Abstract
The main objective of the report is to analyze the current greenhouse gas (GHG) emissions inventory process in Romania, and provide recommendations for improving the system in order to increase the effectiveness and efficiency of inventory development in compliance with United Nations framework convention on climate change (UNFCCC) and European Union (EU) requirements, including emissions forecasting provisions. This report describes the GHG inventory process and its history, analyzes the legal framework, documents and information provisions, and flows related to making the inventory together with identifying the potential adjustments for improvement, assess reporting entities and correlation mechanisms to economic dynamics, in terms of completeness, coherence, response time constant to changes in the number of companies' impact on data reporting, and provides recommendations on the possibility to improve the inventory-making process in order to meet the requirements of emission projections. The report is organized into seven sections as follows: section one provides a general introduction to GHG inventories. Section two examines the processes and procedures used in the present GHG inventory system in Romania and the alignment of this system with international frameworks including the framework for the development of environmental statistics (FDES) and the intergovernmental panel on climate change (IPCC) schematic framework. Section three elaborates the challenges with the existing greenhouse inventory process including data gaps and weaknesses in the statistical infrastructure. Section four looks at the international and national legal requirements for greenhouse gas inventories. Section five provides analysis on the flow of information and the specific verification points to ensure data consistency and coherence. Section six provides a number of recommendations and concludes in section seven with a summary of key recommendations.

Publication Technical Guide to Actions on Global Warming and Clean Development Mechanism in Sri Lanka(World Bank, Washington, DC, 2012)The Ministry of Environment and Natural Resources of the Government of Sri Lanka is the apex body under which all environmental issues and policy matters are addressed. The Global Affairs Division of the Ministry of Environment and Natural Resources is tasked with formulating policy and strategic planning and liaise with the international organizations dealing with global environmental issues and is the Designated National Authority (DNA) for matters arising out of the Kyoto Protocol. Under the Kyoto protocol, the Clean Development Mechanism (CDM) provides for Green House Gas (GHG) mitigation projects that contribute towards sustainable development in developing nations and the net emission reductions can be traded to a developed nation to meet its Kyoto obligations. The report begins with green house effect with GHG emissions and their contributions to global warming. To highlight the gravity of the problem various projections are presented on future climate change, extreme weather events, sea level rise and their impact on developing countries. It describes the global initiative to tackle climate change and specifically details the Kyoto protocol.Publication Romania Climate Change and Low Carbon Green Growth Program(Washington, DC, 2013-12-01)This report has been prepared by the World Bank for the Government of Romania as an output of the World Bank advisory services program on climate change and low-carbon green growth in Romania. In response to the request, the World Bank quickly mobilized a team of sectoral and climate change (CC) specialists and conducted rapid assessments in six sectors - energy, transport, urban, water, agriculture, and forestry, which were pre-identified by both the Government of Romania and the World Bank as areas significant to emission mitigation and or adaptation to CC. The objective of rapid assessments was to quickly evaluate climate risks and identify CC-related investment priorities and necessary implementation support for the 2014-2020 operational programs. This document is the stocktaking report of component A1. It provides an introductory cover to the literature on CC, baseline for Romania, institutional review of Romania and key European Union (EU) requirements, as well as available data sets that were identified in the given short-time span. Its purpose is to support the government as a first stock of key climate and green growth issues for Romania and summarize the current situation. The report is structured as follows: section one gives introduction, section two provides the sectoral summary on the country background and characteristics. Section three provides the baseline for the CC and green growth challenges in Romania. Relevant climate dimensions of Europe 2020 and existing EU regulations and policies related to climate change are summarized in section four. Section five provides an overview of national strategies, regulatory framework, and organizational setup for addressing CC in Romania. Background information on the Romania 2014-2020 European structural and investment funds (ESIF) programming and CC related aspects in the forthcoming ESIF programming report are covered in section six. Finally, section seven provides a CC relevant bibliography for Romania that may serve as a tool for referring to key literature in the field.Publication Romania - Functional Review : Environment, Water and Forestry, Volume 1. Main Report(Washington, DC, 2011-06-30)The objective of the Functional Review of the Environment, Water and Forestry sector (FR-EWF) is to help the Government of Romania (GoR) develop an action plan for implementation over the short- and medium-term to strengthen the effectiveness and efficiency of the sector administration, and provide input to the Government National Reform Program (NRP 2011- 2013) and beyond, especially in relation to those functions that support Romania's implementation of key EU directives, help speed up convergence with the environmental Acquis, remove constraints to EU structural funds absorption, and manage the country's natural assets sustainably. The report is presented in two volumes, with the first volume providing an integrated view of the sector as currently configured around environmental management, water, and forestry, and the second volume dedicated to a detailed review of the forestry sector. Volume 1 is organized as follows: Part I provides an overall introduction, objectives and context of the review; Part II summarizes the key challenges facing the sector, focusing on the three main sub-sectors, environmental management, water, and forestry; Part III reviews the strategic framework of the sector, pointing out areas where improvements will be needed; Part IV reviews the configuration of the sector, its organization and performance; Part V assesses the salient cross-cutting issues; and Part VI presents the key recommendations. Volume 2, dedicated to the forestry sub-sector, is organized along the four assessment areas.Publication Monitoring Environmental Sustainability(World Bank, Washington, DC, 2010-12-09)This report presents a concise review of the major environmental and natural resources issues at the global and national level over the coming two decades. The environmental issues reviewed include air pollution and deterioration of air quality, greenhouse gas emissions and climate change, water quality, scarcity and access, land and soil degradation, deforestation and forest degradation, natural disaster, loss of biodiversity and