Abstract
Disease risks to humans, animals, and plants are determined by interconnected environmental variables that affect incidence, transmission, and outbreak. Climate change affects many of the environmental variables that lead to disease. Regardless of the species involved, the impacts can ultimately affect the health, livelihood, and economic security of humans. The objective of this World Bank economic and sector work is to build on scientific and operational knowledge of early action tools to help practitioners reduce the risks of key climate-sensitive infectious diseases by strengthening risk management systems for disease outbreaks. The report includes an assessment of known interventions such as the establishment of surveillance systems, the development of region and nation-specific disease outlooks, the creation of climate-sensitive disease risk maps, and the construction and implementation of early warning advisory systems. This research highlights the need for better understanding of the evolving interactions between the environment and emerging and reemerging disease pathogens. It also points to the inseparable interactions between animal health and human health, which climate change appears to be reinforcing and even diversifying. The assessment looks at investments that can lead to the development of these tools, working toward reducing global climate-sensitive disease risk. Because of the breadth of species affected by climate-sensitive disease, it has been helpful to select a model through which the specific impact of climate change and disease can be traced. In this instance, livestock has been chosen, given its significant global presence, economic importance, and susceptibility to disease outbreak. The livestock sector plays a vital role in the economies of many developing countries. Globally it accounts for 40 percent of agricultural gross domestic product (GDP).

Publication People, Pathogens, and Our Planet : Volume One - Towards a One Health Approach for Controlling Zoonotic Diseases(World Bank, 2010-01-01)Whether living in urban or rural environments, humans tend to perceive the world around them as being shaped by culture and industry more than by natural history. Humans, however, are part of a biological continuum that covers all living species. Charles Darwin's 200th birthday in 2009 could serve to remind us of this. All animals, including humans but also plants, fungi, and bacteria, share the same basic biochemical principles of metabolism, reproduction, and development. Most pathogens can infect more than one host species, including humans. In 1964, veterinary epidemiologist Calvin Schwabe coined the term "one medicine" to capture the interrelatedness between animal and human health, and the medical realities of preventing and controlling zoonotic diseases or "zoonoses" -diseases that are communicable between animals and humans. One medicine signaled the recognition of the risks that zoonotic diseases pose to people, their food supplies, and their economies. Given the interrelatedness of human, animal, and ecosystem health, the rationale for some form of coordinated policy and action among agencies responsible for public health, medical science, and veterinary services is quite intuitive. Later, the term "one health" came into use, and later still, the broader concept of "one world one health," which is today used to represent the inextricable links among human and animal health and the health of the ecosystems they inhabit.Publication People, Pathogens and Our Planet : The Economics of One Health(Washington, DC, 2012-06)This study aims to build on the findings from the previously mentioned studies, and seeks to provide more detailed information on the costs of the various functions and categories of expenditure involved in the establishment and operation of system for the prevention and control of emerging zoonotic diseases at country and global level. It will also seek to provide information on efficiency and effectiveness gains that will result from the introduction of a One Health approach. With these aims, the study has two target audiences: (a) project planners, who will benefit from the information of the costs of setting up surveillance and control systems to be used as benchmarks when planning preparedness and control operations; and (b) policy planners at the decision-making level, who would use the information on the efficiency and effectiveness gains to guide them in the decision-making process regarding the eventual introduction of One Health. This report disaggregates costs by task, making explicit those activities that are critical for effectiveness and identifying scope for efficiencies. The analysis draws on a range of data sources and earlier work, including integrated national action plans for, and World Bank staff appraisal reports on, avian and pandemic influenzas responses, a survey of the directors of wildlife services, assessments of veterinary systems in developing countries, and OIE (Office International des Epizooties - World Organization for Animal Health) analyses of disease prevention systems.Publication Responding to Global Public Bads(World Bank, Washington, DC, 2013-01)The World Bank’s efforts to combat avian influenza and help countries to build capacity to prevent and mitigate pandemics offers a useful example in understanding how the agency can contribute to the provision of global public goods. This review aims to inform the provision of these goods by offering lessons from evaluation of the avian influenza experience. The experience also offers an example of the Bank playing a key role in the international response to an unfolding international crisis in a technical area with which it was largely unfamiliar. And provides a case study on how the Bank struggles to work effectively across sectors, both within the institution itself and in the client countries it operates in. The report aims to inform the design of any future avian influenza and zoonotic disease and pandemic preparedness interventions, and also to discuss the wider strategic lessons from the intervention that are relevant to programs responding to emergencies, providing global public goods, or cooperating with external technical agencies. The report also aims to assess the current state of the pandemic preparedness agenda, and to provide guidance on possible ways forward. The report also draws on additional interviews with Bank staff and international agency staff, on World Bank project and program documentation and reports, on the wider literature on avian influenza, and on other documents.Publication Lao People's Democratic Republic - Operational Costs of Trade-Related Sanitary and Phytosanitary Activities(World Bank, 2010-07-01)Information derived from sanitary and phytosanitary (SPS) surveillance and monitoring activities is an increasingly important requirement for market access and a crucial input for risk management and policymaking. This study report was undertaken with resources provided by the trade development facility multi donor trust fund to assist the Government of the Lao People's Democratic Republic (PDR) in assessing minimum levels of public operational funding needed to expand surveillance and diagnostic activities related to the management of SPS risks in Lao PDR. It provides policy options