Abstract
This paper explores the social protection response to the COVID-19 pandemic in Armenia, Azerbaijan, Georgia, Moldova and Ukraine to learn lessons on how to build the resilience of their social protection system. These countries made substantial efforts to address the most serious consequences of the pandemic, pragmatically harnessing existing programs to reach vulnerable groups, while also introducing innovations to fill gaps in the existing social protection system. Rigidities in administrative systems, complex eligibility criteria, as well as weaknesses in information systems, limited governments’ ability to quickly identify and reach those households that were most vulnerable to the impact of the pandemic with adequate support. These challenges strengthen the case for investment in crisis preparedness – most immediately by improving the functioning of social protection systems and setting out the design features and delivery systems to support a response to future covariate shocks.

Publication Protecting Who?(World Bank, Washington, DC, 2023-06-15)The literature on shock-responsive social protection focuses on operational features that improve the speed and reach of the response, but little is known about the optimal design of emergency social protection responses in terms of which programs to use, information about the people affected, and the extent of their losses. This paper studies optimal social protection responses to shocks, using microsimulations of different social assistance responses in Albania, Moldova, and North Macedonia. The paper shows that optimal design depends not only on the magnitude of the shock, but also on how the shock affects welfare rankings and on the parameters of the existing social assistance system, including the generosity of the schemes and how well they cover the poor. For given budgets, a universal transfer remains a suboptimal response. However, the extent to which existing programs should be expanded, as designed, to additional beneficiaries depends on the type of shock. When a shock tends to affect households homogeneously, increasing generosity and expanding the existing targeted social assistance program using established welfare metrics to assess eligibility is an effective response. When shocks affect households heterogeneously and bring some of them into extreme poverty, then pre-shock welfare indicators carry little information and policy makers should provide support through a new program or modified eligibility criteria, according to information on who suffered the shock. This analysis points to the importance of planning in advance for future crises and, within this, considering the optimal design of emergency social protection responses.Publication Protecting Human Capital Through Shocks and Crises(World Bank, Washington DC, 2023-04-20)Risk and uncertainty are on the rise, and countries across Europe and Central Asia (ECA) are not immune from it. The region is being hit by crises, conflicts, and continued uncertainty that are negatively affecting people’s livelihoods in the short term and prosperity in the long term. Then COVID-19 hit, inflicting massive harm on people’s wellbeing, livelihoods, and human capital. Lockdowns prevented people from working, school closures prevented students from learning, and overwhelmed hospitals had to defer important treatments. This report explores how to strengthen the resilience of health, education, and social protection systems to better protect people’s human capital from the long-term effects of recurrent shocks and crises.Publication Adaptive Social Protection(Washington, DC: World Bank, 2020-05-20)Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.Publication Social Protection Programs for Africa's Drylands(Washington, DC: World Bank, 2016-08-09)Social Protection Programs for Africa’s Drylands explores the role of social protection in promoting the well-being and prosperity of people living in dryland regions of Sub-Saharan Africa, with a specific focus on the Sahel and the Horn of Africa. Based on a review of recent experience, it argues that social protection policies and programs have an important role in promoting the resilience of the people residing in these areas. Social protection programs, when well designed and carefully implemented at scale, can reduce vulnerability to droughts and other shocks and promote coping capacity. If present trends continue, by 2030 dryland regions of East and West Africa will be home to an estimated 429 million people, up to 24 percent of whom will be living in chronic poverty. Many others will depend on livelihood strategies that are sensitive to the shocks that will hit the region with increasing frequency and severity, making them vulnerable to falling into transient poverty. Social protection programs will be needed in the drylands to provide support to those unable to meet their basic needs. Some of these people will require long-term support, while others will require periodic short-term support because of income losses due to shocks (for example, crop failure following a drought) or as a result of lifecycle changes (for example, loss of a breadwinner). Safety net programs can increase resilience in the short term by improving coping capacity of vulnerable households. Rapidly scalable safety nets that provide cash, food, or other resources to shock-affected households can allow them to recover from unexpected shocks. Scaling up an existing safety net program can be far less expensive than relying on appeals for humanitarian assistance to meet urgent needs. Social protection programs can increase resilience over the longer term by reducing sensitivity to shocks of vulnerable households especially if combined with other development programs. Providing predictable support to chronically poor households and enabling them to invest in productive assets and access basic social services can effectively reduce these households’ sensitivity to future shocks, help them participate in the growth process, and take advantage of the investments made in agricultural and pastoralist activities proposed in the drylands.Publication Climate-responsive Social Protection(World Bank, Washington, DC, 2012-03)In the years ahead, development efforts aiming at reducing vulnerability will increasingly have to factor in climate change, and social protection is no exception. This paper sets out the case for climate?responsive social protection and proposes a framework with principles, design features, and functions that would help Social Protection (SP) systems evolve in a climate?responsive direction. The principles comprise climate?aware planning; livelihood?based approaches that consider the full range of assets and institutions available to households and communities; and aiming for resilient communities by planning for the long term. Four design features that can help achieve this are: scalable and flexible programs that can increase coverage in response to climate disasters; climate?responsive targeting systems; investments in livelihoods that build community and household resilience; and promotion of better climate risk management.

Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. It defines equity in terms of two basic principles. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
