Abstract
From 2003 to 2006, a rural pilot project was conducted in Vietnam with technical support from the non-governmental organization (NGO) International Development Enterprises (IDE) and funding from Danish International Development Assistance (DANIDA). The project tested whether a sanitation marketing approach could improve rural access to sanitary toilets in 30 communes in six districts of the coastal provinces of Thanh Hoa and Quang Nam. Research for the case study took place between June and August 2009. Local sanitation statistics were collected in all study communes. Semi-structured interviews were held with the promoters, providers, and some local government authorities. Interviews were held with district and provincial authorities and at a national level with the Non Governmental Organizations (NGOs), national authorities, and donors involved in rural sanitation. With the help of participatory tools, focus group discussions were held with sixty-one householders who had built sanitary toilets or upgraded their unsanitary ones, and sixty householders who had either no toilet or a still unsanitary one. Finally, the study team visited a very small and non-random sample of installed toilets to observe the quality of construction and hygiene as per the national standards of the Ministry of Health.

    This case study of the sustainability of rural sanitation marketing is part of a wider activity entitled 'Total Sanitation and Sanitation Marketing (TSSM): new approaches to Stimulate and Scale up Sanitation Demand and Supply Project,' also known as the Global Scaling up Sanitation Project. The long-term vision for this effort is to help a number of developing countries meet the basic sanitation needs of the rural poor who do not currently have access to safe and hygienic sanitation. TSSM tests proven and promising approaches to create demand for sanitation and improve the supply of sanitation-related products and services to increase household access to safe and sustainable sanitation; create open-defecation free communities; and promote improved hygiene practices. Though not one of the TSSM focus countries, Vietnam is one of the countries where a piloted approach to enhance and meet rural sanitation demands has had promising results.

    What Does It Take to Scale Up Rural Sanitation?

    Over the last 30 years, most rural sanitation projects have had pockets of success, but were small in scale and could not be scaled up. Learning how to expand on the successes of small-scale projects to increase access at large scale has been an enduring challenge. Project outcomes often fail the sustainability test once external funding ceases, and the benefits, even if sustained, remain limited to project areas. Despite growing political will to do more about rural sanitation, the lack of evidence and examples of effective and sustainable large-scale rural sanitation programs has constrained governments and development partners. In an attempt to help address these issues, starting in 2007, the World Bank's Water and Sanitation Program (WSP) provided technical assistance to help governments design, plan, implement, and monitor national rural sanitation programs that start at scale and are sustainable. This initiative was carried out in three countries, India, Indonesia, and Tanzania. To increase the supply of sanitation products and services, efforts were made to build the capacity of local builders, manufacturers, and suppliers of sanitation products and services. In addition, in all three countries, national governments have developed, reformed, or improved national sanitation policies to become demand-responsive, and local governments have strengthened their capacity to facilitate community-led efforts to stop open defecation and to support the local private sector to build improved sanitation facilities.

    Rural Water Supply and Sanitation Challenges in Latin America for the Next Decade : Lessons from the "Cusco+10" International Seminar

    This report summarizes the current context of the water and rural sanitation sub-sector and the analysis thereof undertaken at the Cusco+10 seminar. The first part of the report, basic rural services at the end of the 20th century, summarizes the situation as it stood in the 1990s and the conclusions reached at the 1999 seminar workshop. The second part, Trends in the first decade of the 21st century, identifies some of the new variables that have emerged and are shaping the context as work continues toward establishing sustainable services. The third part, challenges for the next decade, reports the findings from the Cusco plus 10 analyses and sums them up in five major challenges to be addressed. Finally, the fourth part, conclusions, looks to the future and suggests some new trends that are affecting the five major cross-cutting themes.

