Biography
Ivan Krsul is a Senior Governance Specialist in the Prosperity-GOV-Public Finance & Procure (EGVPF) Unit of the World Bank Group, that specializes in the use of technology for reforming tax and customs administrations. He is a computer scientist and AI expert with a Ph.D. in Computer Science from Purdue University and brings more than 20 years of experience in applying advanced technologies to public sector modernization. His work has supported governments across Latin America and the Caribbean (Bolivia, Colombia, El Salvador, Honduras, Nicaragua, Costa Rica, Barbados, Jamaica), Africa (Uganda, Mozambique), Asia (Pakistan, Bangladesh, India, Malaysia, Sri Lanka), Central Asia (Georgia, Tajikistan, Uzbekistan, Azerbaijan) among others. He specializes in artificial intelligence and machine learning for public sector applications, with a particular focus on revenue administration. As a senior consultant to the World Bank, he has led the design and implementation of innovative AI-driven solutions for tax audit case selection, including the development of synthetic data environments and LSTM-based predictive models. He has also played a central role in the creation of key institutional tools such as the Tax Diamond Toolkit and the IAMTAX methodology, which provide structured, evidence-based frameworks for assessing and reforming tax and customs administrations.

    This paper presents a comprehensive strategic framework for integrating Artificial Intelligence (AI) into revenue administrations. The framework addresses the challenges of implementing AI without a structured approach and emphasizes the importance of human-AI collaboration. It proposes a three-phase implementation strategy, inception, consolidation, and optimization, designed to incrementally build capacity, establish governance structures, and optimize AI systems over time. By following this framework, revenue administrations can effectively harness the power of AI to enhance efficiency, improve taxpayer services, and strengthen compliance efforts while maintaining public trust and transparency.

    Domestic resource mobilization has become a core priority of the sustainable development agenda for tax and customs administrations. Information systems can play a critical role in revenue mobilization, which may create the much-needed fiscal space for maneuver and allow for more spending on all the things that drive potential growth over the medium term. New technologies can also increase the effectiveness of the internal operations of tax and customs administrations, and can reduce costs, as they improve their capacity to collect revenue with smarter use of the information they collect. Of particular interest is machine learning, which can be used to solve difficult problems that arise from the inability of revenue administrations to process massive amounts of data efficiently. Technology by itself can only provide tools. To achieve meaningful and impactful goals, a comprehensive strategy must be defined, covering the regulatory, institutional, and operational aspects. This paper analyzes such aspects and provides a roadmap for policymakers and tax officials on how to incorporate and manage disruptive technologies into the process of building the tax and customs administrations of tomorrow.
