Biography
Judy Baker is the Urban Practice Leader in the East Asia and Pacific Region working on a range of urban development issues at the regional and country level. She has worked at the World Bank since 1990 leading a wide range of lending operations and economic work across all regions, particularly in Latin America and the Caribbean. She has led global work programs from the Sustainable Development Network and the World Bank Institute with a focus on issues of urban poverty, service delivery, and climate change and cities. She has authored 4 books and numerous papers and country studies related to poverty reduction, the delivery of infrastructure services in cities, climate resilience and evaluation. She has also been a guest lecturer at a number of universities in the U.S. and developing countries.

Publication East Asia and Pacific Cities: Expanding Opportunities for the Urban Poor(World Bank, Washington, DC, 2017-07-19) Gadgil, Gauri U.; Baker, Judy L.; Baker, Judy L.; Gadgil, Gauri U.Urbanization in East Asia and the Pacific has created enormous opportunity for many. Yet the rapid growth of cities can also create challenges as national and local governments try to keep up with the needs of their growing populations. Among these challenges is a lack of affordable housing, resulting in increasing slums, deficits in basic service provision, and widening inequality for urban dwellers. This study aims to better understand urban poverty and inequality in East Asian cities, recognizing that many countries of the region, particularly those of middle-income status, are at a critical juncture in their urbanization and growth process where potential social divisions in cities could harm prospects for future poverty reduction. The study uses a multidimensional approach to understand urban poverty and inclusion and draws on examples of programs and policies that have been successfully implemented in the East Asia region to develop a set of guiding principles for policy makers.Publication Climate Change, Disaster Risk, and the Urban Poor : Cities Building Resilience for a Changing World(Washington, DC: World Bank, 2012-04-17) Baker, Judy L.; Baker, Judy L.Poor people living in slums are at particularly high risk from the impacts of climate change and natural hazards. They live on the most vulnerable land within cities, typically areas deemed undesirable by others and thus affordable. This study analyzes the key challenges facing the urban poor, given the risks associated with climate change and disasters, particularly with regard to the delivery of basic services, and identifies strategies and financing opportunities for addressing these risks. The main audience for this study includes mayors and other city managers, national governments, donors, and practitioners in the fields of climate change, disaster-risk management, and urban development. The work is part of a broader program under the Mayor's task force on climate change, disaster risk and the urban poor. The study is organized in four chapters covering: 1) a broad look at climate change and disaster risk in cities of the developing world, with particular implications for the urban poor; 2) analysis of the vulnerability of the urban poor; 3) discussion of recommended approaches for building resilience for the urban poor; and 4) review of the financing opportunities for covering investments in basic services and other needs associated with climate and disaster risk.Publication Urban Risk Assessments : Understanding Disaster and Climate Risk in Cities(Washington, DC: World Bank, 2012-06) Dickson, Eric; Baker, Judy L.; Hoornweg, Daniel; Tiwari, AsmitaThe rapid and oft en unplanned expansion of cities is exposing more people and economic assets to the risk of disasters and the effects of climate change. For city governments, increased climate variability imposes additional challenges to effective urban management and the delivery of key services, while for residents it increasingly affects their lives and livelihoods due to more frequent floods, landslides, heat waves, droughts, and fires. There is an urgent need for cities to consider disaster and climate change by streamlining assessments of related risks in their planning and management as well as delivery of services. This paper proposes a framework for carrying out urban risk assessment, and seeks to strengthen coherence and consensus in how cities can plan for natural disasters and climate change. The Urban Risk Assessment (URA) was developed by drawing on lessons from existing efforts to assess risk in cities as well as urban planning literature. It was vetted through consultation and collaboration with international development agencies, the public and private sectors, and nongovernmental organizations. It minimizes duplicative efforts, and brings convergence to related work undertaken by the World Bank and other key partners. The target audience for this report includes: (1) decision makers such as city managers, mayors, and those involved in developing national and local policies related to urban development; (2) urban practitioners and technical staff at the municipal, regional, and national levels; and (3) international organizations. The assessment methodology focuses on three reinforcing pillars that collectively contribute to understanding urban risk: a hazard impact assessment, an institutional assessment, and a socioeconomic assessment. The URA allows flexibility in how it is applied, depending on available