Abstract
The prevalence of heavy goods vehicle overloading across Sub-Saharan Africa has been a matter of concern for some time. The overloading leads to rapid deterioration of road pavements and imposes a heavy cost on some of poorest countries in the world. The countries are forced to spend ever increasing amounts on road rehabilitation. Consequently, unless the problem is tackled effectively, there will be no sustainable improvement in the condition of the road network across much of the region. The Common Market for Eastern and Southern Africa (COMESA), Southern African Development Community (SADC) and the Southern Africa Office of the United Nations Economic Commission for Africa (UNECA) working under the Regional Economic Communities Transport Coordinating Committee established under the Sub-Saharan Africa (SSA) Transport Policy Program (SSATP) have identified vehicle overload control as one of the priority areas to be addressed in their 2006-07 work program. The high magnitude of what essentially are avoidable costs due to overloading underscores the importance of dealing effectively with a number of perceived challenges in overload control. In this regard, this paper identifies and addresses various lessons learnt, key issues and challenges, emerging good practice and technical options for dealing with various aspects of overload control in the Eastern and Southern Africa (ESA) region as a basis for improving the efficiency of transport operations and facilitating trade along regional transport corridors.

    Guidelines on Vehicle Overload Control in Eastern and Southern Africa

    Heavy goods vehicle overloading is a serious problem across much of Sub-Saharan Africa. Such overloading not only significantly accelerates the rate of deterioration of road pavements but, when coupled with inadequate funding for road maintenance, it contributes significantly to poor road conditions and high transport costs. The indicative cost of overloading in East and Southern Africa has been estimated at more than US$4 billion per annum. This exceeds the amounts being spent on road rehabilitation. Therefore, unless the problem is tackled head on, it will negate the expected benefits from the huge amounts of resources that countries and donors are investing into improved road infrastructure across the continent. The cost associated with vehicle overloading can be avoided through effective control measures. The guidelines presented here are an important contribution to tackling the challenge of vehicle overloading in East and Southern Africa. The solutions should be relevant to other parts of Africa as well as to other developing regions of the world. The document makes two facts very apparent: there are in various countries numerous examples of effective overload control strategies which have shown positive results and vehicle axle load control is a multidisciplinary and multi-stakeholder effort. In other words, vehicle overload control is not an intractable problem and can be tackled effectively with benefits to all road users and to society at large.

    Bosnia and Herzegovina - The Road to Europe : Annex 1. Primary and Secondary Roads - A Foundation for Private Sector Led Growth

    This report highlights deficiencies and indicates priorities for a prospective national transport strategy and action plan for further consideration by key stakeholders. The overall objective should be the development of a transport system, and an institutional framework, that facilitates rather than constrains, economic development in Bosnia and Herzegovina. A strong transport system contributes to economic growth by reducing the economic distance to markets by expanding opportunities for trade, by improving the competitiveness of national locations for production and distribution, and by facilitating mobility for a country s citizens; while minimizing the social and environmental costs of the transport sector. The report concludes by recommending actions that aim to improve the institutional framework, improve the sustainability of the transport sector, facilitate broad based economic growth, and mitigate the social and environmental detriments associated with transport. Specific policy recommendations are presented to accomplish these conclusions.

    Guidelines for Mainstreaming Road Safety in Regional Trade Road Corridors

    The global crisis of road traffic injury is escalating in low-income and middle income countries to devastating effect; with road traffic crashes a leading cause of death. The World Health Organization (WHO) estimates that 1.24 million people were killed on the world's roads in 2010 and between 20-50 million more suffer non-fatal injuries from road traffic collisions each year. Among young people aged 15-44 years, road traffic crashes are the second leading cause of death after HIV/AIDS. The guidelines presented here are an important contribution to addressing the challenge of road safety management in regional trade corridors. Developed jointly by the Sub-Saharan Africa Transport Program (SSATP) and the World Bank, they are intended to serve as a guide for mainstreaming road safety in regional trade corridor investment programs in developing countries. The guidelines present a roadmap and set of tools with templates for terms of reference to assist in the identification, preparation and implementation of effective road safety projects in regional trade corridors, based on the lessons and global best practice experience. The publication outlines a systematic and logical process for directly addressing priority road safety needs on regional corridors in a streamlined and iterative manner, that will be relevant not only within Africa, but also to other developing regions of the world.

