This assessment focuses on the performance of institutions at both the national and subnational levels, and is aimed at addressing Serbia’s air pollution and climate change mitigation challenges to prepare these institutions for the transition to a low-carbon and green economy. In this assessment, the term ‘institutions’ refers to public institutions.
