Abstract
This case study details the critical success factors of the ecosystem supporting the end-to-end delivery of G2P payments in Türkiye (herein referred to as G2P ecosystem), focusing on social assistance payments. These include the following: 1. The Integrated Social Assistance System (ISAS), which forms the backbone of social assistance delivery and represents an international best practice. ISAS processes applications and payments for at least fifty of Türkiye’s social protection programs. ISAS is a single system that integrates the social registry (supporting processes of intake, registration, and assessment of needs and conditions), the beneficiary registries for numerous programs, and an integrated system for payments and beneficiary monitoring. 2 The Identification (ID) system, which assigns unique 11-digit prime ID numbers to every citizen and resident. This number is used to facilitate cross-referencing information across relevant databases. 3 The National Address System, which links each ID number to a unique address. Any changes recorded in the National Address System are automatically reflected in the ID system and in ISAS, this system drives efficiency by providing dynamic updates to individual and household profiles that impact eligibility for any given social assistance program. 4 Social Assistance and Solidarity Foundations (SASFs), which provide localized decision-making on each recipient’s eligibility. SASFs are responsible for intake and registration, assessments of needs, eligibility, and grievance redressal for social assistance across programs, in addition to universal health coverage. 5 The Treasury Single Account (TSA), which covers all public resources and facilitates electronic fund transfers (EFTs) from the Central Bank to the banking system, which in turn sends the allocated funds to recipients. From PTT or any other commercial bank where the program has an account, payments are made either directly into the recipient’s bank account; to a prepaid card associated with that recipient’s ID number, for withdrawal from an ATM with an ID number only (cardless pickup); or delivered at home by program staff for certain social assistance programs. 6 National infrastructure, including widespread connectivity, mobile phone access, and physical access points for cash withdrawals, all of which help to ensure that recipients can conveniently access and use funds. 7 A legal and regulatory framework that supports the data privacy and protection of social assistance recipients. These different factors, established by the government through decades of investment in modernization, allow for the seam-less flow of information integral to program delivery. Thanks to this investment, Türkiye was well placed to rapidly expand social assistance in response to the economic consequences of the COVID-19 pandemic.

Publication Romania : Local Social Services Delivery Study, Volume 2. Main Report(Washington, DC, 2002-01-16)The study seeks to identify institutional, and procedural factors which may facilitate, or hamper the effectiveness of social services, and inter-governmental fiscal arrangements. Based on existing research on decentralization, the success of decentralized service delivery depends on factors, that include the quality of intergovernmental institutions, a stable fiscal framework, and a well established civil society, and social structure. The study focuses on public social services, where local governments play the greatest role, and, throughout the report, the greatest emphasis is on social assistance benefits, and services, addressing those cash benefits which are delivered, and financed by local governments, including national programs such as birth grants, emergency assistance, and the main poverty alleviation program. In education, the study focuses on compulsory, and secondary education, though it does not address specialized secondary education, which is under the purview of central ministries. The study comprises two volumes: volume 1 provides an overview of the issues, summarizes major findings, and presents policy options; volume 2 includes the detailed discussion, and analysis, and presents the empirical underpinnings of the report. The study finds that fiscal decentralization of poverty alleviation benefits, has undermined its effectiveness, and eroded social safety nets; thus the government is preparing the Minimum Income Guarantee Program Law to centralize financing of social assistance cash benefits. And, education seems to be the policy area with greatest potential for further decentralization, suggesting a careful capacity evaluation to decide whether to attain complete autonomy.Publication Romania : Local Social Services Delivery Study, Volume 1. In 2009, the Government of Tajikistan asked the World Bank to support improvement of its system of social assistance. The World Bank prepared this report to inform its technical and financial support for improvement of social assistance and also to define an initial mechanism for delivering benefits to the poorest households. At present, Tajikistan's system of social assistance exerts almost no downward influence on poverty rates. This note sets forth the case for reform and then presents some specific technical proposals for reforms. To trace the path to reform, this report starts with an assessment of the present system. The other main social assistance program is compensation to needy families whose children attend school. This program pays benefits to selected households if their children enroll in and attend school. The size of the benefit is negligible and is judged too low to influence school attendance. An important step in the reform will be to consolidate the two main social assistance programs, and if possible, all the programs, and replace them with a single targeted social assistance benefit program. This will improve targeting by decoupling social assistance from consumption of electricity and natural gas. This is important since some very poor people live in isolated mountainous areas where they are not connected to the electricity and gas grids, and thus would not benefit from these compensation transfers. This report presents proposals for scoring formulas (drawn from proxy-means tests) for urban and rural areas, based on data on the characteristics of households and observable proxies for consumption. Empirically, the most important household characteristics for predicting consumption are the number of children, the number of family members, and