Biography
Vladimir Calderón is a consultant for the World Bank, where he brings over 15 years of hands-on experience providing technical assistance on IT matters to tax administrations in more than 12 countries. He holds a Master’s degree in Computer Science from the University of Geneva and has accumulated over 25 years of professional experience within government-related institutions. Originally trained as a full stack developer, Vladimir spent the early part of his career architecting and building end to end software solutions. Over the last decade, he has transitioned into project management and governance roles, leading multidisciplinary teams to deliver complex development programs. In recent years, he has focused on integrating artificial intelligence capabilities (LLM) into IT projects.

    This paper presents a comprehensive strategic framework for integrating Artificial Intelligence (AI) into revenue administrations. The framework addresses the challenges of implementing AI without a structured approach and emphasizes the importance of human-AI collaboration. It proposes a three-phase implementation strategy, inception, consolidation, and optimization, designed to incrementally build capacity, establish governance structures, and optimize AI systems over time. By following this framework, revenue administrations can effectively harness the power of AI to enhance efficiency, improve taxpayer services, and strengthen compliance efforts while maintaining public trust and transparency.

    Domestic resource mobilization has become a core priority of the sustainable development agenda for tax and customs administrations. Information systems can play a critical role in revenue mobilization, which may create the much-needed fiscal space for maneuver and allow for more spending on all the things that drive potential growth over the medium term. New technologies can also increase the effectiveness of the internal operations of tax and customs administrations, and can reduce costs, as they improve their capacity to collect revenue with smarter use of the information they collect. Of particular interest is machine learning, which can be used to solve difficult problems that arise from the inability of revenue administrations to process massive amounts of data efficiently. Technology by itself can only provide tools. To achieve meaningful and impactful goals, a comprehensive strategy must be defined, covering the regulatory, institutional, and operational aspects. This paper analyzes such aspects and provides a roadmap for policymakers and tax officials on how to incorporate and manage disruptive technologies into the process of building the tax and customs administrations of tomorrow.
