The high level of government spending remains supported by a larger than optimal tax burden, primarily reflecting onerous social security contributions, bankruptcy or liquidation. The operational independence of the privatization agencies should be ensured, and transparent methods must be used for divestiture. This paper also notes that deteriorating rural infrastructure, including roads, electricity, village water supply, and irrigation, all constrain rural development. Recommendations are proposed for improving conditions in the agriculture, health, transport, and education sectors.en-USCC BY 3.0 IGOACCIDENTSACCOUNTABILITYACCOUNTINGACCUMULATION OF ARREARSACCUMULATION OF PAYMENT ARREARSAGINGAIRAIR POLLUTIONAIR TRAFFICAIRPORTSALLOCATIONANNUAL BUDGETSAUDIT INSTITUTIONSAUDIT SYSTEMAUDITORSAVIATION SECTORBENEFICIARIESBRIBESBUDGET CONSTRAINTSBUDGET PREPARATIONBUDGET PREPARATION PROCESSBUDGET PROCESSCAPITAL SPENDINGCARCAR OWNERSHIPCIRCULATORY SYSTEMCOMMODITY PRICESCOMMUNICABLE DISEASESCOMPETITIVE PROCESSCOST-EFFECTIVENESSCURRENCY BOARDDATA QUALITYDAY CAREDEBT SERVICEDECISION MAKINGDEMAND FOR TRANSPORTDOMESTIC DEMANDDRIVER BEHAVIORECONOMIC GROWTHEDUCATION SPENDINGEMISSIONSENTITLEMENTSEXPENDITUREEXPENDITURE MANAGEMENTEXPENDITURE POLICIESEXPENDITURESEXPRESSWAYSEXTERNAL AUDITEXTERNAL DEBTEXTERNAL IMBALANCESFAMILIESFATALITIESFINANCIAL AUDITSFINANCIAL CONTROLFINANCIAL INSTITUTIONSFINANCIAL PERFORMANCEFINANCIAL SECTORFINANCING ARRANGEMENTSFINANCING OF INFRASTRUCTUREFISCAL ACCOUNTSFISCAL BALANCEFISCAL CAPACITYFISCAL CONSEQUENCESFISCAL CONSOLIDATIONFISCAL CONSTRAINTSFISCAL COSTSFISCAL DATAFISCAL ENVELOPEFISCAL IMPLICATIONSFISCAL POLICYFISCAL POSITIONFISCAL PRESSURESFISCAL STABILITYFISCAL SUSTAINABILITYFOREIGN CURRENCYFREIGHTFREIGHT SECTORFREIGHT TRAFFICGOVERNMENT PRIORITIESGOVERNMENT REVENUESGOVERNMENT SPENDINGHEALTH CAREHEALTH CARE SYSTEMHEALTH EXPENDITURESHEALTH FINANCINGHEALTH INSURANCEHEALTH OUTCOMESHEALTH POLICYHEALTH PROMOTIONHEALTH SECTORHEALTH SERVICESHEALTH SPENDINGHEALTH SYSTEMSHEALTH WORKERSHOSPITALSINCOME TAXINFLATIONINFRASTRUCTURE PROJECTSINJURIESINLAND WATERWAYSINSPECTIONINTEREST RATEINTERNAL AUDITLAWSMACROECONOMIC POLICIESMACROECONOMIC POLICYMARKET ECONOMYMEDIUM-TERM EXPENDITUREMEDIUM-TERM EXPENDITURE FRAMEWORKSMINISTRY OF TRANSPORTMOBILITYMODAL SPLITMORTALITYMOTOR VEHICLE TRAVELMOTORWAYSMUNICIPAL LEVELMUNICIPALITIESNATIONAL POLICYNATURAL RESOURCESNETWORK OF EXPRESSWAYSOPERATING EXPENSESOPERATIONAL EFFICIENCYOPERATIONAL PERFORMANCEPASSENGER VOLUMESPASSENGERSPATIENTPATIENTSPAYROLL TAXESPEDESTRIANSPERFORMANCE AUDITSPERFORMANCE PLANNINGPERSONAL INCOMEPERSONAL INCOME TAXPOLICEPOLLUTIONPOVERTY ALLEVIATIONPOVERTY REDUCTIONPRIMARY HEALTH CAREPRIVATE INVESTMENTPRIVATE MOTOR VEHICLEPRIVATE PROVIDERSPRIVATE SECTORPROGRAM BUDGETINGPROGRAMSPUBLIC DEBTPUBLIC EMPLOYMENTPUBLIC EXPENDITUREPUBLIC FINANCEPUBLIC FINANCIAL MANAGEMENTPUBLIC HEALTHPUBLIC MONEYPUBLIC PRIVATE PARTNERSHIPSPUBLIC PROCUREMENTPUBLIC RESOURCESPUBLIC SECTORPUBLIC SECTOR OPERATORSPUBLIC WORKSQUALITY CONTROLRAILRAIL INFRASTRUCTURERAIL NETWORKRAIL SECTORRAILWAYRAILWAY COMPANIESRAILWAYSREFORM EFFORTSREFORM PROCESSREFUGEESROADROAD CONDITIONSROAD INFRASTRUCTUREROAD MANAGEMENTROAD NETWORKROAD SAFETYROAD SECTORROAD TRAFFICROAD TRAFFIC ACCIDENTSROAD TRANSPORTROADSROLLING STOCKSAFETYSAFETY ISSUESSECTOR POLICIESSECTOR POLICYSERVICE DELIVERYSERVICE PROVIDERSSOCIAL ASSISTANCESOCIAL BENEFITSSOCIAL INSURANCESOCIAL POLICIESSOCIAL PROGRAMSSOCIAL PROTECTIONSOCIAL SAFETY NETSSOCIAL SECURITYSOCIAL SECURITY CONTRIBUTIONSSOCIAL TRANSFERSOCIAL WELFARESOCIAL WORKSTATE GOVERNMENTSTRUCTURAL REFORMSSTRUCTURE OF REVENUESTAXTAX BURDENTAX RATESTAXPAYERSTRAFFIC ACCIDENTTRAFFIC CONGESTIONTRAFFIC MANAGEMENTTRAFFIC VOLUMESTRAMTRANSPARENCYTRANSPORTTRANSPORT SECTORTRANSPORT SYSTEMTUNNELSUNCERTAINTYUNEMPLOYMENTURBAN BUSURBAN ROADSURBAN TRANSPORTURBAN TRANSPORT SYSTEMVEHICLEVEHICLE OWNERSHIPVEHICLESVICTIMSWAR VICTIMSWASTEWORKERSYOUNG WORKERSBosnia and Herzegovina : Policy Notes for the BH GovernmentsWorld Bank10.1596/12545
