Biography
Judy Baker is a Lead Economist in the Urban Practice Group at the World Bank Institute working on issues of urban poverty, service delivery, and climate change and cities.  She has held various positions at the World Bank since 1990 leading work on a wide range of lending operations and economic work across all regions.  She has authored Climate Change, Disaster Risk and the Urban Poor (2012), Urban Risk Assessments (2012), Opportunities and Challenges for Small Scale Service Providers in Electricity and Water Supply (2009), Evaluating the Poverty Impact of Development Projects (2000) as well as numerous papers and country studies related to poverty reduction, the delivery of infrastructure services in cities, and evaluation.  She has also been a guest lecturer at a number of universities in the U.S. and developing countries.
