been small changes, the format has stood the test of time, and this edition employs the same sections as the first one: world view, people, environment, economy, states and markets, and global links. This edition focuses on the impact of the decision to make data freely available under an open license and with better online tools. To help those who wish to use and reuse the data in these new ways, the section introductions discuss key issues in measuring the economic and social phenomena described in the tables and charts and introduce new sources of data. The choice of indicators and text content was shaped through close consultation with and substantial contributions from staff in the World Bank's four thematic networks sustainable development, human development, poverty reduction and economic management, and financial and private sector development and staff of the International Finance Corporation and the Multilateral Investment Guarantee Agency.

    The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? The Sourcebook structures itself around eight key principles that can frame the delivery systems mindset: (1) delivery systems evolve over time, do so in a non-linear fashion, and are affected by the starting point(s); (2) additional efforts should be made to “do simple well”, and to do so from the start rather than trying to remedy by after-the-fact adding-on of features or aspects; (3) quality implementation matters, and weaknesses in the design or structure of any core system element will negatively impact delivery; (4) defining the “first mile” for people interface greatly affects the system and overall delivery, and is most improved when that “first mile” is understood as the weakest link in delivery systems); (5) delivery systems do not operate in a vacuum and thus should not be developed in silos; (6) delivery systems can contribute more broadly to government’s ability to intervene in other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services; (7) there is no single blueprint for delivery systems, but there are commonalities and those common elements constitute the core of the delivery systems framework; (8) inclusion and coordination are pervasive and perennial dual challenges, and they contribute to the objectives of effectiveness and efficiency.