and recommendations for expanding the scope of current SPS activities, and assessments of additional operational costs needed for sustainably performing the recommended expanded activities. This introductory chapter describes SPS activities in general and the growth of SPS capacities in Lao PDR. Chapter two describes the scope and methodology of the study. Chapter three presents a basic discussion of issues and broad estimates of costs of laboratories and testing. Chapters four-six discuss present activities undertaken in the areas of food safety, plant health, and animal health, respectively, together with recommendations for their expansion and corresponding cost estimates. Chapter seven presents a summary of recommendations and conclusions.Publication Global Program for Avian Influenza Control and Human Pandemic Preparedness and Response : Project Accomplishments(World Bank Group, Washington, DC, 2014-09)This report reviews some of the accomplishments of the Global Program for Avian Influenza Control and Human Pandemic Preparedness and Response (GPAI). This multisectoral program comprised 72 projects in 60 developing countries in all regions and received $1.3 billion in financing from the World Bank. This support for GPAI projects was one of the World Bank s contributions to a coordinated global response to the threats of avian and pandemic influenzas, which benefited from financing of $4 billion from 35 donors in 2006-2013. Thanks to this support, developing countries strengthened their capacity for early and effective disease control, bringing substantial public health and economic benefits to the countries and to the world. According to Harvard University Professor and former US Treasury Secretary Lawrence Summers, "[veterinary and human public health systems are] probably the single most important area for productive investment on behalf of mankind." Indeed, circulation of the highly pathogenic avian flu virus was reduced, helping to lessen the likelihood of onset of a pandemic. Moreover, the projects improved public health systems for reducing locally-relevant health threats. The report presents a brief background on the global program and cross-country accomplishments and then highlights accomplishments for each project, by region.

Publication Falling Long-Term Growth Prospects(World Bank : Washington, DC, 2024-02-01)A structural growth slowdown is underway across the world: at current trends, the global potential growth rate is expected to fall to a three-decade low over the remainder of the 2020s. Nearly all the forces that have powered growth and prosperity since the early 1990s have weakened, not only because of a series of shocks to the global economy over the past three years. A persistent and broad-based decline in long-term growth prospects imperils the ability of emerging market and developing economies to combat poverty, tackle climate change, and meet other key development objectives. These challenges call for an ambitious policy response at the national and global levels. This book presents the first detailed analysis of the growth slowdown and a rich menu of policy options to deliver better growth outcomes.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Recipe for a Livable Planet(Washington, DC: World Bank, 2024-09-20)The global agrifood system has been largely overlooked in the fight against climate change. Yet, greenhouse gas emissions from the agrifood system are so big that they alone could cause the world to miss the goal of keeping global average temperatures from rising above 1.5 centigrade compared to preindustrial levels. Greenhouse gas emissions from agrifood must be cut to net zero by 2050 to achieve this goal. Recipe for a Livable Planet: Achieving Net Zero Emissions in the Agrifood System offers the first comprehensive global strategic framework to mitigate the agrifood system’s contributions to climate change, detailing affordable and readily available measures that can cut nearly a third of the world’s planet heating emissions while ensuring global food security. These actions, which are urgently needed, offer three additional benefits: improving food supply reliability, strengthening the global food system’s resilience to climate change, and safeguarding vulnerable populations. This practical guide outlines global actions and specific steps that countries at all income levels can take starting now, focusing on six key areas: investments, incentives, information, innovation, institutions, and inclusion. Calling for collaboration among governments, businesses, citizens, and international organizations, it maps a pathway to making agrifood a significant contributor to addressing climate change and healing the planet.Publication World Development Report 2007(World Bank, 2006)The theme of The World Development Report 2007 is youth - young people between the ages of 12 to 24. As this population group seeks identity and independence, they make decisions that affect not only their own well-being, but that of others, and they do this in a rapidly changing demographic and socio-economic environment. Supporting young people's transition to adulthood poses important opportunities and risky challenges for development policy. Are education systems preparing young people to cope with the demands of changing economies? What kind of support do they get as they enter the labor market? Can they move freely to where the jobs are? What can be done to help them avoid serious consequences of risky behavior, such as death from HIV-AIDS and drug abuse? Can their creative energy be directed productively to support development thinking? Chapters and Statistical Tables(Washington, DC, 2010-11)This Public Expenditure Review (PER), produced jointly by the World Bank and the Inter-American Development Bank (IADB), is an in-depth economic and sector report on El Salvador. The study builds on the analysis and recommendations of the PER delivered in 2004 that concluded that El Salvador faced the dual challenge of addressing deteriorating fiscal trends while financing key investments required to accelerate growth and meet pressing social needs. This report is intended to provide the government with practical and useful near-and medium-term recommendations that will support the country's efforts to ensure sustainable fiscal balances and establish effective and transparent mechanisms to allocate public resources to promote broad-based economic growth, improve social indicators, and reduce poverty. Hence, the government knows that El Salvador is faced with two fiscal challenges that will have great influence on the economic performance over the coming years. The first is the need to improve the fiscal balance, by strengthening revenue and reducing expenditure, to ensure medium-term sustainability. The second is the need to finance priority investments required to accelerate growth, reduce unemployment, and cover basic social needs. Meeting both challenges simultaneously will require great skill, given the still fragmented political environment and the difficulties in creating a consensus on future policies. The country needs to strengthen its fiscal stance because not doing so jeopardizes the medium-term macroeconomic framework, and exposes the country to greater vulnerability in the face of external shocks and contingent liabilities.
