World Bank InstitutePPIAF2013-10-032013-10-032012-02https://hdl.handle.net/10986/16055The Public-Private Partnerships (PPP) reference guide seeks to provide advice on what PPP practitioners should know, rather than provide advice on what to do. The guide sets out the main topics, looks at the key issues that must be addressed, and provides what we consider the most important references that PPP practitioners can turn to for answers and to enhance their own knowledge and understanding. It is structured into separate sections that focus on three main areas, firstly what are PPPs, when might they be used and the advantages and disadvantages relative to public provision; secondly the policy, legal and institutional frameworks that should be put into place to help improve their effectiveness; and finally the ways in which PPP projects can be developed and implemented. A diverse range of case studies and institutional solutions, from all parts of the world, are presented in the PPP reference guide.en-USCC BY 3.0 IGOAccountabilityAccountingactual costsAirair traffic controlairportairport expansionAirportsamount of debtAsset utilizationauditingBailoutsbalance sheetBalance Sheet DebtBank PolicyBankruptcybanksBidbidsBOOTBOTbottlenecksbudget constraintsBudgetingbusescapital expenditurescapital projectsCarscommercial loancompanycongestioncontingent liabilitiesContract awardcontract compliancecontract designCorporationCorporationscost-benefitcredibilityCross-subsidiesdebtDebt financingdebt obligationsdeveloping countriesdeveloping countryDevelopment bankDispute Resolutiondistribution systemdrinking waterdriversdue diligenceeconomic growthElectricityelectricity servicesEmerging Marketsequipmentequity contributionsexchange ratesexpenditureexternal debtfinance infrastructureFinancial Managementgovernment accountsgovernment fundingGovernment guaranteegovernment guaranteesgovernment investmentsgovernment revenuegovernment spendinghealth servicesHigh Occupancy Tollhighwayhighway laneshours of servicehousingInfrastructure Concessionsinfrastructure financeinfrastructure fundinginfrastructure investmentinfrastructure planninginfrastructure projectinfrastructure projectsInfrastructuresIntellectual Propertyinterest rateInternational BankInternational Developmentinternational standardinternational standardsinvestingInvestment Banklanesleasinglegal ownershipLegislationlenderslicenseslight raillight rail systemsliquidity constraintsLoanlocal banksMass transitMonetary Fundmoral obligationmotoristsNational Air TrafficNational HighwaysO&Moperating costspassengerspenaltiesprivate companiesprivate companyprivate financeprivate financiersprivate firmsPrivate Infrastructureprivate partiesprivate partnerPrivate Partnershipprivate partyprivate sectorprivate sector investmentprivate sector participationprivate sector partyprivate sponsorsprivatizationproductivityprovision of infrastructureProvisionsPSPPublicpublic agenciespublic assetpublic borrowingpublic debtPublic Financepublic infrastructurepublic investmentpublic investment in infrastructurePublic participationPublic Private Partnershipspublic procurementpublic resourcespublic sectorpublic servicePublic WorksPublic Works ProjectsPublic-Private Partnershipsrailrail projectsRegulatory Frameworkregulatory regimerenegotiationRenegotiationsreturnsroad buildingroad conditionsroad maintenanceroad networkroad projectsroad sectorroad trafficsafetySanitationSanitation Sectorservice deliveryservice qualitysewerage systemsshort-term liquiditySponsorssubsidiarytelecommunicationsTollToll FacilitiesToll Roadtoll roadstollstrafficTraffic RiskTraffic Servicestraffic volumetraffic volumestransit systemstransition countriesTransparencytransporttransport projectsTransportationtravel timesTreasurytunnelsunderlying asseturban waterurban water utilitiesuser chargesutilitieswaste managementwater concessionsWater Departmentwater distribution systemwater losseswater managementwater sectorwater supplywater treatmentwater utilityPublic-Private Partnerships : Reference Guide Version 1.0World Bank10.1596/16055