    China's Expressways : Connecting People and Markets for Equitable Development

    This paper, prepared in response to the Chinese government's request, examines the institutional and financial arrangements under which the expansion of the Chinese expressway network has taken place. China's outstanding achievements in economic growth and poverty reduction over the last fifteen years have been well documented. The major emphasis has been on the development of its infrastructure, particularly transport. All modes of transport have seen their networks expanded, to provide the infrastructure needed to support the broader development goals. Road transport is vitally important and, among the surface modes, has seen its share grow over the last ten years from 45 percent to 60 percent in terms of passenger-km and from 24 percent to 30 percent in terms of freight ton-km. The road transport system has contributed greatly to china's continuing economic and social development. The expansion of the road network during the last 20 years was made possible by rapid increases in public funding. Since 1990, the overall average growth in the Chinese road assets has exceeded the overall growth in its Gross Domestic Product (GDP) and has helped to close the 'infrastructure gap' that existed at the beginning of the period.

    Guangzhou Green Trucks Pilot Project : Background Analysis Report

    This document was devloped as it initiated a pilot project - dubbed Guangzhou Green Trucks Pilot Project in support of Guangzhou's efforts to improve air quality in preparation for the 2010 Asian Games. The goal of this project was to develop a proof of concept for a truck program in Guangdong Province, and possibly China, that aims to: Enhance the fuel economy of the truck fleet, Reduce black carbon and other air pollutants from trucks and consequently obtain GHG emission savings.The project was implemented by the Clean Air Initiative for Asian Cities Center (CAI-Asia Center), in cooperation with Cascade Sierra Solutions, US EPA and World Bank, and with support from Guangzhou Environmental Protection Bureau (GEPB), Guangzhou Transport Committee (GTC), and Guangzhou Project Management Office (PMO) for the World Bank.The pilot project aims to contribute to addressing three problems related to trucks in Guangzhou and the wider Guangdong province simultaneously: (a) fuel costs and security; (b) air pollution and associated health impacts, and (c) greenhouse gas emissions and climate change. The scope of the pilot was limited to Guangdong Province, focusing on diesel trucks accessing or passing through the city of Guangzhou and surrounding cities, like Shenzhen. Aside from GHG emissions, the scope includes black carbon and other air pollutants from trucks because of their potential interacting effects and contribution to climate change, and because air pollution is an important local concern. The pilot project consisted of the following components, each with its own output: Background analysis, Survey of Guangzhou truck sector, Driver training course for fuel efficiency of trucks and a Technology pilot.

    Guide to the Debt Management Performance Assessment Tool

    The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.

    The Mexican Social Protection System in Health

    With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes. Today, the PHI covers all of its intended affiliates, about 52 million people

    Crime and Violence in Central America : A Development Challenge - Main Report

    Crime and violence are now a key development issue for Central American countries. In three nations El Salvador, Guatemala, and Honduras crime rates are among the top five in Latin America. This report argues that successful strategies require actions along multiple fronts, combining prevention and criminal justice reform, together with regional approaches in the areas of drug trafficking and firearms. It also argues that interventions should be evidence based, starting with a clear understanding of the risk factors involved and ending with a careful evaluation of how any planned action might affect future options. In addition, the design of national crime reduction plans and the establishment of national cross-sectoral crime commissions are important steps to coordinate the actions of different government branches, ease cross-sectoral collaboration and prioritize resource allocation. Of equal importance is the fact that national plans offer a vehicle for the involvement of civil society organizations, in which much of the expertise in violence prevention and rehabilitation resides. Prevention efforts need to be complemented by effective law enforcement. The required reforms are no longer primarily legislative in nature because all six countries have advanced toward more transparent adversarial criminal procedures. The second-generation reforms should instead help deliver on the promises of previous reforms by: (i) strengthening key institutions and improving the quality and timeliness of the services they provide to citizens; (ii) improving efficiency and effectiveness while respecting due process and human rights; (iii) ensuring accountability and addressing corruption; (iv) increasing inter-agency collaboration; and (v) improving access to justice, especially for poor and disenfranchised groups. Specific interventions reviewed in the report include: information systems and performance indicators as a prerequisite to improve inter-institutional coordination and information sharing mechanisms; an internal overhaul of court administration and case management to create rapid reaction, one-stop shops; the strengthening of entities that provide legal counseling to the poor and to women; and the promotion of alternative dispute-resolution mechanisms and the implementation of community policing programs.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
