Abstract
Climate change is widely acknowledged as foremost among the formidable challenges facing the international community in the 21st century. It poses challenges to fundamental elements of our understanding of appropriate goals for social and economic policy, such as the connection of prosperity, growth, equity, and sustainable development. This volume seeks to establish an agenda for research and action built on an enhanced understanding of the relationship between climate change and the key social dimensions of vulnerability, social justice, and equity. The volume is organized as follows. This introductory chapter first sets the scene by framing climate change as an issue of social justice at multiple levels, and by highlighting equity and vulnerability as the central organizing themes of an agenda on the social dimensions of climate change. Chapter two leads off with a review of existing theories and frameworks for understanding vulnerability, drawing out implications for pro-poor climate policy. Understanding the multilayered causal structure of vulnerability then can assist in identifying entry points for pro-poor climate policy at multiple levels. Building on such analytical approaches, chapters three and four, respectively, consider the implications of climate change for armed conflict and for migration. Those chapters are followed by a discussion of two of the most important social cleavages that characterize distinct forms of vulnerability to climate change and climate action: gender (chapter five) and ethnicity or indigenous identity (chapter six), in the latter case, focusing on the role of indigenous knowledge in crafting climate response measures in the Latin American and Caribbean region. Chapter seven highlights the important mediating role of local institutions in achieving more equitable, pro-poor outcomes from efforts to support adaptation to climate change. Chapter eight examines the implications of climate change for agrarian societies living in dry-land areas of the developing world, and chapter nine does the same for those living in urban centers. Chapter ten considers the role of social policy instruments in supporting pro-poor adaptation to climate change; and it argues for a focus on 'no-regrets' options that integrate adaptation with existing development approaches, albeit with modifications to take better account of the ways in which climate variables interact with other drivers of vulnerability. Finally, chapter eleven turns to the implications of climate policy and action for forest areas and forest people.

Publication Guide to Climate Change Adaptation in Cities(World Bank, Washington, DC, 2011)Cities face significant impacts from climate change, both now and into the future. These impacts have potentially serious consequences for human health, livelihoods, and assets, especially for the urban poor, informal settlements, and other vulnerable groups. Climate change impacts range from an increase in extreme weather events and flooding to hotter temperatures and public health concerns. Cities in low elevation coastal zones, for instance, face the combined threat of sea-level rise and storm surges. The specific impacts on each city will depend on the actual changes in climate experienced (for example, higher temperatures or increased rainfall), which will vary from place to place. Climate change will increase the frequency at which some natural hazards occur, especially extreme weather events, and introduce new incremental impacts that are less immediate. However, few climate impacts will be truly unfamiliar to cities. Cities have always lived with natural hazards, such as earthquakes, tsunamis, hurricanes, and flooding. In some situations, cities will experience an increase in the frequency of existing climate-related hazards, such as flooding. Climate change considerations can be integrated with disaster risk reduction (DRR) in cities. DRR efforts already familiar to many may be used as a platform from which to develop climate change adaptation plans. In practical terms, disaster risk reduction and climate adaptation can be integrated in many instances, although cities should also consider incremental or gradual changes in climate that affect government operations or community life in less immediate and visible ways than conventional disasters. Approaches to collecting information on climate change impacts in a city can range from highly technical and resource-intensive, to simple and inexpensive. Technically complex assessments are likely to require collaboration with external experts, if a city is not large or well-resourced with sufficient in-house capacity.Publication Berlin Workshop Series 2010 : Climate Governance and Development(World Bank, 2011)This volume, Berlin workshop series 2010, contains a selection of papers presented at the 11th International Policy Workshop, held in Berlin, September 28-30, 2008. The workshop was jointly organized by Inwent-Capacity Building International, Germany, and the World Bank in preparation for the World Bank's World Development Report 2010. It provided a forum for an exchange of ideas and viewpoints that contributed to the development of the report. The report will accordingly have six parts, each describing, explaining, or drawing lessons from the climate change that have been observed in both developed and developing countries. Part one looks at climate change as a challenge to development policy. Part two highlights the role of technological innovation and alternative energy sources in promoting sustainable development. Part three examines natural resource governance for adaptation, mitigation, and development. Part four examines the role of the private sector and nongovernmental organizations in addressing climate change. Part five explores financing mechanisms for climate change mitigation and adaptation. Part six and last addresses the capacity and governance of developing countries in mitigating climate change.Publication Low-Carbon Development : Latin American Responses to Climate Change(World Bank, 2010)Climate change is already a reality. This is evidenced by the acceleration of global temperature increases, the melting of ice and snow covers, and rising sea levels. Latin America and the Caribbean region (LCR) are not exempt from these trends, as illustrated by the changes in precipitation patterns that are already being reported in the region, as well as by observations of rising temperatures, the rapid melting of Andean tropical glaciers, and an increasing number of extreme weather events. The most important force behind climate change is the rising concentration of greenhouse gases (GHGs) in the earth's atmosphere driven mainly by manmade emissions of carbon dioxide (CO2) and other greenhouse gases. Because of inertia in the climate system, the planet is likely to continue warming over the twenty-first century, and unless emissions are significantly reduced, this process could accelerate, with potentially very serious consequences for nature and mankind. There is still, however, a high degree of uncertainty regarding the specific drivers, timing, and impact of global climate change, as well as about the costs and efficacy of actions aimed at either mitigating it or dealing with its physical and economic impacts. As a result, it is very hard, at this point, to unambiguously determine economically efficient emission pathways for which the benefits of actions to mitigate climate change will exceed the costs of those actions. Despite these problems and uncertainties, there is increasing evidence suggesting that urgent action is needed in order to alter current emission trends so as to avoid reaching GHG concentration levels that could trigger large and irreversible damages. Negotiations are under way and are scheduled to be concluded in 2012 with a new agreement on a way forward. At the same time, individual countries are also considering how to respond in their own domestic policy to the challenges of climate change. LCR governments and civil society should be well informed about the potential costs and benefits of climate change and their options for decisions that will need to be made over the next decades as well as the global context in which these decisions must be taken. At the same time, the global community needs to be better informed about the unique perspective of the LCR, problems the region will face, potential contributions the region can make to combat global warming, and how to unlock the region's full potential so as to enable it to maximize its contribution while continuing to grow and reduce poverty. Many of the methods we use to manage water, directly or indirectly, commit us to future decision pathways and restrict us from making other, alternative decisions. Across the first four chapters, this report describes the challenges of including climate change in water management decision-making and provides an overview of current practices in the adaptation field. After considering the pros and cons of these practices, the book concludes with a framework for an adaptation approach supported by Alliance for Global Water Adaptation (AGWA).