    Poor-Inclusive Urban Sanitation : An Overview

    Most of the world's population now lives in urban areas, and in developing regions the proportion living in cities and towns has risen from 35 percent in 1990 to 45 percent in 2010, from 1.4 billion to 2.5 billion people (Jacobsen et al. 2012). A 2008 World Bank analysis estimated that a third of people living on less than US$2 per day reside in urban areas, and United Nation or UN-habitat estimates that just under 40 percent of urban dwellers live in slums, a number that is growing by more than 20 million per year (Baker 2008). These disparities highlight a pressing need to address the urban sanitation challenge comprehensively, with emphasis on including slum dwellers and poor communities that have typically been neglected. Without concerted intervention, the prospects of cholera, diarrhea, and worm infections will increase, jeopardizing education, productivity, and the quality of life for all urban dwellers. Although this overview of urban sanitation has shown that the current situation is far from ideal, and that widespread improvements will not occur at the present rate of progress, it also identifies initiatives that have potential for wider replication. There is no 'silver bullet' that will deliver improved sanitation to the developing world's burgeoning cities, and some key technical issues remain to be resolved, but much can be achieved by applying what is already known and proven in practice.

    The Political Economy of Sanitation : How Can We Increase Investment and Improve Service for the Poor?

    This study follows current approaches to political economy-interdisciplinary inquiry drawing upon social and political theory and economic principles-to understand how political actors, institutions, and economic processes influence each other. The 'political economy of sanitation,' therefore, refers to the social, political, and economic processes and factors that determine the extent and nature of sanitation investment and service provision. This study's conceptual framework combines a diagnostic component with a typology of actions to help translate analytical findings into more effective support to operations and investments. The diagnostic framework aims to identify political economy constraints as well as opportunities that are entry points for subsequent operational actions. The study was conducted through a qualitative analysis of stakeholders, institutions, impacts, risks, and opportunities that was linked to processes and policy debate. This synthesis report is based on the findings from the secondary literature review and the results of primary research in the four case study countries, which examined how each had identified and managed political economy risks and opportunities in its sanitation interventions. Overall, the study confirms the importance of assessing stakeholder interests, identifying potential winners and losers, identifying incentives, and examining formal and informal institutions.

    Assessing the Functioning of Land Rental Markets in Ethiopia

    Although a large theoretical literature discusses the possible inefficiency of sharecropping contracts, the empirical evidence on this phenomenon has been ambiguous at best. Household-level fixed-effect estimates from about 8,500 plots operated by households that own and sharecrop land in the Ethiopian highlands provide support for the hypothesis of Marshallian inefficiency. At the same time, a factor adjustment model suggests that the extent to which rental markets allow households to attain their desired operational holding size is extremely limited. Our analysis points towards factor market imperfections (no rental for oxen), lack of alternative employment opportunities, and tenure insecurity as possible reasons underlying such behavior, suggesting that, rather than worrying almost exclusively about Marshallian inefficiency, it is equally warranted to give due attention to the policy framework within which land rental markets operate.

    A Framework for Private Sector-Led Offshore Wind Projects in Viet Nam

    Viet Nam’s rapidly growing economy has created increasing energy demands, with significant untapped offshore wind resources located in shallow waters near population centers. While several near-shore projects were previously developed under a Feed-in-Tariff system, no far-shore installations exist yet. Despite initial interest from international developers, many investors withdrew while awaiting policy clarity. This report aims to inform industry stakeholders about Viet Nam’s current offshore wind policies and regulations while providing recommendations to the government for framework improvements that will support project success and help achieve national targets. For Viet Nam to realize its offshore wind potential and meet national energy targets, a balanced approach that leverages both state and private sector capabilities while providing a stable, attractive investment environment is essential.

    Poverty, Prosperity, and Planet Report 2024

    The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

Global growth is expected to slow further this year, reflecting the lagged and ongoing effects of tight monetary policy to rein in inflation, restrictive credit conditions, and anemic global trade and investment. Downside risks include an escalation of the recent conflict in the Middle East, financial stress, persistent inflation, weaker-than-expected activity in China, trade fragmentation, and climate-related disasters. Against this backdrop, policy makers face enormous challenges. In emerging market and developing economies (EMDEs), commodity exporters face the enduring challenges posed by fiscal policy procyclicality and volatility, which highlight the need for robust fiscal frameworks. Across EMDEs, previous episodes of investment growth acceleration underscore the critical importance of macroeconomic and structural policies and an enabling institutional environment in bolstering investment and long-term growth. At the global level, cooperation needs to be strengthened to provide debt relief, facilitate trade integration, tackle climate change, and alleviate food insecurity.
