Abstract
The paper has three parts. It first summarizes the main factors that influence the costs and fare box cost recovery of rail passenger services, with illustrations from a range of different countries in which the Bank is involved in rail passenger operations. Second, it provides a generalized passenger service costing model, including indicative sets of input unit costs representing different levels of efficiency: this model is used for illustrative purposes in this paper but the structure can be readily applied by transport planners and policy-makers, with use of local parameters, in developing and transition countries. Third, it illustrates the cost drivers of services and the sensitivity of costs to different market and operational drivers. This report also addresses the sensitivity of cost to changes in key scenario assumptions. This shows that operating costs are minimized (but revenue not necessarily maximized) when operating speed is around 80 km/h. Above that speed, above-rail unit costs gradually increase as continuing reductions in time-related costs, principally rolling stock capital cost, are progressively offset by increased fuel consumption and equipment maintenance. Infrastructure maintenance costs also increase significantly with speed because of the need for higher quality track.

    Railways in Sub-Saharan Africa

    The changed role of rail in Africa over the last thirty years has seen it move from a situation where many of the systems were carrying a high share of their country's traffic to one in which their market share has declined, their assets have steadily deteriorated, their quality of service has reduced, and they are in many instances only a minor contributor to solving the transport problems of the continent. The first railways south of the Sahara were built in South Africa in the 1860's and 1870's, with lines heading inland from the ports at Cape Town and Durban. The networks in what were then Cape Province, Natal and Transvaal continued to develop but it was not until the turn of the twentieth century that large-scale railway development began in other parts of the continent. In almost every case, the pattern was the same, with isolated lines heading inland from a port to reach a trading centre or a mine, and a few branch lines then being built over a period of time. As almost all the lines were constructed under colonial administrations, many of the lines were state-owned but several were also constructed as concessions or, in the case of some mineral developments, by the mining company as an integral part of its mining operation. Nevertheless, the rhetoric accompanying some of the transactions suggests that many politicians believe, or want to believe, that the concession award will be the prelude to very substantial investments by the concessionaires, particularly in infrastructure. To date, this has barely materialized, with most infrastructure improvements being done with international financial institution (IFI) or donor funds. The main issue for most sub-Saharan railways is whether concessioning is just a temporary solution or whether some alternative approach is needed to ensure a long-term future for railway systems providing acceptable levels of service.

    Bosnia and Herzegovina - The Road to Europe : Transport Sector Review - Main Report

    This report highlights deficiencies and indicates priorities for a prospective national transport strategy and action plan for further consideration by key stakeholders. The overall objective should be the development of a transport system, and an institutional framework, that facilitates rather than constrains, economic development in Bosnia and Herzegovina. A strong transport system contributes to economic growth by reducing the economic distance to markets by expanding opportunities for trade, by improving the competitiveness of national locations for production and distribution, and by facilitating mobility for a country s citizens; while minimizing the social and environmental costs of the transport sector. The report concludes by recommending actions that aim to improve the institutional framework, improve the sustainability of the transport sector, facilitate broad based economic growth, and mitigate the social and environmental detriments associated with transport. Specific policy recommendations are presented to accomplish these conclusions.

    Uruguay - Policy Options for Improving the Efficiency of Uruguay’s Railway Sector : Consolidated Report

    The aim of this paper is to review the state of the productive infrastructure of Uruguay and the development policies that govern it and to propose policy options for the long term contribution to achieving a higher level of economic and sustainable development, based on the premise that there is a link between the development of a country's infrastructure and its economic growth. The study analyzes the institutions and pertinent regulations. The study examines in greater depth the factors related to infrastructure production that affect the country in a quantum leap in economic growth. The first study concludes that while no one can assert that the sectors of Uruguay's electricity and transportation are inefficient, there are potential sectoral gains. The policy options have been framed by strategic pillars for each sector and can be summarized as follows: Increase the capacity of transport infrastructure and land ports. Maximize efficiency in providing service transport. Strengthen efficient allocation of resources through a multimodal vision. Improve efficiency and regulation. Position as a logistics center in Uruguay the MERCOSLJR. Therefore, the objective of this study is to review the policies in the areas of Uruguay's productive infrastucture that can have a major impact on the productive structure of the country and hence on economic growth, and hence propose elements and policy options for sectors in the long term.

    Tracks from the Past, Transport for the Future : China's Railway Industry 1990-2008 and Its Future Plans and Possibilities

    This report describes and explains how, in the period 1990-2008, China's railway sector has contributed and responded to the incredibly challenging transport demands generated by China's economic development, and highlights the plans and possibilities that lie ahead. In 1949, China had only 22,000 km of poorly maintained and war-damaged railway line, less than 1,000 km of which was double-tracked with none being electrified. Since then, the government has transformed the railway sector into a vital element of China's national transport system and a key contributor to China's extraordinary record of economic growth. Today, China Rail is the second biggest carrier of rail freight and the biggest carrier of passenger transport in the world. It has the largest combined rail traffic task of any national railway system in the world, carrying about a quarter of the world's railway traffic on about seven percent of the global route-km of public railway. This paper describes how the Ministry of Railways, and its constituent regional railway administrations and other entities, have created a modern rail system by adopting proven international practices and technologies, giving them distinct Chinese characteristics, and adapting them to Chinese circumstances.

    A high-speed rail service can deliver competitive advantage over airlines for journeys of up to about 3 hours or 750 km, particularly between city pairs where airports are located far from city centres. One suitable type of corridor is that which connects two large cities 250-500 km apart. But another promising situation is a longer corridor that has very large urban centres located, say, every 150-300 km apart. On these longer corridors, typical of some being built in China, high-speed rail has the ability to serve multiple city-pairs, both direct and overlapping. The overall financial performance of high-speed train services depends on enough people being able to pay a premium to use them. In Japan there is a surcharge for high-speed rail which doubles the fare on conventional services. China high-speed train fares are about three times conventional train fares. But in order to generate the required volume of passengers it will usually be necessary not only to target the most affluent travelers but also to adopt a fare structure that is affordable for the middle income population and, if any spare capacity still exists, to offer discount tickets with restrictions on use and availability that can fill otherwise unused seats. The combination of supportive features that exist on the eastern plains of China including very high population density, rapidly growing disposable incomes, and the prevalence of many large cities in reasonable proximity to one another (creating not just one city-pair but a string of such pairs) are not found in most developing countries. Nor could all countries assemble the focused collective capacity building effort and the economies of scale in construction costs that arise when a government can commit the country, politically and economically, to a decades-long program over a vast land area. Even in China, the sustainability of railway debt arising from the program as it proceeds will need to be closely monitored and payback periods will not be short, as they cannot be for such "lumpy" and long-lived assets. But a combination of those factors that create favorable conditions of both demand and supply comes together in China in a way that is distinctly favorable to delivering a successful high-speed rail system.

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    The Journey Ahead

    The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.
