dc.description.abstract | The SERENE program, coined as an acronym for South-South Exchange of Research and Education Network Experience, was a series of activities that applied what is called the 'blended learning' approach, using a combined variety of tools such as web based discussions, live multisite videoconferences, and in person study visits and workshops, as a program of the global development learning network. Given the global and collaborative nature of contemporary research and the digitization of knowledge resources, access to internet and to research networks has become a pre-requisite for the provision of quality higher education in a country. Yet in some South Asian countries access to internet is poor and still very expensive, leading to academic isolation, exclusion from global research and low quality of teaching. The objectives of the program were to assist the participants in producing country policy plans for building research networks in their own countries and to encourage the establishment of a regional association of South Asian National Research and Education Networks (NRENs). The eventual outcomes of the program were, on the one hand, a conviction by the participating policy makers that an NREN was essential for the development of their higher education systems, and on the other, a series of policy notes to their respective governments on how to go about establishing and managing such a network. | en |
dc.description.abstract | En 2009 el Estado Plurinacional de Bolivia recibió una donación del Servicio de Intercambio de Experiencias Sur-Sur para auspiciar un diálogo internacional y realizar una comparación entre programas contra la pobreza en paÃses en desarrollo. El objetivo del diálogo era compartir ideas y polÃticas innovadoras y comparar experiencias con el fin de mejorar el diseño, la ejecución y la efectividad de dichos programas contra la pobreza en forma de Transferencias Condicionadas de Dinero (CCT) y programas de Desarrollo Impulsado por la Comunidad (CDD). También habÃa el interés de familiarizarse con sistemas de planificación, monitoreo y evaluación de los programas sociales. Con los fondos de estas donaciones, los encargados de formular polÃticas en Bolivia establecieron nexos con sus contrapartes de Brasil, Indonesia y México mediante una serie de videoconferencias y visitas de paÃs a paÃs. Este informe presenta breves descripciones de los diálogos que tuvieron lugar durante el curso de las presentaciones. En orden cronológico inverso, el informe empieza por el conversatorio con Brasil sobre el tema de monitoreo y evaluación, luego describe las dos reuniones con Indonesia y finaliza con el diálogo en el que se comparan las polÃticas de Bolivia en México. El intercambio que se describe en este informe amplÃa la lista a temas relacionados con las preocupaciones de las poblaciones indÃgenas y la intención de los gobiernos estatales y locales de prestar con eficiencia y en forma económica los servicios necesarios para las comunidades pobres. | es |
