Biography
Youngsun Koh is a senior research fellow at the Korea Development Institute (KDI). He currently also serves as senior vice president and chief research officer at KDI. After joining KDI in 1993, he initially focused his research on fiscal policy, covering issues in macroeconomics and the financial management system. Later, his interests expanded to other areas, including economic development, inequality, labor, and education. His most recent publication is about the reform of the higher education sector in the Republic of Korea. Throughout Koh’s career, he has held various positions at KDI: director for the Department of Macroeconomic and Financial Policy (2006–07), director for the Department of Public Finance and Social Policy (2007–11), chief economist (2011–13), executive director of the Center for International Development (2018–19), and executive director of the Global Knowledge and Exchange Development Center (2019–21). He also worked for the Government of Korea as the second vice minister of the Office for Government Policy Coordination (2013–14) and as Vice Minister of the Ministry of Employment and Labor (2014–17). Koh studied economics at Seoul National University and holds a PhD in economics from Stanford University.