financial resources, available data relating to hazards and its population, and institutional capacity of a given city. Through the URA's sequencing, which is linked to complexity and required investment, city managers may select subcomponents from each pillar that individually and collectively enhance the understanding of urban risk.Publication Impacts of Financial, Food and Fuel Crisis on the Urban Poor(World Bank, Washington, DC, 2012-01) Baker, Judy L.The urban poor are particularly vulnerable in times of crisis due to their heavy reliance on the cash economy, job losses and wage reductions in urban based industries, and no agricultural production to fall back on. Prioritizing investments in cities can help to mitigation impacts in the short run and reduce risks in the future. Well targeted safety nets, workfare programs, and urban agriculture can play an importance role in cushioning the impacts for the urban poor during difficult times.Publication Urban Poverty and Transport : The Case of Mumbai(World Bank, Washington, DC, 2005-09) Basu, Rakhi; Baker, Judy; Cropper, Maureen; Takeuchi, Akie; Lall, SomikThis paper reports the results of a survey of 5,000 households in the Greater Mumbai Region conducted in the winter of 2004. The goal of the survey was to better understand the demand for transport services by the poor, the factors affecting this demand, and the inter-linkages between transport decisions and other vital decisions such as where to live and work. This paper, the first of several research outputs, describes the salient facts about travel patterns in Mumbai for both poor and non-poor households. A striking finding of the survey is the extent to which all households-especially poor households-rely on walking. Overall, 44 percent of commuters in Mumbai walk to work. The proportion of the poor who walk to work is even higher-63 percent. Walking is an even higher modal share for nonwork than for work trips. A second finding is that public transit remains an important factor in the mobility of the poor, and especially in the mobility of the middle class. Overall, rail remains the main mode to work for 23 percent of commuters, while bus remains the main mode for 16 percent of commuters. The modal shares for bus are highest for the poor in zones 1-3 (21 percent of the poor in zone 2 take the bus to work), while rail shares are highest for the poor in the suburbs (25 percent of the poor in zone 6 take rail to work). Is the cost and lack of accessibility to transit a barrier to the mobility of the poor? Does it keep them from obtaining better housing and better jobs? This is a difficult question to answer without further analysis of the survey data. But it appears that transport is less of a barrier to the poor who live in central Mumbai (zones 1-3) than it is to the poor who live in the suburbs (zones 4-6). The poor who live in zones 1-3 (central Mumbai) live closer to the non-poor than do poor households in the suburbs. They also live closer to higher-paying jobs for unskilled workers. Workers in these households, on average, commute short distances (less than 3 kilometers), although a non-negligible fraction of them (one-third in zone 2) take public transit to work. It is true that the cost of housing for the poor is higher in central Mumbai than in the suburbs, but the quality of slum housing is at least as good in central Mumbai as in the suburbs. The poor who live in the suburbs of Mumbai, especially in zones 5 and 6, are more isolated from the rich than the poor in central Mumbai: 37 percent of the poor live in zones 5 and 6, whereas only one-fifth of higher income groups do. Wages for skilled and unskilled labor are generally lower in zones 5 and 6 than in the central city, and it appears that unemployment rates for poor males are also higher in these zones. The lower cost of slum and chawl housing in zones 5 and 6 may partly compensate for lower wages. However, a larger proportion of workers in poor households leave zones 5 and 6 to work than is true for poor workers in other zones. Commuting distances are much higher for poor workers in the suburbs than for poor workers in zones 1-3.Publication Impacts of Financial, Food, and Fuel Crisis on the Urban Poor(World Bank, Washington, DC, 2008-12) Baker, Judy L.The effects of the recent financial crisis are only beginning to be felt in many developing countries, but economic activity is declining rapidly with far reaching impacts. This crisis comes at a time when most countries are still struggling with the impacts of rising food and fuel prices. Though global food and fuel prices have softened somewhat in recent months from the highs earlier in 2008, there has been much volatility and they are anticipated to remain high over the medium term. It is estimated that the high food and fuel prices alone have increased the number of extremely poor in the world by at least 100 million. While impacts of the crises affect both urban and rural populations, the urban poor have been hit hardest in this recent food and fuel crisis, and in previous financial crisis, given their heavy reliance on the cash economy, no agricultural production to fall back on, and wage reductions and employment losses at urban based industries. This has resulted in social unrest in a number of cities earlier in 2008 all over the developing world.Publication Analyzing Urban Poverty: A Summary of Methods and Approaches(World Bank, Washington, D.C., 2004-09) Schuler, Nina; Baker, JudyIn recent