Abstract
Fragility, conflict, and violence (FCV) have upended development progress. Overlapping and mutually reinforcing crises, including worsening climate challenges, ideological polarization and extremism, growing economic disparities, and weak governance and corruption, have all exacerbated the frequency and severity of conflicts. Civil wars, interstate conflicts, and violence and crime in both low- and middle-income countries have profound welfare impacts inside affected countries and destabilizing effects across borders through irregular migration and forced displacement and the disruption of trade and supply chains. Global poverty reduction and shared prosperity have slowed since 2014 with significant risks of reversing, which the World Bank attributes to lower economic growth, the COVID-19 pandemic, high inflation, and increased conflict and fragility. As a result, global extreme poverty is above the level of 2018, calling into question the achievement of the World Bank Group’s objective of ending extreme poverty by 2030. The Bank Group introduced its Strategy for Fragility, Conflict, and Violence 2020–2025 (FCV strategy) in February 2020 to enhance its effectiveness in supporting countries in addressing the drivers and impacts of FCV The evaluation responds to a request by the Bank Group Boards of Directors to inform the development of a new Bank Group FCV strategy. It seeks to distill findings and lessons from the Bank Group experience with the implementation of the 2020–25 FCV strategy to inform the preparation of a new Bank Group FCV strategy. Given this objective and to optimize IEG’s value add, this evaluation is focused on providing timely findings and lessons for the new strategy.

Publication World Bank Group Strategy for Fragility, Conflict, and Violence 2020–2025(World Bank, Washington, DC, 2020-02-27)By 2030, more than half of the world’s extreme poor will live in countries characterized by fragility, conflict, and violence. Preventing and mitigating fragility, conflict, and violence (FCV) is central to achieving the Sustainable Development Goals (SDGs) and the World Bank Group’s (WBG) twin goals of ending extreme poverty and promoting shared prosperity. The objective of the FCV Strategy is to enhance the WBG’s effectiveness to support countries in addressing the drivers and impacts of FCV and strengthening their resilience, especially for the most vulnerable and marginalized populations.Publication World Bank Group Assistance to Low-Income Fragile and Conflict-Affected States : An Independent Evaluation(World Bank, Washington, DC, 2014-01)Fragile and conflict-affected states (FCS) have become an important focus of World Bank Group assistance in recent years as recognition of the linkages between fragility, conflict, violence, and poverty has grown. Addressing issues of recurring conflict and political violence and helping build legitimate and accountable state institutions are central to the Bank Group's poverty reduction mission. This evaluation assesses the relevance and effectiveness of World Bank Group country strategies and assistance programs to FCS. The operationalization of the World Development Report 2011: Conflict, Security, and Development (2011 WDR) is also assessed, to see how the framework has been reflected in subsequent analytical work, country assistance strategies, and the assistance programs. The evaluation framework was derived from the concepts and priorities articulated in recent WDRs, policy papers, and progress reports issued by Bank Group management, to draw lessons from FCS. The framework is organized around the three major themes emerging from the 2011 WDR: building state capacity, building capacity of citizens, and promoting inclusive growth and jobs. The evaluation focuses on International Development Association (IDA)-only countries, which are deemed to have certain characteristics such as very low average income and no access to private finance, making them eligible for special finance tools and programs. As the benchmark for measuring results, Bank Group performance is evaluated in 33 fragile and conflict-affected states against that of 31 IDA-only countries that have never been on the FCS list. Six new country case studies; analyses of Bank Group portfolios; human resources and budget data; secondary analysis of IEG evaluations; background studies including those on aid flows, gender, private sector development, and jobs; and surveys of Bank Group staffs and stakeholders are also included in the evaluation.Publication World Bank Group Activities in Situations of Conflict and Violence : An IEG Evaluation(World Bank Group, Washington, DC, 2014-07-23)Fragility, conflict, and violence are at the heart of the World Bank Group strategy to attain the twin goals of ending poverty and promoting shared prosperity. Establishment of fragility, conflict, and violence (FCV) as one of the cross-cutting solution areas under the Global Practice Vice Presidency reflects the high level of priority attached to this theme. The FCV cross-cutting solution area is expected to enhance a systematic and coordinated approach across the Bank Group. The Independent Evaluation Group (IEG) of the World Bank Group contributed to this effort by undertaking an evaluation, World Bank Group Assistance to Low-Income Fragile and Conflict-Affected States: an Independent Evaluation (IEG 2014). This report focused on assessing Bank Group activities in low income countries classified as fragile and conflict-affected. Recognizing the significant implications of conflict and violence to the attainment of the Bank Group s strategic goals the CODE agreed that the follow-up evaluation would capture the different nature of fragility and manifestations of violence in countries not on the World Bank Group list of fragile and conflict-affected situations. The CODE noted that such forms of fragility and violence could include IBRD and blend countries, small island states, fragility due to organized crime and violence, and fragility due to ethnic tensions. The proposed evaluation is intended to respond to this demand and to broaden the Bank Group s perspectives on addressing the development challenges arising from conflict and violence.Publication World Bank Group Engagement in Situations of Fragility, Conflict, and Violence(World Bank, Washington, DC, 2016-08-01)The report discusses how challenging it is for the World Bank Group to provide assistance when middle-income countries experience situations of fragility, conflict, and violence. The government may have its own views on how and when to tackle the underlying issues, or may be reluctant to increase its borrowing to correct what may be seen as a localized or temporary problem. Through examining such cases, IEG concluded that the Bank Group’s comparative advantage is supporting countries in tackling long-term development challenges, including early engagement and a sustained presence in conflict-affected areas, as well as continuous dialogue with the parties to violent conflicts, where possible.Publication World Bank Group Support to Somalia, Fiscal Years 2013–22 - Country Program Evaluation (Approach Paper, March 2, 2023)(Washington, DC, 2023-03-22)Somalia is today among the poorest and most fragile countries in the world, facing myriad development challenges related to ongoing conflict, climate change, food insecurity, natural disasters, and displacement. Overlapping crises related to the COVID-19 pandemic, a prolonged drought, and macroeconomic shocks from rising food and fuel costs have worsened socioeconomic conditions (World Bank 2022). Seventy-one percent of Somalis lived in extreme poverty in 2021, compared with 28 percent for Sub-Saharan Africa (World Bank 2021). Average life expectancy was 57.4 years, and maternal mortality stood at 734 for every 100,000 births (World Bank 2018d). The country’s Sustainable Development Goal ranking was 160th out of 163. The Somalia Country Program Evaluation (CPE) will assess the evolution of the World Bank Group’s support over fiscal years (FY)13–22 and the extent to which the Bank Group adequately prepared for an eventual normalization of relations with Somalia, tailored its support to the conflict and fragility situation in Somalia and evolving circumstances and country priorities, and learned from experience. It will seek to inform the preparation of the next Somalia Country Partnership Framework (CPF) and may be relevant to broader Bank Group engagement in countries affected by fragility, conflict, and violence (FCV).

Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises(Washington, DC: World Bank Group, 2013-10-28)Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
