Over 3 million people live in the Dakar metropolitan region, which is growing at twice the pace of the country as a whole (the population growth rate of Dakar is about 3.6 percent per year compared with the national rate of 2.2 percent per year). As in most cities in developing countries, authorities have found it difficult to meet the service demands of the growing population, particularly those of the poor, who are the most dependent on the public provision of water, electricity, transport, and other services. The objective of this study is to (1) establish how effective the finance scheme has been in improving the quality of urban transport services in Dakar since its implementation in 2005; (2) examine whether the approach is proving to be financially self-sustaining and what effect the introduction of new vehicles is having on other service providers; and (3) determine whether, on the basis of the available evidence, the scheme offers a sustainable approach (both operationally and financially) to improving transport service provision in other Sub-Saharan Africa (SSA) cities. The program is not designed to increase public transport capacity, and thus the impact on other transport operators has been minimal. Service quality has improved to the satisfaction of the general public.en-USCC BY 3.0 IGOACCESS TO CREDITAIRAIR POLLUTIONASSET MANAGEMENTBALANCE SHEETBANK FINANCINGBRAKESBUSBUS COMPANIESBUS COMPANYBUS FARESBUS FINANCEBUS FLEETBUS INDUSTRYBUS OPERATIONSBUS OPERATORBUS OPERATORSBUS PRIORITYBUS ROUTEBUS SERVICESBUS STATIONBUS STATIONSBUS STOPSBUS TRANSPORTBUSESBUSINESS PLANSCAPACITY BUILDINGCAPITAL COSTCAPITAL STOCKCARCARSCASH FLOWCENTRAL BUSINESS DISTRICTCOMMERCIAL BANKCOMMERCIAL BANKSCOMMERCIAL VEHICLESCOMMUTINGCONCESSIONSCONTRACTUAL OBLIGATIONSCOOPERATIVESDEPOSITDEPOSITSDEVELOPMENT BANKDOWN PAYMENTDOWN PAYMENTSDRIVER LICENSINGDRIVERSEARNINGSECONOMIC DEVELOPMENTEMISSIONSEXCHANGE RATESEXCLUSIVE RIGHTSFACILITATIONFARE COLLECTIONFARE INCREASESFARE LEVELSFARE STRUCTUREFARESFINANCIAL SECURITYFINANCIAL SUSTAINABILITYFINANCIAL VIABILITYFLEET MANAGEMENTFLEET RENEWALFLEETSFRAMEWORKFUELFUEL COSTSFUEL PRICESHIDDEN SUBSIDIESHOURS OF OPERATIONHOURS OF SERVICEIMPORT DUTIESINCOMEINFRASTRUCTURE DEVELOPMENTINFRASTRUCTURE INVESTMENTINITIAL DEPOSITSINSPECTIONINTEGRATED TRANSPORT PLANNINGINTEREST RATESINTERNATIONAL BANKITINERARYJOURNEYJOURNEYSLAND TRANSPORTLAND USELEVEL OF ASSETLIENLOAD FACTORSLOANLOAN REPAYMENTSLOCLOCAL AUTHORITIESMASS TRANSITMICRO-FINANCEMICRO-FINANCE INSTITUTIONMICROCREDITMILEAGEMINI-BUSMINI-BUSESMINIBUSMINIBUS OPERATORSMINIBUS SERVICESMINIBUSESMINISTRY OF TRANSPORTMOTOR VEHICLEMOTOR VEHICLE INSPECTIONMOTORCYCLENATIONAL RAILWAYNEW BUSINESSOPERATING COSTSPARKINGPARTICULATE EMISSIONSPASSENGERPASSENGER COACHESPASSENGER RAILPASSENGER SERVICEPASSENGER SERVICESPASSENGER TRIPSPASSENGER VEHICLESPASSENGER VOLUMEPASSENGERSPEAK HOURSPEDESTRIANPEDESTRIAN OVERPASSESPENSIONERSPERSON-TRIPSPERSONAL SAVINGSPOLICEPOLLUTIONPOPULATION GROWTHPRIVATE OPERATORSPRIVATE TRANSPORTPROFIT MARGINSPROFITABILITYPUBLIC PASSENGER TRANSPORTPUBLIC SERVICE VEHICLESPUBLIC SUBSIDIESPUBLIC TRANSITPUBLIC TRANSIT SERVICESPUBLIC TRANSPORTPUBLIC TRANSPORT CAPACITYPUBLIC TRANSPORT DEMANDPUBLIC TRANSPORT OPERATIONSPUBLIC TRANSPORT SECTORPUBLIC TRANSPORT SERVICESPUBLIC TRANSPORT SYSTEMPUBLIC TRANSPORT VEHICLESPUBLIC-PRIVATE PARTNERSHIPQUALITY OF TRANSPORTQUALITY OF TRANSPORT SERVICESRAIL COMPANIESRAIL COMPANYRAIL INVESTMENTRAIL SERVICERAIL SERVICESRAIL TRAVELRAILWAYRAPID TRANSITRECEIPTSRECYCLINGREPAYMENTREVOLVING FUNDROADROAD NETWORKROAD TRANSPORTROLLING STOCKROUTEROUTESRUSH HOURSAFETYSAFETY STANDARDSSPEEDSTRUCTURESSUBURBAN RAILSUBURBAN RAIL SYSTEMSSUBURBSTAXTAX CONCESSIONSTAXI OPERATIONSTAXI OPERATORSTAXI SERVICETAXI SERVICESTAXISTECHNICAL ASSISTANCETIRESTRAFFICTRAFFIC JAMSTRAFFIC MANAGEMENTTRAFFIC POLICETRAFFIC RULESTRAFFIC SYSTEMTRANSITTRANSIT OPERATORSTRANSPORTTRANSPORT COSTSTRANSPORT INDUSTRYTRANSPORT MARKETTRANSPORT MODETRANSPORT MODESTRANSPORT OPERATORSTRANSPORT PLANNINGTRANSPORT POLICYTRANSPORT PROFESSIONALSTRANSPORT PROJECTSTRANSPORT REGULATIONTRANSPORT SECTORTRANSPORT SERVICETRANSPORT SERVICE PROVISIONTRANSPORT SERVICESTRANSPORT SUPPLYTRANSPORT SYSTEMTRANSPORT SYSTEMSTRANSPORTSTRAVEL TIMETRAVEL TIMESTRAVELERSTRIPTRIPSTRIPS PER DAYTRUCKSTYRESURBAN MOBILITYURBAN MOBILITY IMPROVEMENTURBAN PUBLIC TRANSPORTURBAN SPRAWLURBAN TRANSPORTURBAN TRANSPORT PROJECTSURBAN TRANSPORT SECTORURBAN TRANSPORT SERVICESURBAN TRANSPORT SYSTEMVANSVEHICLEVEHICLE INSURANCEVEHICLE INVESTMENTVEHICLE MAINTENANCEVEHICLE OPERATIONVEHICLE REGISTRATIONVEHICLE RENEWALVEHICLE-KILOMETERSVEHICLESWALKINGWALKING TRIPSThe Dakar Bus Renewal Scheme : Before and AfterRenouvellement du parc d'autobus a Dakar : avant - apres10.1596/17806