years an extensive body of literature has emerged on the definition, measurement and analysis of poverty. Much of this literature focuses on analyzing poverty at the national level, or spatial disaggregation by general categories of urban or rural areas with adjustments made for regional price differentials. Yet for an individual city attempting to tackle the problems of urban poverty, this level of aggregation is not sufficient for answering specific questions such as where the poor are located in the city, whether there are differences between poor areas, if access to services varies by subgroup, whether specific programs are reaching the poorest, and how to design effective poverty reduction programs and policies. Answering these questions is critical, particularly for large, sprawling cities with highly diverse populations and growing problems of urban poverty. Understanding urban poverty presents a set of issues distinct from general poverty analysis and thus may require additional tools and techniques. This paper summarizes the main issues in conducting urban poverty analysis, with a focus on presenting a sample of case studies from urban areas that were implemented by a number of different agencies using a range of analytical approaches for studying urban poverty. Specific conclusions regarding design and analysis, data, timing, cost, and implementation issues are discussed.Publication Evaluating the Impact of Development Projects on Poverty : A Handbook for Practitioners(Washington, DC: World Bank, 2000-05) Baker, Judy L.Very little is known about the actual impact of projects on the poor. Many are reluctant to carry out impact evaluations because they are deemed expensive, time consuming, and technically complex, and because the findings can be politically sensitive. Yet a rigorous evaluation can be powerful in assessing the appropriateness and effectiveness of programs. Evaluating impact is particularly critical in developing where resources are scarce and every dollar spent should aim to maximize its impact on poverty reduction. This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. Chapter 1 presents an overview of concepts and methods, Chapter 2 discusses key steps and related issues to consider in implementation, Chapter 3 illustrates various analytical techniques through a case study, and Chapter 4 includes a discussion of lessons that have been reviewed for this handbook. The case studies, included in Annex I, were selected from a range of evaluations carried out by the Bank, other donor agencies, research institutions, and private consulting firms. Also included in the annexes are samples of the main components that would be necessary in planning any impact evaluation - sample terms of reference, a budget, impact indicators, a log frame, and a matrix of analysis.Publication Integrated Urban Upgrading for the Poor : The Experience of Ribeira Azul, Salvador, Brazil(World Bank, Washington, DC, 2006-03) Baker, Judy L.This study looks at the experience of integrated urban upgrading in a low-income neighborhood of Salvador, Bahia, Brazil. Infrastructure and social investments have been made in the community through a government program, with community participation playing a major role in the design and implementation. This approach is now perceived to be highly successful in terms of its implementation and positive impact on living conditions, and will provide the basis for a major state-wide program. This paper analyzes the lessons learned from the experience, with implications for scaling up as well as applications for other urban upgrading programs. Among the key issues looked at are: (1) what has worked well with the integrated urban upgrading approach and what has not; (2) how cost-effective the interventions were; (3) institutional arrangements given the multi-sectoral approach; and (4) sustainability issues of financing, tenure security, the prevention of further slum expansion, operations and maintenance, environmental sustainability, and job creation, and how they will impact on the poor over time. Key findings point to the importance of community participation, clear roles and responsibilities in institutional arrangements, the need for strong local government participation, and the high costs and challenges of providing housing for the poor.Publication Development of a Transport Module for Multi-topic Household Surveys(World Bank, Washington, DC, 2005-01) Denning, William; Baker, Judy L.This paper is aimed at providing guidance on transport issues for those involved in designing multi-topic household surveys such as the Living Standards Measurement Studies (LSMS) surveys. The inclusion of a few key questions can provide critical information for better designing transport programs and policies aimed at improving access, affordability and quality services. Questions on transport access, quality, mode, distance, time, and cost can help to understand the constraints that the population may face in accessing jobs, markets, schools, health clinics and other social services. All of this can be broken down by subgroups such as income, geographic area, gender, employment, etc. further strengthening the relevance of the analysis and contribution to policy decisions. The paper covers background on transport and multi-topic household surveys, key transport policy concerns and data needs, approaches to analysis, issues of survey design, and prototype questions that could be included in existing surveys.
