World Bank2014-09-152014-09-152013https://hdl.handle.net/10986/20150This report presents an analysis of the Early Childhood Development (ECD) programs and policies which affect young children in Sierra Leone. This report is part of a series of reports prepared by the World Bank using the SABER-ECD framework. The country report includes analysis of early learning, health, nutrition and social and child protection policies and interventions in Sierra Leone, along with regional and international comparisons. The SABER-ECD initiative is designed to enable ECD policy makers and development partners to identify opportunities for further development of effective ECD systems. The SABER-ECD classification system does not rank countries according to any overall scoring; rather, it is intended to share information on how different ECD systems address the same policy challenges. This country report presents a framework to compare Sierra Leone s ECD system with other countries in the region and internationally. Each of the nine policy levers are examined in detail and some policy options are identified to strengthen ECD are offered.en-USCC BY 3.0 IGOACCOUNTADEQUATE NUTRITIONAGEDANAEMIAANTENATAL CAREANTENATAL VISITSARMED CONFLICTBABIESBABYBIRTH REGISTRATIONBIRTH WEIGHTBREAST MILKBREAST MILK SUBSTITUTESBREASTFEEDINGBROADCASTINGCAPACITY BUILDINGCAREGIVERSCHILD ABUSECHILD DEVELOPMENTCHILD HEALTHCHILD HEALTH SERVICESCHILD MORTALITYCHILD MORTALITY RATESCHILD PROTECTIONCHILD RIGHTSCHILDCARECHILDREN AT RISKCHILDREN IN CONFLICTCIVIL SOCIETY ORGANIZATIONSCIVIL WARCLASSROOMCLASSROOMSCLINICSCONTRACEPTIVESCURRICULACURRICULUMDEMOCRACYDEPRESSIONDEVELOPMENT POLICYDIETDIPHTHERIADISABILITIESDISABILITYDOMESTIC VIOLENCEDRUGSEARLY CHILDHOODEARLY CHILDHOOD CAREEARLY CHILDHOOD DEVELOPMENTEARLY CHILDHOOD EDUCATIONEARLY LEARNINGEARLY STIMULATIONECCEECDECD POLICIESECD PROFESSIONALSECD PROGRAMSEDUCATION POLICIESEDUCATION SECTOREDUCATION SYSTEMSEFFECTIVE POLICIESEMOTIONAL DEVELOPMENTENFORCEMENT MECHANISMSENROLLMENTENROLLMENT RATEEQUITABLE ACCESSESSENTIAL HEALTH SERVICESFAMILIESFAMILY SUPPORTFINANCIAL COMMITMENTFOOD SECURITYFOOD SUPPLEMENTSFORMAL EDUCATIONFORMAL EDUCATION SYSTEMGENDERGENDER DISPARITYGENERATION OF CHILDRENGLOBAL HEALTHGOVERNMENT SUPPORTGROSS NATIONAL INCOMEGROWTH MONITORINGHEALTH CAREHEALTH CENTERSHEALTH INTERVENTIONSHEALTH OUTCOMESHEALTH SECTORHEALTH SERVICESHEPATITIS BHIVHOLISTIC DEVELOPMENTHOME VISITINGHOSPITALSHOUSEHOLD LEVELHUMAN CAPITALHYGIENEHYGIENE EDUCATIONIMMUNIZATIONIMMUNIZATIONSIMPACT ON CHILDRENINFANTINFANT FEEDINGINFANT MORTALITYINFANTSINFLUENZAINFORMATION SYSTEMSINTEGRATED ASSESSMENTINTERNATIONAL COMPARISONSINTERVENTIONIRONISOLATIONJUVENILEJUVENILE COURTSLAND MINESLAWSLEARNING ACTIVITIESLEARNING OPPORTUNITIESLEARNING OUTCOMESLEGAL STATUSLEVEL OF DEVELOPMENTLIFE CYCLELITERACYLIVE BIRTHSMALARIAMALNUTRITIONMANAGEMENT SYSTEMSMANDATESMARKETINGMATERNITY LEAVEMEASLESMENTALMINISTRY OF EDUCATIONMINISTRY OF HEALTHMORTALITYMOTHERMOTHER-TO-CHILDMOTHER-TO-CHILD TRANSMISSIONMUMPSNATIONAL EDUCATIONNATIONAL LAWSNATIONAL LEVELNATIONAL LEVELSNATIONAL POLICYNEWBORNSNUMBER OF CHILDRENNURSERY SCHOOLSNURSINGNUTRITIONOBESITYOLDER CHILDRENOPEN SOCIETYORPHANSPARENTAL LEAVEPARENTINGPARITYPATERNITY LEAVEPEOPLE WITH DISABILITIESPOLICY DEVELOPMENTPOLICY GOALSPOLICY LEVERPOLICY MAKERSPOLIOMYELITISPOPULATION GROUPSPRACTITIONERSPREGNANCYPREGNANT WOMENPRENATAL NUTRITIONPREPRIMARY EDUCATIONPREPRIMARY PROGRAMSPREPRIMARY SCHOOL ENROLLMENTPREPRIMARY SCHOOLSPRESCHOOL EDUCATIONPRESCHOOL ENROLLMENTPRESCHOOLSPREVENTABLE DISEASESPRIMARY SCHOOLPRIMARY SCHOOLSPROVISION OF CAREPROVISION OF SERVICESPUBLIC SCHOOLSPURCHASING POWERQUALITY ASSURANCEQUALITY CONTROLQUALITY OF EDUCATIONREADINGRESOURCE LIMITATIONSRESPECTRIGHTS OF CHILDRENRUBELLARURAL AREASRURAL DEVELOPMENTRURAL LOCATIONSSANITATIONSANITATION FACILITIESSCHOOL CURRICULUMSCHOOL YEARSCREENINGSECONDARY SCHOOLSEGMENTS OF SOCIETYSERVICE DELIVERYSERVICE PROVIDERSSERVICE PROVISIONSERVICES FOR PEOPLESET OF GOALSSKILLED ATTENDANTSKILLED ATTENDANTSSOCIAL DEVELOPMENTSOCIAL INFRASTRUCTURESOCIAL PROTECTIONSOCIAL SECURITYSOCIAL SERVICESSOCIAL WELFARESOCIOECONOMIC STATUSSPECIAL NEEDSSTDSSUPPORT TO PARENTSTEACHER RATIOTEACHER SALARIESTEACHER TRAININGTEACHERSTECHNICAL ASSISTANCETECHNICAL CAPACITYTETANUSTUBERCULOSISTUITIONURBAN AREASUSER FEESVACCINESVIOLENCEVULNERABLE CHILDRENVULNERABLE FAMILIESWELLNESSWORLD HEALTH ORGANIZATIONYOUNG AGEYOUNG CHILDRENYOUTHSierra Leone Early Childhood Development : SABER Country Report 201310.1596/20150