protected areas, and governance and institutions for environmental and natural resource management. Besides providing an environment outlook, the report tackles the issue of monitoring also from the supply side. It identifies the relevant data and indicator sets available at the global level and country level to capture the global and locally relevant environmental issues with the underlying objective of pinpointing at data gaps. It concludes with a set of recommendations for moving forward on the monitoring agenda. Overall, the threats from climate change caused by Green House Gas (GHG) emissions, biodiversity loss, water pollution and scarcity as well as pressure on land as well as worsening ocean's state and biodiversity have to be taken under close observation in the period over the next 20 years. The environment challenges that the world faces are not trivial and some of them require immediate action. Action, in turn, requires reliable and accurate information. The second part of the report looks at information from the supply side. It identifies the relevant data and indicator sets available at the global level and country level to capture the global and locally relevant environmental issues with the underlying objective of informing and advising decision making and to identify the data gaps.Publication Beyond Mitigation : Potential Options for Counter-Balancing the Climatic and Environmental Consequences of the Rising Concentrations of Greenhouse Gases(2009-05-01)Global climate change is occurring at an accelerating pace, and the global greenhouse gas (GHG) emissions that are forcing climate change continue to increase. Given the present pace of international actions, it seems unlikely that atmospheric composition can be stabilized at a level that will avoid "dangerous anthropogenic interference" with the climate system, as called for in the UN Framework Convention on Climate Change. Complicating the situation, as GHG emissions are reduced, reductions in the offsetting cooling influence of sulfate aerosols will create an additional warming influence, making an early transition to climate stabilization difficult. With significant reductions in emissions (mitigation) likely to take decades, and with the impacts of projected climate change-even with proactive adaptation-likely to be quite severe over the coming decades, additional actions to offset global warming and other impacts have been proposed as important complementary measures. Although a number of possible geoengineering approaches have been proposed, each has costs and side effects that must be balanced against the expected benefits of reduced climate impacts. However, substantial new research is needed before comparison of the relative benefits and risks of intervening is possible. A first step in determining whether geoengineering is likely to be a useful option is the initiation of research on four interventions to limit the increasing serious impacts: limiting ocean acidification by increasing the removal of carbon dioxide from the atmosphere and upper ocean; limiting the increasing intensity of tropical cyclones; limiting the warming of the Arctic and associated sea level rise; and sustaining or enhancing the existing sulfate cooling influence. In addition, in depth consideration is needed regarding the governance structure for an international geoengineering decision-making framework in the event that geoengineering becomes essential.

Publication Housing Subsidies for Refugees(Washington, DC: World Bank, 2025-01-22)Refugees require assistance for basic needs like housing but local host communities may feel excluded from that assistance, potentially affecting community relations. This study experimentally evaluates the effect of a housing assistance program for Syrian refugees in Jordan on both the recipients and their neighbors. The program offered full rental subsidies and landlord incentives for housing improvements, but saw only moderate uptake, in part due to landlord reluctance. The program improved short-run housing quality and lowered housing expenditures, but did not yield sustained economic benefits, partly due to redistribution of aid. The program unexpectedly led to a deterioration in child socio-emotional well-being, and also strained relations between Jordanian neighbors and refugees. In all, housing subsidies had limited measurable benefits for refugee well-being while worsening social cohesion, highlighting the possible need for alternative forms of aid.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Regional Poverty and Inequality Update: Latin America and the Caribbean, October 2025(Washington, DC: World Bank, 2025-10-23)This brief summarizes recent facts related to poverty and inequality in Latin America and the Caribbean (LAC) using the latest wave of harmonized household surveys from the Socio-Economic Database for LAC (SEDLAC). This brief was produced by the Poverty Global Practice in the LAC Region of the World Bank.Publication Ukraine Country Environmental Analysis(World Bank, Washington, DC, 2016-01)The objective of the Country Environmental Analysis (CEA) is to assess the adequacy and performance of the policy, legal, and institutional framework for environmental management in Ukraine, in light of the decentralization process of environmental governance and wider reform objectives, and to provide recommendations to government to address the key gaps identified. Ukraine is the second largest country in Europe and has a population of 43 million, the majority of whom live in urban areas. It is a lower middle income country, with the services, industry and agriculture sectors being main contributors to the country’s Gross Domestic Product (GDP). Ukraine faces a number of environmental challenges, as identified in its National Environmental Strategy 2020 (NES). Key among these are: air pollution; quality of water resources and land degradation; solid waste management; biodiversity loss; human health issues associated with environmental risk factors; in addition to climate change. The scope of Ukrainian environmental legislation is quite broad and comprehensive (more than 300 legal acts) and covers most areas of environmental protection and natural resources management. However, the environmental legislation faces a number of weaknesses:The environmental legislation is largely declaratory in nature and does not have all the essential enforcement mechanisms for the implementation of legal acts and international agreements; Many of the acts are not coordinated with each other; and Legislation undergoes limited analysis of its impact—for example, no in-depth analysis such as Regulatory Impact Analysis is conducted for proposed pieces of legislation.Publication Thailand Monthly Economic Monitor, October 2025(Washington, DC: World Bank, 2025-10-22)Fiscal conditions remained stable, with a modest widening of the deficit to 3.1 percent of GDP. New stimulus measures are expected to support short-term demand without breaching the public debt ceiling. Inflation stayed negative, reflecting lower energy and food prices amid subdued domestic demand. The central bank kept the policy rate unchanged, citing limited policy space. Thailand’s growth momentum has slowed further as manufacturing activity and services weakened as projected. Tourism remained subdued, largely due to fewer Chinese visitors. Goods exports also slowed as earlier front-loaded orders faded, particularly in agriculture and industrial goods. The Thai baht depreciated in early October as the US dollar appreciated and the current account turned negative.