Publication The Road to Results : Designing and Conducting Effective Development Evaluations(World Bank, 2009-12-01)The analytical, conceptual, and political framework of development is changing dramatically. The new development agenda calls for broader understandings of sectors, countries, development strategies, and policies. It emphasizes learning and continuous feedback at all phases of the development cycle. As the development agenda grows in scope and complexity, development evaluation follows suit. Development evaluator are moving away from traditional implementation and output-focused evaluation models toward results-based evaluation models, as the development community calls for results and embraces the millennium development goals. As the development community shifts its focus away from projects in order to comprehensively address country challenges, development evaluators are seeking methods with which to assess results at the country, sector, theme, policy, and even global levels. As the development community recognizes the importance of not only a comprehensive but also a coordinated approach to developing country challenges and emphasizes partnerships, development evaluators are increasingly engaged in joint evaluations. These joint evaluations, while advantageous in many respects, add to the complexity of development evaluation (OECD 2006). Additionally, development evaluators increasingly face the measurement challenge of determining the performance of an individual development organization in this broader context and of identifying its contribution. This text is intended as a tool for use in building development evaluation capacity. It aims to help development evaluators think about and explore the new evaluation architecture and especially to design and conduct evaluations that focus on results in meeting the challenges of development.Publication Corporate Governance of State-Owned Enterprises : A Toolkit(Washington, DC, 2014-10-04)This Toolkit provides an overall framework with practical tools and information to help policymakers design and implement corporate governance reforms for state-owned enterprises. It covers the key elements of corporate governance, including legal and regulatory framework, state ownership arrangements, performance management systems, financial and fiscal discipline, boards of directors, transparency and disclosure, and protection of shareholders in mixed ownership companies. Experience shows that no one approach is universally applicable and the choice of measures depends on country and enterprise circumstances. The Toolkit thus provides a range of frameworks, concepts, case examples, checklists, and model documents that together aim to help government officials make the appropriate choices for their circumstances. The Toolkit concludes with guidance on managing the reform process, in particular how to prioritize and sequence reforms, build capacity, and engage with stakeholders.Publication Digital Progress and Trends Report 2023(Washington, DC: World Bank, 2024-03-05)Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. On the basis of their pragmatic value in guiding decisions, needs assessments are used in various professions and settings from emergency rooms to corporate boardrooms to guide decision making. Nonetheless, although needs assessments have many different applications, in this book on needs assessments as they are applied in organizations to accomplish results, as opposed to their use in personal decisions or medical triage. This book, in turn, is guide to assessing needs and then making essential decisions about what to do next. This book filled with practical strategies, tools, and guides covers both large-scale, formal needs assessments and less-formal assessments that guide daily decisions. Included in the book is a blend of rigorous methods and realistic tools that can help make informed and reasoned decisions. Together, these methods and tools offer a comprehensive, yet realistic, approach to identifying needs and selecting among alternative ways as go forward. Sections one and two offer quick, yet full, answers to many frequently asked questions regarding how to make justifiable decisions. Next, section three examines a variety of tools and techniques that can be used for both collecting information and making decisions. Appendix A then offers a number of checklists and guides for managing the systematic assessment processes that lead to quality decisions. Finally, the reference list at the end of the book is a valuable resource to research, tools, and discussions of needs assessment.Publication Empowerment in Practice : From Analysis to Implementation(Washington, DC: World Bank, 2006)This book represents an effort to present an easily accessible framework to readers, especially those for whom empowerment remains a puzzling development concern, conceptually and in application. The book is divided into two parts. Part 1 explains how the empowerment framework can be used for understanding, measuring, monitoring, and operationalizing empowerment policy and practice. Part 2 presents summaries of each of the five country studies, using them to discuss how the empowerment framework can be applied in very different country and sector contexts and what lessons can be learned from these test cases. While this book can offer only a limited empirical basis for the positive association between empowerment and development outcomes, it does add to the body of work supporting the existence of such a relationship. Perhaps more importantly, it also provides a framework for future research to test the association and to prioritize practical interventions seeking to empower individuals and groups.
