Abstract
A set of case studies was prepared as part of the World Bank’s Water Global Practice initiative “Wastewater. Shifting paradigms: from waste to resource” to document existing experiences in the water sector on the topic. The case studies highlight innovative financing and contractual arrangements, innovative regulations and legislation and innovative project designs that promote integrated planning, resource recovery and that enhance the financial and environmental sustainability of wastewater treatment plants. This case study documents Durban, South Africa.

Publication Improving Urban Water Supply and Sanitation Services : Advisory Note(Washington, DC, 2012-07)The purpose of this report is to distill lessons learnt for improving Water Supply and Sanitation (WSS) services in India, by reference to the recent WSS business plans prepared for the three states of Maharashtra, Rajasthan and Haryana and from various studies carried out by the World Bank on international good practices in urban water service delivery. The report culls out the core elements of the WSS reform program and proposes how such reforms might be implemented. The intended audience for this report is policy makers at the national and state levels, sector professionals and practitioners. The report identifies the key elements of a state-wide program for improving WSS services and accountability on the basis of the following three pillars: i) policies and institutions: appropriate policies and institutional arrangements that clarify the roles and responsibilities of key actors, and which create service providers that are efficient, accountable and customer focused with sufficient autonomy to manage their affairs in a professional manner; ii) infrastructure and financing: medium term infrastructure development program with appropriate financial frameworks that encourage service providers to rely increasingly on user fees and, later on, loans as their main sources of financing. Any subsidies within that framework should be provided in a targeted and transparent manner to support government policies; and iii) capacity building for professional services: ensuring well trained, knowledgeable and motivated staff to deliver the services in a high quality manner. To put the sector in context, the report begins by summarizing the results of various international studies undertaken over the last several years by the World Bank to better understand the makings of well run public WSS companies. These findings point towards the need to establish sectors which encourage the development of autonomous, accountable and customer oriented service providers. This case study documents Ridgewood, New Jersey, USA.Publication Water and Wastewater Services in the Danube Region(Washington, DC, 2015-05)To evaluate and reflect the sustainability of services in the region, an overall sector sustainability assessment was done, taking into account four main dimensions: access to services, quality of services, efficiency of services, and financing of services. Each of these dimensions is measured through three simple and objective indicators. For each indicator, best practice values are established by looking at the best performers in the region, and countries closest to those best performers are deemed to have a more mature sector. A more complete description of the methodology to assess sector sustainability is included in the Annex of the State of the Sector Regional Report from the Danube Water Program. The outcomes of this assessment for Hungary’s water sector are displayed, which also shows average and best practices in the Danube region. The Hungarian sector sustainability score is 74, which is far above the Danube average sustainability of 64, and is among the best practices in the region. The assessment shows that, on average, the country performs well in terms of continuity of access to piped water and flush toilet, collection ratio, nonrevenue water and staffing level. The main deficiencies of Hungary’s water sector identified through the sector sustainability assessment are the operating cost ratio, affordability, and investments. This case study documents San Luis Potosí, Mexico.Publication Water and Wastewater Services in the Danube Region(Washington, DC, 2015-05)This report analyzes the progress and challenges of 16 countries in the Danube watershed in delivering sustainable water and wastewater services to all, while meeting the European Union environmental acquis communautaire. After putting the services that are being delivered into context, the report analyzes the organization of services in the region and the level of access to services, that is, how well countries are doing in terms of providing access to water and wastewater services for the entire population. It then looks at the performance of the sector, including the quality of services provided and customer satisfaction with it. It also draws a picture of the efficiency of services, including whether they reflect accepted good practices. Finally, it analyzes the financing of services, looking at whether the financing of operation, maintenance, and investments is secured and affordable. The report draws largely from existing public data sources at the national and regional level, and consolidates them into a coherent, regional narrative, and analysis. The methods of analysis include horizontal comparisons among countries at a given point in time and trends within the countries or the region over a given period of time. Given shortcomings in the availability and comparability of data across 16 countries, the report seeks to encourage and inform a policy dialogue around sector challenges rather than provide a definitive set of policy recommendations.

Publication Wastewater(World Bank, Washington, DC, 2019-12-10)SEDAPAR S.A. (Servicio de Aqua Potable y Alcantarillado de Arequipa) is one of the public service enterprises in Peru. It is a limited liability company owned by 8 provincial municipalities and 26 district municipalities in Arequipa Department. It provides water and sanitation services to the metropolitan area of Arequipa and a large part of the department. SEDAPAR serves over 1.1 million inhabitants through 280,000 connections. Coverage ratios are over 94 percent for water and over 80 percent for sanitation services. SEDAPAR is the second-largest utility in Peru in terms of population served—after Sedapal in Lima—and is the largest in terms of coverage area. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies.
