Abstract
The African Ministers' Council on Water (AMCOW) commissioned the production of a second round of Country Status Overviews (CSOs) to better understands what underpins progress in water supply and sanitation (WSS) and what its member governments can do to accelerate that progress across countries in Sub-Saharan Africa (SSA). AMCOW delegated this task to the World Bank's Water and Sanitation Program and the African Development Bank who are implementing it in close partnership with United Nations Children's Fund (UNICEF) and World Health Organization (WHO) in over 30 countries across SSA. This second CSO report has been produced in collaboration with the Government of Burkina Faso and other stakeholders during 2009-10. The analysis aims to help countries assess their own service delivery pathways for turning finance into water supply and sanitation services in each of four subsectors: rural and urban water supply, and rural and urban sanitation and hygiene. The second CSO analysis has three main components: a review of past coverage; a costing model to assess the adequacy of future investments; and a scorecard which allows diagnosis of particular bottlenecks along the service delivery pathway. The second CSO's contribution is to answer not only whether past trends and future finance are sufficient to meet sector targets, but what specific issues need to be addressed to ensure finance is effectively turned into accelerated coverage in water supply and sanitation. In this spirit, specific priority actions have been identified through consultation. A synthesis report, available separately, presents best practice and shared learning to help realize these priority actions.

Publication The Future of Water in African Cities : Why Waste Water? Urban Access to Water Supply and Sanitation in Sub-Saharan Africa, Background Report(Washington, DC, 2012-12)The main purpose of this paper is to explain the patterns of access to water supply and sanitation facilities in urban areas in Sub-Saharan Africa since the late 90's, and its relation with the performance of service providers in the case of improved water supply. It also seeks to explore the institutional context of the water supply and sanitation sectors. The paper concludes that services providers in Sub-Saharan Africa have been unable to keep up with urban population growth. Service providers are overwhelmed by the pace of urban population growth as they face high distributional losses, low billing collection, overstaffing, and under recovery of costs. The institutional frameworks are yet to be completed as there is vast political inference in service provision and regulation, as well as obstacles for effectively undertake public private partnerships. The paper is organized as follows. Section one presents definitions of water supply sources and sanitation, as well as the sources of data used for the analysis. Section two discusses the current and projected trends of urbanization, and introduces the country clustering used for analytical purposes. Section three and four present pathways of access to water supply sources and sanitation facilities -respectively- in urban areas in Sub-Saharan Africa, and discusses trends in access by country cluster. Section five explains the operational and financial performance of services providers in the region. Section six explores the existing institutional arrangements for the urban water supply and sanitation service provision. Finally, section six presents the main challenges for the future expansion of sustainable improved water supply and sanitation services.Publication East Asia and the Pacific Region Urban Sanitation Review : A Call for Action(Washington, DC, 2013-11)This study summarizes the main challenges to scaling up access to sustainable sanitation services in the urban areas of three countries in the East Asia and Pacific region-Indonesia, Philippines and Vietnam-and proposes the main steps these countries need to take to redress the status quo. The report is divided into four chapters. The first chapter provides an overview of the current level and quality of access to urban sanitation in the region. The second chapter examines the causes leading to the current state of urban sanitation, using four thematic areas: people, technology, institutions and finance. The third chapter identifies those factors that need to be in place to trigger a different way of doing business in the sector and that may ultimately lead to transformational changes. Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Rural-Urban Migration in Developing Countries(World Bank, Washington, DC, 2021-05)This paper reviews the recent literature on rural-urban migration in developing countries, focusing on three key questions: What motivates or forces people to migrate? What costs do migrants face? What are the impacts of migration on migrants and the economy? The literature paints a complex picture whereby rural-urban migration is driven by many factors and the returns to migration as well as the costs are very high. The evidence supports the notion that migration barriers hinder labor market adjustment and are likely to be welfare reducing. The review concludes by identifying gaps in current research and data needs.Publication A Mapping of Labor Mobility Costs in the Developing World(Elsevier, 2014-11-06)Estimates of labor mobility costs are needed to assess the responses of employment and wages to trade shocks when factor adjustment is costly. Available methods to estimate those costs rely on panel data, which are seldom available in developing countries. We propose a method to estimate mobility costs using readily obtainable data worldwide. Our estimator matches the changes in observed sectoral employment allocations with the predicted allocations from a model of costly labor adjustment. We estimate a world map of labor mobility costs and we use those estimates to explore the response of labor markets to trade policy.Publication Improved Crop Productivity for Africa’s Drylands(Washington, DC: World Bank, 2016-08-08)More than 200 million people living in dryland regions of Sub-Saharan Africa make their living from agriculture. Most are exposed to weather shocks, especially drought, that can decimate their incomes, destroy their assets, and plunge them into a poverty trap from which it is difficult to emerge. Their lack of resilience in the face of these shocks can be attributed in large part to the poor performance of agriculture on which their livelihood depends. Opportunities exist to improve the fortunes of farming households in the drylands. Improved farming technologies that can increase and stabilize the production of millet, sorghum, maize, and other leading staples are available. Irrigation is technically and economically feasible in some areas and offers additional opportunities to increase and stabilize crop production, especially small-scale irrigation, which tends to be more affordable and easier to manage. Yet many of these opportunities have not been exploited on a large scale, for reasons that include lack of farmer knowledge, nonavailability of inputs, unfavorable price incentives, high levels of production risk, and high cost. Future production growth in drylands agriculture is expected to come mainly from raising yields and increasing the number of crop rotations on land that is already being cultivated (intensification), rather than from bringing new land into cultivation (extensification). Controlling for rainfall, average yields in rainfed cropping systems in Sub-Saharan Africa are still much lower than yields in rainfed cropping systems in other regions, suggesting that there is considerable scope to intensify production in these systems. Furthermore, unlike in other regions, production of low-value cereals under irrigation is generally not economic in Sub-Saharan Africa unless the cereals can be grown in rotation with one or more high-value cash crops. The long-run strategy for drylands agriculture, therefore, must be to promote production of staples in rainfed systems and production of high-value cereals (for example, rice), horticultural cops, and industrial crops in irrigated systems. Based on a detailed review of currently available technologies, Improved Crop Productivity for Africa’s Drylands argues that improving the productivity and stability of agriculture in the drylands has the potential to make a significant contribution to reducing vulnerability and increasing resilience. At the same time, it is important to keep in mind that in an environment characterized by limited agro-climatic potential and subject to repeated shocks, farming on small land holdings may not generate sufficient income to bring people out of poverty.Publication Unlocking Africa's Agricultural Potential(Washington, DC, 2013-04)Transforming agriculture in Africa is not simply about helping Africa; it is essential for ensuring global food security. But Africa s agriculture is also of critical importance when it comes to meeting the world s future needs for food and fiber. With the global population expected to exceed 9 billion by 2050, food security producing enough food of sufficient quality and making it accessible and affordable for consumers around the world is one of the most important policy objectives .The United Nations estimates that global food demand will double by 2050, with much of that growth driven by developing countries. The world will then need to feed 2.3 billion more people, and given the deep transformation of growth trajectories in low-income countries, these populations will be increasingly affluent and will demand more, different, and better food. But how will the world meet this additional demand? Given Africa s productive potential, it must be a key contributor to feeding the world in the future. But to fully realize that potential will require overcoming many obstacles through innovative and transformative approaches.