the oblast of residence.Publication Mongolia - Consolidating the Gains, Managing Booms and Busts, and Moving to Better Service Delivery : A Public Expenditure and Financial Management Review - Annexes(World Bank, 2009-01-02)Mongolia's external economic outlook is dramatically changing as it faces sharp reductions in the copper price, caused by the financial crisis and global downturn. This compels the government now to drastically cut spending to prudently manage the budget. The budget is extremely dependent on mining revenues. Government is taking the right step in proposing a balanced budget for 2009. But further adjustments will be needed given the continuing fall in copper prices. A prudent fiscal stance will also be needed to manage inflation, which accelerated in the past year to over 30 percent. The current situation highlights the need to manage mining revenues better than in recent years. Mongolia saved little during the boom years, but instead dramatically increased expenditures on wages and salaries, and poorly-targeted social transfers. Adopting a multi-year fiscal framework-which enforces saving during the boom years, sets limits to expenditure growth and debt, and ensures transparency to the public-can help. Since much of the past windfall revenues have been spent, the country enters the down-turn with little savings and high inflation, forcing it to cut expenditures with every drop in the copper price. To avoid such situations in the future, the government has the opportunity to adopt a transparent, multi-year budget framework for expenditures and investment. This includes adopting a new fiscal responsibility law. It will ensure that the government saves during the 'boom' years, so that it can continue to spend during the 'bust' years. It will also set limits to expenditure growth and public debt. Within the limits set by this framework, parliament can then exercise its constitutional rights to amend the budget.Publication Who Governs Rural Russia?(World Bank, Moscow, 2011-03)The objectives of the study are to: a) increase understanding of the effects and effectiveness of the implementation of the local government reform launched in 2006; and b) assess the impact of a World Bank-supported intervention that aimed to enhance effectiveness of the reforms by increasing local capacity and local participation. In line with these objectives, the study assessed the perceived effects and effectiveness of the implementation of the local government reform in selected provinces. The study also constitutes a baseline to allow for on-going assessment of progress and to inform corrective policy actions. The instruments and methods created during the study may be used in future assessments of the dynamics of local governance reform. These effects are reviewed in section two. The study also carried out a rigorous evaluation of the impact of an operational intervention carried out with World Bank support in the three regions of the study. This grant-funded project was aimed at increasing the effectiveness of participation of rural citizens in public life and increasing the capacity of local administrations to operate in the new legal and fiscal environment created by the decentralization reform. The summary of the impact evaluation can be found in section three.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Global Economic Prospects, January 2024(Washington, DC: World Bank, 2024-01-09)Note: Chart 1.2.B has been updated on January 18, 2024. Global growth is expected to slow further this year, reflecting the lagged and ongoing effects of tight monetary policy to rein in inflation, restrictive credit conditions, and anemic global trade and investment. Downside risks include an escalation of the recent conflict in the Middle East, financial stress, persistent inflation, weaker-than-expected activity in China, trade fragmentation, and climate-related disasters. Against this backdrop, policy makers face enormous challenges. In emerging market and developing economies (EMDEs), commodity exporters face the enduring challenges posed by fiscal policy procyclicality and volatility, which highlight the need for robust fiscal frameworks. Across EMDEs, previous episodes of investment growth acceleration underscore the critical importance of macroeconomic and structural policies and an enabling institutional environment in bolstering investment and long-term growth. At the global level, cooperation needs to be strengthened to provide debt relief, facilitate trade integration, tackle climate change, and alleviate food insecurity.Publication Commodity Markets Outlook, October 2024(Washington, DC: World Bank, 2024-10-29)Commodity prices are expected to decrease by 5 percent in 2025 and 2 percent in 2026. The projected declines are led by oil prices but tempered by price increases for natural gas and a stable outlook for metals and agricultural raw materials. The possibility of escalating conflict in the Middle East represents a substantial near-term upside risk to energy prices, with potential knock-on consequences for other commodities. However, over the forecast horizon, longer-term dynamics—including decelerating global oil demand, diversifying oil production, and ample oil supply capacity—suggest sizable downside risks to oil prices, especially if OPEC+ unwinds its latest production cuts. There are also dual risks to industrial commodity demand stemming from economic activity. On the one hand, concerted stimulus in China and above-trend growth in the United States could push commodity prices higher. On the other, weaker-than-anticipated global industrial activity could dampen them. Following several overlapping global shocks in the early 2020s, which drove parallel swings in commodity prices, commodity markets appear to be departing from a period of tight synchronization. A Special Focus analyzes commodity price synchronization over time and considers the relative importance across commodity cycles of a wide range of demand and supply shocks, including global demand shocks and shocks specific to different commodity markets. It concludes that, while supply shocks were the dominant commodity price driver in the early 2000s and around the global financial crisis, post-pandemic price movements have been more substantially shaped by commodity-specific shocks, such as those related to conflicts.Publication World Development Report 2023: Migrants, Refugees, and Societies(Washington, DC : World Bank, 2023-04-25)Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
